WHAT TO DO IF A PRE-1985 VETERAN DIED WITHOUT ENDORSEMENT OF FAMILY PENSION

 

Dear veteran brothers, , 

We have  time and again  advising  our veterans , to confirm that all Pre-1985  retirees, have applied for endorsement of family pension  / joint notification  to avoid great hardships to their WIFE  in getting their family pension.   We are sorry to note  that still some  veterans have not done so.  

We request  you  all to check up whether  the copy of JOINT NOTIFICATION PPO is available  if not available , please apply for a duplicate copy from your Record Office.

There was no Joint Notification of spouse in the PPO prior to 1-4-1984. Time and again it was emphasized to apply for Endorsement of Family pension by the Living Pensioners. It was not taken seriously by the pensioners. Many widows face financial harship due to the non-availability of Joint Notification.

When the pensioner dies without Joint Notification, the Widow has to do the followings:

Ensure that her name is in the Discharge Certificate/ PPO. If the Part II order has been published for marriage, the name will be there positively.

Intimate the death of her husband to the respective Record Office along with the Original Death certificate and also to the Bank branch from where her husband was drawing pension.

Then send a Claim  application for Family pension to Record Office..

If everything is in order in the service records, the record office will send the Claim form set in Triplicate.

The claim form will contain::

Non-Re-marriage certificate, LTA certificate, Bank details( she has to open a bank a/c) and other family details.

Pass port size photo( 3 numbers) duly attested by Soldiers board/ Gazetted Officer., Thumb impression of all fingers,

Legal heir certificate, Domicile certificate from Village Admin.officer , 2 witnesses by Local respectable people.

If the widow happened to be Second wife, then the particulars of the children born to the first wife to be furnished . In this case, if the children fulfill the conditions, then the pension will be divided.

The set of forms in Triplicate, duly filled, signed, attested to be send to Record Office through District Sainik board.

If there is un-due delay in claiming for pension, the reason to be informed

.

If all the particulars , required certificates are correctly sent, the Sanction order for Family pension will be received from CDA/ RO with in a period of six months.

All veterans are requested to help such widows in your area to avoid financial hardship to the grieved family.

EXWEL TRUST PARTICIPATED IN INTERACTION PROGRAM- MRC RECORD OFFICE

 

We are happy that, a Team of Serving   MRC Record office  personnel  are making Tour in many Districts  and INTERACTING      with   Veterans and Families  and gathering , noting, the  difficulties faced by them  and guiding them .. 

In that  program, , the Team Visited our Tirunelveli- Dist on 21-03-2024 at our Zilla Sainik Board,

Our Trust Members  Vet.Sgt.R.Chellappa and Vet Sgt.S.Kanthiah   participated  .  More than 25 Veterans and Family pensioners  attended the  program.  It was lively.    Problems like - Non payment of  4th instalment of Orop II arrears, non revision of OROP II pension,   Status of Migration to SPARSH, , difficulties faced in  updating  correct Date of Birth, Name  etc were discussed and instructions for  proper method for rectification. Two cases of  pension for un-Married  daughters also discussed and  guidance were given.     As a whole, the program was very useful.

We  suggest such programs from other Record Offices also may be arranged ,which will be very useful to our ESM community. 

BENEFITS OF DSP ACCOUNT FOR PENSIONERS- MIGRATED TO SPARSH

 

Dear veteran brothers,

There is a doubt  being raised by  many  of us  regarding the Benefits under  DSP  (Defence Salary Package) accounts   after our pension a/c migration to SPARSH.

This DSP  account is presently in PNB and SBI.

We all know that, there are so many benefits  to DSP account holders. 

Pension  is being credited  in the DSP account holders in PNB and SBI.  The pension was processed and  disbursed through CPPC of PNB and SBI.  This  was OK.   But  now, most of our  accounts are migrated to SPARSH and CPPC  of banks have no role to play.

Here only the doubt arises.  As the pension is not credited by CPPC of Banks,  whether the benefits of DSP  is still available to us after migration to SPARSH .

There were many queries  from many ESM associations  and veterans.

It is now clarified  that, those who have DSP account  with the Banks and their  pension is credited  by whether  CPPC  or  SPARSH  ,are eligible for  the benefits of DSP accounts.

Punjab National Bank has issued a circular  in this regard  confirming the benefits.

PNB  Rakshak Plus Scheme  - in their circular  04/2024 dated 12-03-2024..

It is also confirmed from our  ARUPPUKOTTAI  ESM WELFARE ASSOCIATION-   They have informed that the benefit is availed for one  veteran who died in an accident recently..

This DSP scheme benefit  is also available to Para Military forces like BSF, CRPF, CISF, ITBP etc.

DA / DR ENHANCED FROM 01-01-2024

Government has  increased the  DA/ DR to central Govt employees and pensioners  

  by 4%  with effect from 01-01-2024.  

Pensioners may be paid the enhanced Rate   of 50%   from march Pension.

 ELIGIBILITY CRITERIA  FOR FAMILY PENSION IN RESPECT OF 

                                                DIVORCED  DAUGHTERS

 We had already published in our blog earlier  regarding  the eligibility  of Divorced daughters for family pension.

We are once again  publishing  the criteria .  Terms  and condition for pension:

1. Part II order should be  available for the evidence of daughter of veteran

2. the Divorce  proceedings in the court should  have started  during the life time of parents, father or mother.

   The decree may come later but  proceedings  should have started.

3.  Not employed  or not earning, living with parents.   

4. Any income from any source should not be more than 9000 +DA

5.  Not re-married. 

6. She can apply for family pension on receiving the  DIVORCE DECREE to the respective Record office.

Note::Some time, a Divorce may be approved by Village Panchayat  which is not accepted by our Military authorities,  But , if this Divorce  is Registered , then it is also accepted for eligibility ,

With the above conditions. A Widow daughter is eligible for  family pension after  the demise of both parents.

All our  veterans are requested to guide the affected Divorced daughters in their areas.

TWO STEP VERIFICATION FOR SPARSH PENSIONERS.

 

Dear veteran brothers ,

there was News in the medias that,  Defence pensioners - Sparsh details are leaked out and our  details are known to others.   that is, by LOG IN with the  Sparsh PPO no and Pass word  any body can view the details of a pensioner  and in some place  we can correct the details also.  this has lead to misuse of the  system.

To avoid such  malpractice, our PCDA has  introduce a new  method of  TWO factor  Authentication.

In this method,  by feeding Sparsh PPO number and Pass word alone  the details will not be available. It will demand for OTP from the registered  Mobile number of the pensioner.,   Hence,  we can open the portal  in the presence of pensioner only.  this is more safer . On feeding the OTP number only  we can view the details.   It is a TWO step verification. , a  double security.   Good method.

All veterans are  to note this   TWO factor method..

A NEW PROGRAME LAUNCHED BY GOI-MOD AS AGRIM -GRIEVANCES REDRESSAL

 

Our MOD  has launched  a system called  AGRIM-

   Automated Grievance Redressal and  Information Management. 

This scheme is launched for the benefit of  Veterans/ NOK  - .With an  aim of No more difficulties  in Pension and Welfare.

After Migration to to SPARSH, huge number of grievances are being raised by veterans and pending for a long time .

Considering this Matter, Government of India, MOD  has established this effective Grievances Redressal Mechanism for veterans and NOKs.  This up gradation in the Grievnces Module  will be beneficial to veterans / NOKs, by making  the process Redressal Transparent 

In this regard, a CALL CENTER IS ESTABLISHED WITH  NO; 011-26757700.

We can make a call and report/ submit our Grievances.

The existing helpline centers also may be used:  011-20863044,  8130591689 & 7683004983. 

All our veterans  and ESM Association may  utilize this facilities.

FORMULA FOR FINDING SUFFIX LETTER.

 Dear Veterans,  

Veterans are provided  by Suffix after their  Service numbers. Particularly for  Air Veterans.

Some are not having  .  But in cases the suffix number is asked. 

How to find the suffix LETTER.    Here is a formula:

 

METHOD FOR FINDING THE SUFFIX LETTER FOR AIR FORCE& NAVY SERVICE NUMBERS. 

 

Codes:  1-A,    2-B ,    3-F,    4-G,   5-H,   6-K,   7-L,    8-N,    9-R,    10-S,    11-T.

 

Multiply Each  number of the service number with   =  7, 6, 5, 4, 3, 2, 1.

 

Example:

                Say  Service number is=  653676,

 6 X 7= 42

5 X6=  30                             Divide this total  144 with    factor 11 -

3 X 5= 15                             144/11=    13,   remains  1

16 X4=  24                             Now minus this remains from   factor 11         

7 X 3= 21                             that is    11-1= 10,

6 X2=  12                              Now  you   go to Code and find the letter

 Total=144                                          For remins 10, the letter is  'S"

     So   the suffix for this service.no  653676 is “S” -   653676S

 This is the way To find the suffix of any service number,

ONE MORE FEATHER ON OUR CAP

 

 SMT. LATHA  D/O LATE SEP.VALLINAYAGAM  WITH HER DAUGHTER 

One veteran, Sepoy Vallinayagam, (6271334 )  died  and his wife

Smt.Ponnammal was drawing family pension vide PPO. F/NA/ 26709/2014..

Unfortunately she also died on 07-04-2021.

There after, his widow daughter Smt.latha , approached us for a help in

getting her  pension under Widowed daughter clause.

We intimated the events to  Signals Record Office with death certificates of

veteran, his wife and husband of daughter,

Record office sent the claim forms . We, prepared the documents as per instructions and

Forwarded through our Zilla Sainik board., Record office raised many observations.

After corresponding about 2 years, the PCDA has now sanctioned

Ordinary family pension vide PPO.No. 157202200395. W.e.f  08-04-2021.

She received an arrears from 08-04-2021 amounting to Rs.4 lacs plus.

The Widow along with her daughter, visited our Trust and expressed their

 sincere thanks for the help extended by our Trust.

We are also happy in helping one more Widow  for getting family pension for life.
