     GOOD NEWS FOR  PENSIONERS- PENSION SLIP


We all know that  our veterans are not aware of their details of Monthly pension being credited.

The monthly pension slip is not being  provided by the paying branches even after request. 

Now , the Banking authorities have agreed to provide  the Pension slip  to pensioners  Registered Mobile numbers by SMS.

By this method, each pensioner will know their pension details  like basic pension, DA, amount deducted towards  commutation, Income Tax,  and any other details like Additional pension, disability pension etc.

This is very useful information to all our pensioners.  All our military veterans and families  may note the same and may take up with their Bank branch/ CPPC , if there is any discrepancies. 

All our ESM Associations and Organisations are requested to pass on the messages to our veterans and families in their areas

OFFICE MEMORANDUM
Subject:- Issue of Pension slip by Pension Disbursing Banks on monthly basis.

In order to ensure "Ease of Living' of the Pensioners, a meeting was held with the
CPPCs of Pension Disbursing Banks on 15.06.2021, wherein the issue of providing the breakup
of monthly pension to the pensioners was discussed. The banks were impressed upon to
undertake this welfare measure, as this information is required by pensioners in connection
with Income Tax, Dearness Relief payment, DR arrears etc. The banks welcomed the idea and
expressed their willingness to provide the information.
2. Accordingly, the undersigned is directed to request all Pension Disbursing Banks to issue
pension slip to pensioners after credit of pension on their registered mobile numbers through
SMS and email (wherever available) also. Banks may also use social media apps whatsapp etc
in addition to sms and email. The pension slip should provide complete details of
monthly pension paid along with break-up of the amount credited and tax deductions etc.
if any.
3. The CPPCs of Pension Disbursing Banks are requested to ensure compliance of the
above instructions for improving the "Ease of Living" for pensioners.

ENCOURAGING NEWS FOR COMMENCEMENT OF FAMILY PENSION ON DEMISE OF PENSIONER

                                   


      ENCOURAGING INFORMATION –SWITCHING OVER TO FAMILY PENSION BY BANKS

 

            On considering the representations  from all organizations  regarding the hardship faced by the widows in commencement of family pension , the Dept of Pension & Pension welfare has  instructed the banks  to commence family pension  and not to insist to submit details and documents which are otherwise  not required.  Thus avoiding harassment to widows. 

Where ever, the Name of spouse/ family member  is included  in the PPO of deceased pensioner,   the following documents ONLY  to be submitted to the Bank. 

1.      In  case of Joint account existingL(  with Joint Notification ) 

A simple letter/ application for commencement of family pension

Death certificate of pensioner

Copy of PPO issued to the pensioner if available

Proof of age/ date of birth of the applicant

The spouse  / family member is not required to submit the details in FORM 14  to the bank for commencement of family pension.

2.      In case  of  Not having Joint account L( with Joint Notification ) 

Application in FORM-14  bearing the signatures of TWO witnesses

Death certificate of pensioner

Copy of PPO of pensioner if available

Proof of age / date of birth of the applicant

Form 14 is not required to be attested by Gazetted officer . The Paying Bank will identify the applicant .

Note:

The details of family members , other than the Applicant , are not relevant  for commencement of family pension by the bank and the same should not, therefore , be sought  from the Applicant  under any circumstances . 

Instructions to Banks, to commence family pension  with in not morethan a month from the date of Application.

All our ESM associations are requested to guide the widows in their areas and help them.

ASSURED DECENT LAST RITES SCHEME ( ADLRS) TO ALL MILITARY DECEASED VETERANS

 


We are once again posting this article( 20-8-2020 ) , because , our request is not considered so far.

A  GLANCE AT THE NOBLE SCHEME- ASSURED DECENT LAST RITES  SCHEME.

This ADLR scheme was introduced  on June 2006 by
our beloved Lt.General AS.JAMWAL for a  good and Noble cause..

By this scheme, the members of each CSD canteen will be honoured on their demise , by paying Last respect  by laying a WREATH  on the body of the departed veteran on behalf of our Military services.
Now the scheme is altered  due to unknown reasons .
At present,  the Canteen Run by Army authorities, honour  only the Army veterans and same way the Other canteen Run by Air Force  and Navy.

The expression of condolence  and paying last respect should be common for all the members of a particular canteen-  e.g  Army, Navy and Air Force veterans.

Our earnest  appeal to our THREE service HQs  is, to extend the ADLR scheme, that is, Laying of WREATH  and paying last respect should be given to all the deceased  members of the particular canteen.

( Paying of Demise Grant  will be done by the respective  HOs  Air Force and Navy at a latter date.  They may have a better  death benefit schemes)

The Canteen Run by Army , should pay last respect to  Navy and Air Force veterans
The Canteen Run by Air Force should  pay last respect to  ARMY and Navy veterans
And  The canteen Run by NAVY  should pay respect to Army  and Air Force veterans ,
Thus avoiding  discrimination among our Ex-Servicemen and having  goods harmony  between all our three forces  veterans.

PLIGHT OF WIDOWS  FOR GETTING THEIR FIRST PENSION                                                                                            

As per CDA cicular  213, instructions are given to Banks/ PDAs.

Where ever, Joint Notification and Join A/c is there, there is no need for Form-14.

The Bank/ PDA can  switch over to  Family pension on receipt of intimation/ application  along with Death certificate of pensioner.

But , what is happening is heartening-  Calling for personnel appearance of Widows,  and fresh Documents like Non-Marriage/ Non-employment/ Life certificate / Descriptive Roll and Declaration  with 2 witnesses, attestation by Gazetted Officers and so on.   Thus , delay in switching over.

To get all the documents prepared may take a long time, months. The widows have to take  somebody’s help in this regard, mostly they are not that educated.

 Then the branch will forward it  to their CPPC, and there, they may take their own time, some time raising observations  . Like wise  , the process takes a long time.

In some cases, according to Hindu  customs, the widows are not allowed to come out from home before 41 days  of death of husbands. Here, again  delay.

Due to all these happenings,  it takes about 3 to 6 months  to get the first pension.

 In case of no Joint Notification/ Joint account, it will take months together, some time more than a year or so  to  start first pension.

Till such time, the poor widows have to face the financial hardship  and untold mental agony.

In view of the above  practical happenings, we request the  Banks/ PDAs Authorities  to follow the latest CDA circular 213  and make efforts to switch over to Family pension as early as possible  with humanity . 

We also request our ESM associations/ Organisations  to take up  this Harassment with  respective authorities  where ever possible.

ATTENTION VETERAN BROTHERS SERIES- 40






 SPECIAL DRIVE FOR INCLUSION OF NAMES OF ELIGIBLE DEPENDENTS  IN PPO

Dear Veteran Brothers,

There was provision for ENDORSEMENT OF FAMILY PENSION  for Spouse and children and parents.

Now, a circular  is issued  for inclusion of all eligible dependents in the PPO

Like names of widowed/ Divorced/ Un-married daughters./ permanently disabled children/dependent disabled siblings( i.e brothers & sisters) and parents. 

In the latest Discharge books, all the names for whom  Part II has been published  are mentioned.

Also, in the EPPO, there is  heading  as Dependents, where all the names are mentioned.

Now, as per this circular 644, all veterans who have not added the names of eligible dependent members, are now requested to forward application  for inclusion. So that, the family members may not find difficulty in claiming  family pension , when the contingency arises.  The Banks also will not  find it difficulty in switching over  to eligible member.

Note:  There should be Part II order publication for all the members

 Our Exwel Trust members  Sgt.C.Muthukrishnan-Air Vet   and Sgt.S.Kanthiah,  Air Vet   participated in  the  COVID-19 VACCINE  CAMP  today- 01-06-2021. 

This Camp was arranged  by  Mr.Elango,  the Administrative Officer, Income Tax- Dept, Tirunelveli in coordination  with  Tirunelveli - Municipal Corporation. 

More than 50 persons , Staffs and  families with children   and Exwel Trust members  and families :

 ( 18 to 45 yrs and 45 and above  age group ) availed this golden opportunity

And got vaccinated . 

We ,the Exwel Trust, sincerely Thank the Income Tax Department Staffs  and Tirunelveli  Municipal Corporation  Staffs for arranging  this Valuable  vaccine camp .
