REVISED RATES OF LIBERALISED FAMILY PENSION


LIBERALISED FAMILY PENSION (OTHER RANKS) WAR WIDOW

1. Liberalized family pension (LFP) will be granted to the next of kin of Other Ranks who is killed in war or war like conditions. (MOD letter No.1(2)/97/D/(Pen-C) dt.31.01.2001.

2. Liberalized family pension will be at the rate of last pay drawn by the deceased.

3. This benefit is extended to NOK killed in all operations from 1947-48 onwards.

4. Liberalized Family pension came into existence from 01.02.1972 onwards.

5. PPO for liberalized family pension will start with F/BC series (viz.,BC=Battle Casualty) eg. F/BC/2352/1999.

6. Remarriage by the widow will NOT be a disqualification and she can continue to draw liberalized family pension.

7. LFP is granted for the benefit of the entire family. Therefore, if the recipient does not support other dependent family members, the competent authority (based on an investigation from Army Recruiting Office) may at his own discretion, divide the LFP in such ration as he deems fit.

8. Second Life award is also admissible in LFP. For details refer www.pcdapension.nic.in

9. Dearness Relief is also admissible in addition.

The Government orders for up-to-date revision of LFP was issued only on 18.3.2011 by CDA(P) Allahabad (Circular No.456). According to this the LFP of a Infantry soldier GP ‘D’ is to be revised from Rs.2985 to 6747 by Jan 2009 w.e.f. 01.01.2006 (MOD letter dt.11.11.2008) and again now as per CDA Cir.456 it should be further revised to from Rs.6747 to Rs.9200 w.e.f. 01.01.2006.

This complex procedure of monitoring this poor widow’s pension by the PDAs goes unnoticed in many cases. Many widows continue to draw unrevised rate of pension despite availability of orders with the PDAs. For the benefit of the Widows who are drawing LFP, we are publishing the rates of revised LFP payable to them w.e.f. 01.01.2006. The rates are equally applicable to all equivalent ranks in Navy and Air Force. (Table No.3 of Cir.456)

Note: As on today, a Widow of an Infantry Soldier (Gp.’D’) drawing LFP should get a total monthly pension of Rs.13,892. (Excluding medical allowance) Please help those who are not getting correct pension.

ONE WAR WIDOW-LIBERALISED PENSIONER HELPED.

On our continuous visits and interactions with pensioners, we came to know that one Liberalized
Family pensioner was drawing less pension:

Name: Smt.V.Vallathai W/O Late Sep. Chelliah Moses.( died in 1971 war) Reg.No; 2552648.
PPO.No: F/ BC / 1019/72 Record Office: MRC.
PDA: Indian Bank, Tirunelveli-Junction, Tamil Nadu.

On going through her pass book entries, it was noticed that her pension was not revised as per CDA Cir 456. She was being paid at the rate of 6747 instead of 9200/-.

We reported the discrepancy to the PDA and the Branch Officials were kind enough to accept our findings and submission and assured to revise the pension and pay the arrears to the tune of
2 Lacs plus with in a weeks time. In the mean time we have received confirmation from MRC records ,the Rate of pension as Rs.9200/-

The Widow pensioner was so happy and thanked us for the efforts taken up by the Welfare Trust for getting her pension revised and a hand sum amount of arrears.

Dear Veteran brothers, please find out such widow pensioners and help them in whatever way possible as most of them are un-educated and un aware of their entitlement.

ONE OCTOGENARIAN HELPED.

We Came to know in our Pension Mela held at Tenkasi, that one Octogenarian was receiving un-revised pension.

PPO.No: S/ 0777/67
Date of Birth- 23-7-1923
Completed 85 yrs of age and getting 30% Additional pension.
PDA: Canara bank, Alankulam, Tirunelveli-Dist, TN.

He is receiving Basic pension of Rs.4892 instead of Rs.6564/ as per CDA Cir.430.

We reported the discrepancy to the PDA and their CPPC, HO,Bangalore for rectification.
The Branch Manager accepted our findings and assured us to revise the pension and disburse the arrears with in a weeks time.

The Happy veteran along with his daughter called on at our office and thanked us for the timely help by the Welfare Trust.

We reported the non-revision to the PDA and their Head Office, CPPC, at Chennai..

The Branch Manager has now informed us that they have revised the pension and paying the revised pension with arrears along with this month pension.

The veteran Ramamoorthy was very happy and expressed his gratitude for the help by the Trust.

YET ANOTHER NAVY OFFICER HELPED.

EXTENDING HELPING HAND TO ONE MORE NAVY OFFICER

On visiting our Exwel Turst Blog, the below mentioned Naval Officer approached us for verification of correctness of his pension.

On scrutinizing his pension and other papers, we noticed that he was paid a basic pension of Rs.17559/- instead of 22585/-.as per VI th CPC.

Immediately, we reported the In-Correct adoption of Basic pension to his PDA and their Head Office through E-mail.

We have received a encouraging reply that they will be revising the pension within 2 weeks time and pay the arrears due.

The Commander Kennedy called on us at our office and expressed his sincere thanks and appreciated our noble services to the veterans .

ANOTHER INJUSTICE TO ONE INFANTRY SOLDIER.

On our Pension Mela conducted recently, we noticed that the undermentioned Sepoy was sanctioned Normal Disability pensio instead of War injury pension.

PDA; I.O.B. Tenkasi, Tirunelvlei-District, Tamil Nadu.
During our interaction with the veteran, it is revealed that he received Bullet injury on 16-2-1971 during the Indo-Pak war on his left chest, passed through the back side, This is clearly mentioned in the Discharge Certificate.

But he is sanctioned with normal Disability pension of 40% and Service element. Though the PPO No, bears the D/ BC/ which is for a War injury pensioner, he is being sanctioned with normal disability pension which is a great injustice to the WAR INJURED soldier.

The veteran was not aware of this and we noticed in the Pension Mela. We have now taken up the case with the Record Office and the CDA for reconsidering the case. The matter is reported to I E S M also for action

The veteran sincerely thanked us for this timely help and a very important issue.

Our Controller General of Defence Accounts ( CGDA) , New Delhi -110 010, has developed TWO Softwares for Defence pensioners:

1) SUVIGYA - Entitlement of pension , which is already known to most of the veterans and it is perative.
2) AASHRAYA:

This software provides the monthly statement from DPDO.

Our veteran brothrens can inform their E-mail address/ or Mobile numbers for receiving the monthly pension statement from their respective DPDO.

The veteran P.Gurusamy was happy and expressed his gratitude for such a help by our Trust.

We have already published the Rates of FAMILY PENSION earlier.

Now , during our recently held Pension Melas in different centres, we came to know that still lots of Family pensioners are receiving IN CORRECT Rate of pension.

We are once again publishing the Rates for the benefit of Family pensioners.

ORDINARY FAMILY PENSION: PPO No.will be F/NA/………/.

1) NORMAL RATE; 50% of the Minimum Pay in the pay band + Grade pay + MSP for the Rank and Group of the pensioner.

ACCORDING TO RANKWISE: Equvalent Ranks in Navy and Air Force.

Note: It is informed by the CDA that, the Modified Parity formula under VIth CPC has not been issued by MOD for ERFP so far. Hence, the Enhaced Rate for pre- 2006, died after 1-1-2006 , will be calculated on the basis of the existing PPO only.

3) SPECIAL FAMILY PENSION: PPO.NO; wll be F/……/
60% OF minimum of the Pay band + grade Pay + MSP of the deceased.
Minimum Special Family pension is Rs.7000/-

LIBERALISED FAMILY PENSION: PPO.No will be F/BC/……./
100% of the Pay in the Pay band + Grade + MSP of the deceased .
Minimum Liberalised Family pension is Rs.7000/-


If the disability element is sanctioned for life and the pensioner died with in 7 yrs from the date of discharge, the spouse is eligible for Special Family Pension.

We , reported the discrepancy to the PDA and the Manger was kind enough to accept our findings and submission. He assured us to revise the pension in this month itself.

The Veteran was happy and felt regret for his unawareness about his entitlement . He thanked us for the timely help by the Trust.

EXWEL TRUST JOINS THE MELA IN TAMBARAM

A pension mela was conducted at Air Force Station, Tambaram on 11.08.2011 by our Ex-servicemen Helpline Centre, Chennai. Our Chief Liaison Officer, Sgt.S.Kandiah (Retd.) was deputed to join the mela.

The Air Force Association at Tambaram extended full co-operation for the successful conduct of the pension mela by providing all help including Place, furniture, refreshment and moral support.

We sincerely thank Gp.Capt.V.Palanisamy, (Retd.) President, AFA Tambaram Chapter and other office bearers of AFA Tambaram. More than 35 pensioners got their pension entitlement clarified and about 6 pensioners had discrepancy for which we have guided them accordingly.

All the participants and the AFA Tambaram appreciated the program arranged by the Ex-servicemen Helpline Centre, particularly, the Officer i/c Hon.Capt.M.David and his team for their keen interest in the programme. It requested that similar programme may be conducted with advance information to the pensioners.

HAPPY BIRTH DAY TO OUR FINANCIAL TRUSTEE

Sgt.C.Muthukrishnan (Retd) , our financial Trustee has successfully completed 64 yrs of age and now entering in to 65 th year of age.

His outstanding workmanship and unimpeachable loyalty and integrity to this trust and above all, his wide ranging knowledge of Defence pension and its allied matters are the great asset to this Trust.

By his deeds , and prompt action, most of the defence veterans were benefited and got their long outstanding pension arrears and many of the un-resolved pension problems.

He had authored two Defence Pension Guide, “ Pension Ungal Nanban and Therinthukollungal” so us to Guide the defence pensioners of their entitlement ‘which is very much appreciated by one and all.

This Trust wishes him a very very happy birth day.

May God cherish all the goodness on him

ONE MORE VETERAN HELPED FOR PART II ORDEWR PUBLICATION

On hearing the services of our Trust, and visiting our Blogs, the under mentioned veteran approached us for a help in getting Part II order publication for his daughter.

On going through his Discharge certificate and other pension papers, we noticed that there was no part II order published for his daughter.

We prepared all the required FORMS, applications, including an Affidavit signed by Notary Public and arranged to forward the same to his Record office through our District Sailors’ board.

The veteran along with his wife and on of his relatives thanked us for this very important help.

INJUSTICE TO AIR FORCE CORPORAL

PARTICULARS OF THE AFFECTED CORPORAL:

Name: S.lazarus Ser.No: 228169 Rank: Cpl Trade: inst.Rep-II,
Date of joining:21-6-1959 Date of invalidment: 18-5-1968.
PPO.Nos: S/1258/69, D/BC/ 143/73 and AF/D/RA/325/2003.

During the Indo-Par war in 1965, the Pak.Air Force made Air raid on the Kalaikonda Airfield on 07-09-1965. In that strapping , our Cpl.Lazarus was hit by the bullets on his lower portion of spinal card..He was hospitalized for more than four months then was discharge on 18-5-1968 under the clause Medically boarded out with 20% disability pension.

As he was injured in a WAR operation, he should have been sanctioned with WAR INJURY PENSION, but he was sanctioned with normal pension like any other disability pensioner.

The injury was at the Spinal Card, he was not able to go for any other Re-employment and living at home with the meager amount of pension. He finds it very difficult in walking freely.

In this regard, he has made series of representations to Air Force Authorities for sanction of War Injury pension. The Air Force authorities have recommended to the CDA for WAR injury pension and but it was  denied by quoting various clauses of pension rules.

We feel , it is a great injustice to the Air Force Corporal, as his complete life is paralyzed because of Air Force service.

Over and above, he is being paid less pension by the PDA, they are paying a basic pension of Rs.3583 instead of Rs.4202( 3500+702) from 1-1-2006. We have taken up the matter with PDA , Indian Bank Tuticorin and their Head office at Chennai to set right the discrepancy..

Dear Veteran brothers, please be watchful for such an in-justice and try to help our brethrens in whatever way we can.

We understand from our recent Pension Mela, that still many more Veterans have not done Endorsement of family pension ( Pre-1984 retirees).

It is also noticed that there were no Part II orders for Children born after discharge, Death of wife, second marriage and so on.

Though we have already published in our blog ,” The Importance of Publication of Part II order,” earlier, we are once again Emphasizing to take it seriously and intimate the Changes in the Status of our family to our Record Office to avail the eligible facilities when the contingency arises and to avoid financial hardship and mental agony to our dependents at later stage, say after our demise.

We noticed in the Pension Mela held at Radhapuram, Tirunelveli-Dist, that one Widow, wife of a Nb.Sub was being paid less than a Sepoy pension.

Particulars :

PPO.No: S/CORR/163136/87
PDA: I.O.B.Vijaya Narayanam, Tirunelveli-Dist. TN.

On scrutinizing the pension and other papers, it was confirmed that She was wife of a Nb.Sub, Gp-D and eligible for a Basic pension of Rs.4650/- w.e.f 1-1-2006 as per CDA cir 397, Annexure-III. We also confirmed the same from Arty Record Office. But she is being paid a total of 3459/-only as on 27-7-2011.

We reported the discrepancy to the PDA and their Regional Office and CPPC at Chennai for immediate correction. The Manager accepted our findings and agreed to revise the pension in this month itself.
