ONE MORE DISABILITY PENSIONER ASSISTED

Veteran A.Sankara narayanan is thanking our Liaison Officer Sgt.S.Kanthiah

One Sepoy A.Sankara Narayanan visited our office for confirmation of his correct pension.

Name: A.Sankara narayanan Rank: Sepoy No: 15308741 Post-2006 retiree.

PPO.No: DE/ CORR/ 016825/2010

PDA: SBI- Kovilpatti, Tuticorin Dist.

On verification , we found that his Service Element is correctly paid. He was sanctioned with Disability element of Rs.465 and now revised as 756/- as per corrigendum PPo. This amount of 756 does not tally with any of the given chart.

Hence, we have taken up the discrepancy with Record Office (MEG) and CDA Allahabad.

Sepoy A.Sankara Narayanan thanked us for this immediate action .

On verifying his available pension papers, we noticed that he was granted pension for the Rank of NB.SUB. vide Corr.PPO. No: S/CORR/051350/99. But he is being paid pension for the rank of Havildar only.

Immediately we took up the discrepancy with the PDA, SBI Kottar Nagercoil, KK,Dist and their CPPC at Chennai, for revision of correct Rate of pension for the Rank of Hony.Nb.Sub with effect from 1-1-2006. We have also informed the short payment to the Record Office- MEG.

Veteran U.Murugan was very happy and expressed his gratitude for the help extended by our Trust.

Subject – INJUSTICE IN FIXING PENSION OF HONORARY COMMISSIONED OFFICERS BY 6th PAY COMMISSION PRE-2006

Sir,

Highly dedicated JCOs are granted Honorary commission at the
fag end of their service in recognition of their long meritorious services in the different field of their works. The rank attracts mainly financial benefit, but the same has been denied to them by the 6th pay commission. They have to discharge the duties equivalent to regular officer. But step motherly treatment has been meted out to them by the 6th pay commission while fixing their pay.

Honorary Commissioned officers have been brought in pay band three with pay scale of 15600-39000. In This connection it is submitted that:-

(a) Bringing the Honorary commissioned officers in PB-3 is
not correct as it is against the spirit for grant of Honorary Commission. Honorary Commissioned officers can not be equated with regular officers since these are two different streams and have different terms and conditioned of services. This has been justified in a Judgement pronounced by the Principal bench of Armed forces Tribunal wide TA No 313 of 2010.

(b) Prior to implementation of Govt. orders of 6th pay
commission JCOs of the rank of Honorary Lt. and Honorary Capt. were getting fixed salary of Rs. 10500 and Rs 10850. respectively and their pension was being determined at 50% of their fixed salary as determined by 5th pay commission.

(c) The 6th pay commission has not given any consideration to
the conditions under which JCOs are granted Honorary Commission after long and unblemished service. They have been brought in the pay band three instead of giving them fixed salary.

(d) Honorary Capt. and Honorary Lt. are the Highest ranks in the army in the PBOR stream as is the case of general officers
cader in the regular officer stream.

(e)COAS,VCOAS and army Commanders were also given
fixed salary in the 5th pay commission and in the 6th pay commission also they have been given fixed salary with a considerable hike.

(f) The JCOs granted Honorary commission have been ignored
and discriminated by the 6th pay commission lowering their pay and pension drastically.

Taking into consideration the service conditions and decisions of previous pay commissions and also the recommendations of 6th pay commission and applying fitment formula of 1.86 recommended by 6th pay commission and approved by the Govt. the pension of Honorary Commissioned officers works out given below.

Due to the Anamolies and flaws at the behest of the 6th pay
commission Honorary rank of Lt. and Capt. are getting lesser amount of pension Rs. 1965.00 and 2291.00 plus DA respectively per month. Ministry of defence is humbly requested to look into the matter and rectify the Anamoly in the fixtation of pension of Honorary Lt. and Honorary Capt. to the tune of Rs. 15465.00 and 16141.00 for all pre.2006 Honorary Commissioned officers.

YET ANOTHER SEPOY HELPED FOR JOINT NOTIFICATION

Veteran S.Ganapathy with our Liaison Officer Sgt.S.kanthiah

Consequent up on our continued and sustained efforts, an awareness is being created amongst the Defence veterans to know their own entitled pension in our area.

As a result, many veterans call on us and go happily after verifying the correctness of their pension.

One Sepoy ; S.Ganapathy No: 1320340, , PPO.No: S/1297/76 , PDA: SBI, Palyamkottai, Tirunelveli-dist, Tamil Nadu, visited our office.

On going through his pension papers and Bank pass book entries, we noticed that he is being paid correct rate of pension. But the Endorsement of family pension was not done.

We explained the importance of joint Notification and prepared a Set of Appendix-1. Annexure-II and the Additional particulars then and there for onward dispatch to his Record office.

The aged veteran was immensely happy and thanked us for such a voluntary service.

NOTE: As per latest Supreme Court judgment, there will be only three percentages of disability viz.50%, 75% and 100%. It is expected that the Government will implement the SC judgment. Therefore we have published only those three percentages.

Arrears from 01.07.2009 to be worked out by taking due/drawn statements. It may please be noted that many banks have not paid the correct revised rate of War Injury Pension. Therefore the affected pensioners should obtain Drawn statement (Paid statement) from the Bank from 1.1.2006 till date through Right to information Act and prepare the arrears calculation yourself to arrive at the correct amount of arrears. This is very important.
