PROCEDURE FOR FINAL SETTLEMENT / REFUND OF EXCESS AMOUNT CREDITED TO DECEASED PENSIONER/FAMILY PENSION- SPARSH MIGRATED ACCOUNTS.

 

            Dear veteran brothers,

There was a confusion in the banks, how to Refund the excess amount of pension paid to a deceased  pensioner/ Family pensioner.

 Many  ESM associations including our Exwel Trust,  sought clarification from Sparsh in this regard .

Now,   PCDA has released a Circular-228   File No; AT/TECH/30/ XXI  dated  19-07-2023  in this regard.

There are Two method:

   1.  If there is  further claimant for pension   Spouse/ daughter –and so on

2. When there is no further claimant for pension .

If there is  further claimant ,  there is no problem, the Sparsh will adjust the excess amount paid  by recovery.

In case of no claimant,  then, as per the  latest cir 228,  the Bank has to settle the  Death claim  as per the existing Rule.

The amount  in the pension account up to the Month of  death  can be paid as per usual  procedure.

The Excess amount paid after the death,  is to be  refunded to NEFT- RBI account.

All  Migrated accounts are credited through NEFT- RBI.  The excess amount  to be  refunded to the same RBI  account.

Only difference,  the amount credited after the   Month of death    instead of Date of death to be refunded..

So, the final  settlement will be – amount lying in the account up to the 1^st day of month of death  to be paid to Claimant  as LTA.

The excess amount paid after the 1^st day of Month of death  to be refunded to  RBI account mentioned in the circular.

EXTENTION OF SUBMISSION OF LIFE CERTIFICATE.

 

Dear  All,

We are happy to inform you that, the period of submission of Life certificate

is extended  up to 31-01-2024.

Any veteran not submitted so far may submit.

Please pass on the message to all our veteran community.

DIFFICULTY IN IDENTIFYING THE TYPE OF PENSION IN SPARSH

 

Dear veteran brothers,

Earlier days, the Type of pension  was easily identified by Prefix in the PPO numbers.

Later on , in the Digitalized  EPPOs, the Type of Pension was known by the Suffix in

 The  PPO numbers.

Now , after Migration to new system SPARSH, we can not identify the Type of pension by the PPO number.

We can find out by the PPO copy only.,  not by the PPO number.

Many of our pensioners/ Family pensioners are not having copy of Sparsh PPO. Thus the difficulty.

We furnish the  examples of all the 3 types-  Original, EPPO and Sparsh  PPO numbers .

Original PPO:  

Service Pension for Pensioners:     S/ 12345/ 84

Ordinary Family pension          :   F/NA/ 12345/84

Spacial Family pension             :   F/ 12345/84

Liberalised Family pension      :  F/BC/12345/84

Disability element/pension     : D/12345/84,      D/RA/12345/84

War injury pension                   : D/ BC/ 12345/84

AS PER EPPO

The EPPO  will have 16 digits.  12 + 4

Example:   1 85 2016 00216- 0199

No. 1 for Army,  85 For AMC  RO code, 2016 –year of discharge  and 00216 for running PPO number

The last 4 numbers for type of pension.

Say  EPPO No. for   Ordinary Family pension:   185201600216-3000

                                  Special  Family pension   :   185201600216-3300

                          Liberalised   Family pension   :   185201600216-3700

Likewise  for all Types of pensioners.

Now  as per SPARSH  PPO numbers ; 

Example:   205 1993 00216       Only 12 number and   Corr no 1, 2, 3 etc.

We can  see the Type of pension , in the Copy of PPO, some where  at the bottom.

If there is no Sparsh PPO copy available, we cannot ascertain the Type of pension by the PPO number alone.   This is the difficulty .

All our ESM Associations and  learned veterans may take up the issue with higher ups.

ONE MORE ACHIEVEMENT FOR OUR WELFARE TRUST

AT OUR TRUST OFFICE 

 On hearing of our services,  one Widow pensioner  Smt.Sornavel  approached us for  confirming  the rate of her family pension.

Smt. SORNAVEL     W/O LATE  NK. Sankaralingam Esakki   Service No; 13658425F.

Group- Y   QS: 17 yrs.  Record Office_  Brigade of Guards.

On going through the available documents, we noticed that  she was sanctioned  pension

 vide: F/NA/ 012737/2016.

The Rate is mentioned as  Rs.3500 w.e.f  24-9-2012.

PDA;  Indian Overseas Bank.

The Bank was paying pension at the Rate of  3500 only  . They have not revised the pension as per  OROP I from 1-7-2014  and

As per  7^th CPC w.e.f  1-1-2016  and again as per OROP II w.e.f 1-7-2019.

We reported this discrepancies to   CPPC Bank  and  Record Office.

Record Office has  replied   with he rates of Pension  in various dates  and instructed the bank to revise the pension and pay the arrears  without further delay,

Now, the bank has revised the Rate of pension in different periods  and paid the arrears amounting to Rs.8 Lacs plus.

The Widow and her Son visited our Trust Office  and expressed their  thanks for this  valuable help .

Our Trust is very much satisfied with our efforts for achieving  one more  favourable result.

 

INDIAN ARMED FORCES FLAG DAY - 7TH DECEMBER 2023

      

Dear All,  

Today is  ARMED FORCES FLAG  DAY; , celebrated in our country.

Every YEAR, ,. 7th December  is observed as ARMED FORCES  FLAG DAY in India, to honour the Martyrs, veterans and Serving personnel of our Defence Forces.

This day - FLAG DAY is observed every year  since 1949  to remember the services of Armed Forces. 

Funds collected  on this occasion  will be utilised for the welfare of  our Military veterans and families.

SUBMISSION OF LIFE CERTIFICATE AT OUR EXWEL TRUST OFFICE

 Dear all,

We are happy  that  pensioners / Family pensioners from Army, Navy and Air force and Defence Civilians     including EPF  and civil pensioners   have submitted their Life Certificates through our Trust.  So far more than 150  pensioners have submitted   through DLC/ MLC / JeevanPramaan and Facial app methods. Still more pensioners  are expected till the end of November 2023. 

Our Admn Officer Vet,Nb.Sub P.Lawrence is using Face App from Android phone for LC  for a widow pensioner and forward Pramaan ID to our Liaison Officer for printout..

 Our Liaison Office Vet .S.kanthiah will  take our a printout by feeding the Pramaan ID  and hand over a copy to pensioner.  Thus LC by Jeevan Pramaan  Facial app method. 

  Our Trustee Vet Sub.P Subramainam , will down load  Manual Life certificate and up load the  attested  copy of  MLC  in the system  and take out a print out of  Life certificate and hand over a copy to pensioner.

 Mt. Mani Kandan S/O Vet Late Sep. Ramiah, is obtaining  the finger print in our  Digital Finger printer and  submit Life certificate by Digital Life Certificate  and hand over a copy to the pensioner,

A SURPRISING AND CONFUSING MESSAGE REGARDING LIFE CERTIFICATE.

 

Dear Veteran Brothers, 

Here is a confusing message  received .  All of you, please be cautious.

There may be mistake in the system   or  fraud,.

One Air Force veteran has received a message regarding Life certificate,

Jeevan Pramaan -  with ID number to check the status.

On submitting the  details, the LC was  down loaded,   To his surprise,

The Sparsh PPO numbers belongs to Army Veteran,  and Photo is of Air Force veteran.

 

The Air Veteran has already submitted Life certificate and approved- due date Nov.2024.

This latest message  is a surprise and very much confusing. 

If this is case, any one may submit Life Certificate for other person also  which is misleading.

We are attaching the  Life certificate  - 

PPO number is of a Army Veteran  Photo is of ourLiaison Officer  Vet,Sgt.S.kanthiah.

All veteran brothers are requested to be cautious  - check up the LC  once more  for

confirmation to avoid stoppage of pension..

RENEWAL Of AADHAR CARDS AFTER 10 YEARS.

 

Dear Veteran brothers,

As per  UIDAI instructions, every  Aadhar card is to be renewed after 10 years.

Now, we come across  this problem , when we up load the Aadhar  card in Sparsh portal,

it is rejected as invalid.   .  When we analised the reason, , we noticed that the Aadhar card  was not renewed  after 10 yrs of issue.  

For example, One Aadhar. card was issued in 2012  , then it is due for renewal    If it is not renewed,  it will not be accepted by sparsh.    Please check up with original Aadhar   , the lengthy one, where the date of issue will be there. .

In view of the above,  all veterans are requested to  verify your Aadhar card , renew it if it is more than 10 yrs.   If not renewed it is not valid.

No.1 and 2 for Army,   No.  3 and 4 for Navy ,     No. 5 and 6 for Air force 

No. 7  for  Defence accounts department

No: 8 for Defence civilians

We are very glad  that one  Retd naval commissioned  officer

visited our Trust office.   This is the first Time, one Retd Officer has

Visited our Trust Office.

And families.  He was very much impressed on our services.

His, PPO is Migrated to Sparsh , SMS received.

We  logged in to sparsh portal and found his Sparsh PPO no :301199700088.

Then we followed the other  procedures  like  Creating  New Pass Word,

Submitting Acknowledgment/ Undertaking and Aadhar consent and Esign etc.

All operations was successful.  Then We submitted his Life Certificate-

Then  we downloaded his  Pension slip, Pension entitlement and PDV

And corr PPO- Sparsh.

The Officer was keenly watching our actions and  appreciated .

He was so happy and thanked us  for the help and wished all of us

For a happy, healthy long life for serving our veteran community.

Our Trust is very much happy in helping one Commissioned officer.

 

ATTENTION VETERAN BROTHERS - SERIES 48

 

Dear Veteran Brothers,

Still many veterans are inquiring about the Rate of family pension  and how to find out.

It is simple;  As per regulation, 30% of emolument (Pay) is the Rate of Family pension.

Many of us are not aware of Last pay drawn./ Emolument.   But , we all know  about the Basic pension of  ourselves.

Hence ,  it is simple formula to calculate  Family pension .   that is, 60% of our basic pension is the Rate of Family pension.   For your convenient,   we are giving one chart for ready reference..

You can  cross check  from the Table  25 of CDA Cir  555  and  table 27 of Cir 666 for Normal  family pension.

ONE MORE ACHIEVEMENT FOR OUR TRUST

 

                                   VETERAN  NK. KARUPPALAGU   AT OUR TRUST OFFICE.

On hearing the services of our Trust, the below mentioned veteran visited  our

Trust for confirming  his pension  details.

Name: KARUPALAGU     Rank: Nk    ( 1246053 )   Arty Records.

Ppo.No: D/RA/9114/2003     PDA:IOB 

He was discharged on 1987  with disability  pension.  Then he was                                

Called for  Re-medical Board and  was sanctioned Disability for life.

He was having  the covering letter only intimating his disability pension

For life.  NO  PPO copy..  On verifying the pension details, we noticed

That he was being paid only service element.  We contacted  the Bank,

They informed that there is no PPO available for  DE.  Then we wrote  to

Record Office  for confirmation, they confirmed .  then we wrote to PCDA

Allahabad  for a Duplicate Copy of  PPO with Loss  certificate from veteran.

After having correspondence  for about ONE year,

We received a copy of PPO with intimation to CPPC, IOB.

Then we represented to CPPC, IOB with arrears calculation .

The CPPC was kind enough and  revised his Disability element  and paid

an arrears from 2003 amounting to  about 7.9 Lacs.

The veteran was so happy and visited our Trust and sincerely thanked

 our Trust for all the help extended in getting his Disability pension,

  arrears  plus about Rs.6000 /- per month for life.

Our Trust  is very much satisfied in helping one more veteran .S

GREETINGS ON INDIAN AIR FORVE DAY 2023

Today   October  8th , is our Indian Air Force Day.

EXPECTED EFFECTS ON NEW CASUALITY AWARDS FOR DEFENCE PERSONNEL.

 

Dear Veteran brothers,

If the latest MOD letter No: F.16(3)/2023/D( Pen/Pol) Vol-II dated 21-9-2023 is implemented ,

In our understanding the following  disadvantages will be there:

1. Name of Disability pension is changed as Impairment Relief-  the Disability Relief  is not a pension.

     It is only a relief for disablement. It looses the status of pension.

2. Any Relief is not eligible for  Dearness Relief , hence our Disability element  is not eligible for DA.

3. Only  Disability pension  ( service element + Disability element)   is exempted from Income Tax,

    Now, the  Disability element is not a pension, hence it is not exempted from IT.  All Disabled 

    Veterans are to pay income Tax.   

4.   At present  the Disability Element is added with Service element and DA calculated,  Hereafter,

      The DE is not eligible for DA as it is a Relief, hence a LOSS.

5. Commutation  on Disability is only on the initial sanction i.e  20%/ 30%  and so on.

     The broad banding effect is not applicable .  that is to say , no further enhancement on commutation.

6.  Likewise,    War Injury pension  is called  WAR  Impairment  RELIEF,  It is not a pension.

           Liberalised Disability pension is called as Liberalised Impairmentss Relief.   Ir is not a pension.

            ONLY PENSION IS ELIGIBLE FOR DA,    HENCE THESE RELIEF ARE NOT ELIGIBLE FOR DA.

Note:    We understand that  this order is applicable for  Serving Soldiers and  Future retirees.

               Also this order  supersedes all the previous circulars on casuality awards.

               There is no effect of FAMILY PENSION.

  Example :   Existing   calculation   :  For a  sepoy   Group Y   QS 17 yrs:  DE: 50%

                        Service element……………..18807.00

                       Disability Element…50%..... 5642.00

                                          Total ………… 24449.00SS

                        DA at 42%..........................10269.00

                         Net monthly pension……34718.00   as on date  as per OROP-II

 

        After this order – future retirees   will receive:

                      Service   element……………..18807.00

                            DA at 42%....................  7899.00

                                       Total…………. 26706.00

                 DE-Impairment Relief 50%...5642.00.

              NET MONTHLY PENSION……   32348.00…AS PER NEW ORDER.

 

     Now note the difference    :  34718 – 32348=  2370  -  loss per month .

     In addition to this loss , one has to pay Income Tax if  assessed.

Now, the futrue  pensioner with same Rank. Group, length of service,  will get lesser pension tan the present pensioner.      One more anomaly. 

Dear veteran brothers,  there are objections and protest is going on against this Rule.

 All are requested to raise our voice about this anomaly in where possible forum.    

  

TIME FOR SUBMISSION OF LIFE CERTIFICATE

 

                     Dear Veteran brothers and Family pensioners,

 The Time has come for submission of LIFE CERTIFICATE.

For Veterans  of  80 yrs  and above  can submit LC from 1^st October 2023

for  other veterans  below 80 yrs of age  can submit from 1^st November 2023.

For those whose Pension is Migrated to SPARSH may submit life certificate ,one year after the precious submission.

Example:  Migrated in June 2023, and submitted Life certificate in June 2023, he has to submit next Life certificate in JUNE 2024.    Likewise.   you can find out the next Life certificate Due from your monthly pension slip  also.

  All veterans and Family pensioners are requested

to  submit LIFE CERTIFICATE in time  to avoid stoppage of pension and face hardship. 

CHANGE OF NAME- DISABILITY PENSION TO IMPAIRMENT RELIEF

 

  Dear All Military veteran brothers,    

We are  surprised  to note that  our DESW –MOD has  released a letter  on 21-9-2023,

Regarding  change of Name of Disability pension.  

  ENTITLEMENT  RULES FOR CASUALITY  PENSIONARY AWARDS  TO AEMED FORCES  PERSONNEL-2023

AND GUIDE TO MEDICAL OFFICERS -2023 REGD.

Vide  : F.NO: 16(3) 2023/D(Pen/Pol)  /  Vol II ,   GOI, MOD- DESW   dated  21-9-2023

The name of Disability pension is changed  as  IMPAIRMENT RELIEF..

 

Any relief like Dearness Relief is not  exempted from  Income Tax. 

We feel,   as per this  letter,  our Disability pension  may not be exempted from Income Tax.

As on date, our Disability pension,  (Service element  +  Disability element  ) is exempted from

Income tax  , and DE pensioners are benefited. 

Hereafter,  if our assumption is correct,  the benefit is going to be removed. 

This order supersedes  all the previous orders on the subject 

Our senior veterans and ESM associations are requested to  go through the letter and be ready for the loss.

     

SUFFERINGS AND HARDSHIPS FACED BY MILITARY PENSIONERS AND FAMILY PENSIONERS DUE TO MIGRATION TO SPARSH

We all know that, our pension papers are Migrated to New system SPARSH, from August 2021 to save some expenditure  for the disbursement of pension by Banks.

Though the system - SPARSH  looks good, i.e  ONE IN ALL,  a single widow  operation , processing, disbursement, revision etc. from one place  SPARSH, Allahabad.

The disadvantage is more than the Advantage.

As per Advisories. it was told that, the time taken for processing, disbursement  etc.  will be very less , say with  in 15 days, comparing  to Bank's action.  It was looking attractive but in practical  way, it is not so.  Now, we are coming across  lots of problems  and not able to rectify any incorrect DATAs, and there is no direct  contact  to solve  the difficulties . All in ONE LINE  -digital way only.  It is not  solved in short time.  Our veteran/and  families are not  that educated to  go for Digital- computer based  actions.

When we lodge a complaint  to any problem,.  and if it is  pending for  unlimited  period , say  for about 148 days and so on.  We are not allowed to lodge another complaint  when the previous  complaint is pending.   

This is the hardship  and sufferings faced by our veterans and Family pensioners.

All our  veterans and Associations are requested to raise the issue in different platform.

15  இவ்வாறாக, ஸ்பார்ஷ் என்னும் மின்னணு,, இணைய தள, ஆன் லைன் பென்சன் வழங்கும் வழி முறை மூலம் பென்சன் சம்பந்தப்பட்ட எந்த பணியும் தாமதமின்றி உடனே,  ஒற்றை சாளரம் முறை யில் நடை பெறுகிறது..  முன்பெல்லாம் வங்கிகளின் கட்டுப்பாட்டில் பென்சன் இருக்கும் போது, ஒரு பிரச்சினையோடு வங்கிக்கு நாம் போனால் பொறுப்பற்ற முறையில் , இது மேலிடத்தில் (CPPC) கேட்க வேண்டும். எங்களால் ஒன்றும் செய்ய முடியாது. என்று பதில் சொன்னது. அப்படியே ஏதாவது செய்தாலும் அந்த வேலை முடிய மாதக்கணக்கில் ஏன் வருடக்கணக்கில் கூட கால தாமதம் ஆனது.   ஒரு EXSM இறந்தால் அவரை சார்ந்தோர்,  ஃபேமிலி பென்சன் பெறுவதற்கு பல மாதங்கள் வருடங்கள் ஆனது.  இதனால் ஏற்பட்ட சிரமங்கள் சொல்லி மாளாது. எனவே முன்னாள் ராணுவ வீரர்களின் பென்சன் வழங்கல்,  ஃபேமிலி பென்சன் வழங்கும் அனுமதி மற்றும் தேவையான டாட்டா வேலைகள் அனைத்தும் ஸ்பார்ஷ் மூலம் துரித கதியில் முடிக்கபடுகிறது என்பதில் எந்த மாற்றுக் கருத்தும் இல்லை என்பது நிதர்சனமான உண்மை..
