MODI government allocates portfolios to new ministers:

Amit Shah gets Home Ministry,
Nirmala Sitharaman Finance
A day after Prime Minister Narendra Modi and his 57-member council of ministers were sworn in by President Ram Nath Kovind yesterday, Modi government today allocated portfolio to his new ministers. Nirmala Sitharama has got the key Finance Ministry and Amit Shah has got Home Ministry whiles Rajnath singh given the responsibility of Defence Ministry.
Prime Minister Narendra Modi along with his other Cabinet colleagues were sworn in by the President at a grand function yesterday at Rashtrapati Bhavan. The Union Cabinet for the 17th Lok Sabha includes 24 cabinet ministers, 9 ministers of state with independent charge and 24 Ministers of State (MoS).
Here is the list of portfolios allocated to the new ministers:

          Serious thoughts  about ADLR -  Assured Decent Last Rites  scheme .

The well planned scheme was introduced  in the year 2006, by our  Military services  to honour  the veterans on their funerals by laying wreath  on the dead body and providing  financial Assistantance  towards funeral expenses to some extent.,
This facility was available to all the members of URC whether it is run by Army, Navy or Air Force.
This scheme was very much appreciated by general public –commenting – the Military service is respecting its retired soldiers on their demise  also.  This was the position.

Now, we fail to understand , why this scheme  is altered recently .  At present, the URC   run by  Army is extending  ADLR facility to only Army veterans.  Like wise,  URCs run by Navy and Air Force .
Each URC is having members from all the three forces ,  and it is step motherly treatment by providing  benefit to only one force.
Is there any condition  for attending  a condolence , only Army people shall attend the funeral  of army veterans and others not to attend.  CONDOLENCE IS COMMON  FOR ALL.
When such is the case, why our canteen authorities  discriminate this issue  by creating  displeasure among our  Military veterans.
 We feel  that all our URC canteens should extend  ADLR facilities to all the members of that particular URC  without differentiating the  force.
The profit is earned  from all the members  not only from Army , Navy or Air Force.

The death rate of veterans is very much minimum,  may be one or TWO per month and the expense towards  ADLR  is negligible comparing the expenses  towards  our ESM Rallies  and Adalats.

We request our Adjutant General’s Branches handling this ADLR scheme , to view this important issue  and re-consider the procedure  as per the Original Scheme  and arrange to extend the facilities to All the Members of the URC whether run by Army, Navy or Air Force.

We request all our ESM Orgs and Associations to think over the issue and  take up the matter with o whatever Authorities concern .

AGAIN ONE MORE PRE-1985 VETERAN HELPED FOR ENDORSEMENT OF FASMILY PENSION

 The below mentioned veteran came to our Trust Office for renewal of his ECHS card- Online.

PPO No:  S/32208/1984
On going through his documents , we noticed that he is a Pre- 1985 retiree  and not applied for Endorsement of Family pension so far.

We  explained the importance of Endorsement of family  and the suffering of widows  due the non availability of Joint Notification.   This was not done by their husband during their life time.
For such widows, the time taken for sanction of pension is from  minimum 6 moths to 2 yrs.
The veteran  expressed his ignorance and felt sorry.

 Immediately, prepared the Appendix- 1 and Annexure II in Triplicate, got it signed, attested  in all respect and guided him to forward the same to his Record Office through  his pension paying branch.

The veteran was so happy  with our action and timely and  valuable help .

We are also happy  in helping one more  Pre-1985 veteran  for Joint Notification..

ATTENTION VETERAN BROTHERS -SERIES-20

Dear brothers,

Of late , many veterans and widows are visiting our Trust  in regard to Part II order publication  for II nd Marriage..

We had published an Article in this regard .
  We are once again  publishing  the same article for the benefit of our veteran brothers and families as it is very useful one.
 Happy couple after 2nd Marriage.


2nd Wife with child crying as there is no part II order  and  no provision for pension.

IMPORTANCE OF PART II ORDER FOR THE  2ND MARRIAGE.

We had repeatedly published regarding the IMPORTANCE  of Part II order publication for all the occurrence in our family status  -like birth of child, death of First wife  and 2nd Marriage etc.

Of late it is come to our knowledge that there are many 2nd wives are suffering with out pension  due to NON publication of Part II order of their marriage.

Dear veteran brothers, please note  that  the Second Marriage is VOID  when the first wife is alive, even though the marriage was held with the concurrence of first wife. That has to be legalised , that is a court order/ Divorce order  has to be obtained before 2nd Marriage.

Suppose, the first wife is dead and the 2nd Marriage is to be done,  the death is to be reported to concerned Record Office  immediately , then arrange for 2nd Marriage and again report  to Record office for Publication  of Part  II order  for 2nd marriage and obtain Part II order.

Now , in the absence of  Part II order, after the death of veterans, the living 2nd wives and their children  are put into a great mental agony and financial hardship.  The 2nd wives and children are suffering.

We request once again to our veteran brothers, please take serious note of this and get the Part II order published  during your life time itself  to avoid the suffering of your families later.

ATTENTION VETERAN BROTHERS SERIES- 19

    

 ACCOUNTABILITY  FOR NON STOPPAGE OF
 FIXED MEDICAL ALLOWANCE (FMA ) BY BANKS.




Our Ex-Servicemen were enrolled a s member in ECHS from 01-04-2004  onward.

For becoming member, stoppage of FMA certificate from bank is mandatory.
Hence, all the ESM obtained the certificate from their Bank  as Having stopped FMA from so and so month  and joined the scheme from 01-04-2004. ,

Now, we understand that still many ESMs and Families are being paid with FMA.
On verifying  the pension details  for Renewal of ECHS cards to 64 KB,  the
 Non stoppage of FMA is noticed.
The pensioners , particularly Widows not aware whether they are paid with FMA or not.  Similarly, many pensioners also not knowing  this point.
During the Renewal ECHS  cards, we noticed the Non stoppage of FMA . when inquired, they said that they have requested the Bank to stop  FMA  but they are still paying  even after reminding.
THIS IS THE POSITION.
When we calculated the FMA paid to few ECHS members , it comes about Rs.50000 plus,  likewise  many are there.
Here , we wish to know , who is accountable for this Non stoppage of FMA.
The member is having the FMA stopped certificate from Bank.
All pensioners are not that much educated to know the pension details.

We opine that , the Bank is at fault in not carrying out their own commitment, thus the wrong payment.
The Pensioners though not aware of the particulars of their Pension, they are also responsible.
Now who should be held accountable for this happenings.   Is a question.

Now , after coming to know the wrong payment, the Bank is demanding the pensioners to repay the amount in lump sum. The poor pensioners , who   are not having such a large amount  and are finding it difficult to manage
.

In our opinion,
1.      As the Bank has failed to comply with their own commitment, the wrong payment shall be borne by the Bank.

Note:  This is a serious nature.  Some cases has come to our knowledge  that, when the ECHS member  drawing FMA   went  for a Major surgery   and was denied admission  due to this payment   of FMA  which was not of his fault.
The patient was advised to pay back the wrongly paid FMA amount and then only case will be admitted. This is a great injustice meted out to
 Ex-servicemen


In view of the above facts, We request all our ESM Associations and Orgs to guide our veteran brothers in your areas in this regard to avoid last minute sufferings.

RANK LAST HELD  AND RANK FOR WHICH PENSIONED.

This is a very long pending issue .
As per  VIth CPC, CDA cir 397 dated 11-11-2008,  Annexure- III, note below,
It says – Rank means –Rank last held  and not the Rank for which pensioned.
But  in the subsequent circulars  like  Cirs 430, 501, 551 , 555 and 568, the instructions are confusing and contradicting .

Hence, the Bankers are not  able to revise the pension for the Rank Last held.
The affected veterans were compelled to approach our AFT for justice.
All those who filed case in AFT got their revised PPO and got the pension revised .
Others are still waiting  for revision.
 The Post-2006 retirees are eligible for pension for the Rank last held even for one  day, leave alone 10 months.  But pre-2006 retirees are denied .

Our Welfare Trust took up the matter to DESW, CGDA and PCDA(P) but not yielded any result.
But our Dte.of Air Veterans has replied to some Air Veterans that they are eligible  for pension for the Rank Last held but the Bankers do not accept the order/ instructions from Record Offices, they need Revised PPO from PCDA(P) for effecting any revision.
It is regretted  that even after 13 yrs after  6th CPC, this discrepancy is not yet settled.

Now , it is the time that  PCDA(P)/ CGDA  issue a general circular  that both Pre and post 2006 retirees are eligible for pension for the Rank last held even if it is less than 10 months.
For Disablity broad banding, the latest Cir  596 was issued for all with effect from
 01-01-2016 without referring to CDA, Bank themselves can revise. 

Like wise a cut of date may be fixed for this  Rank Held case and Banks may be advised to effect the revision for all Pre- 2006 Retirees.


All our ESM Assns and Organisations are requested to  please take up this discrepancy with PCDA(P)/ CGDA and MOD.
