CENTRALISED PENSION PROCESSING CENTRES(CPPC)IN NATIONALISED BANKS.

The CPPC was established like a newly born Baby with lot of expectations. This system was first implemented in State Bank of India and followed by other Banks as well.

This system looked good in the beginning and all Bank branches as well as the Pensioners expected a big relief , thinking that the Pension, revision and arrears will be credited in time without delay. But “Alas “ What happened ? What is happening, is utter flop/ confusion and failure and in ordinate delay in the system as if the Baby is attacked by POLIO ,thus Crippled..

Now, because of the non-implementations of new orders, non-revision of revised PPOs, non-adoption of correct Rate of pension etc, the Pensioners are constrained to seek Legal remedy , claiming Compensation for delayed payments and seeking information under RTI Act and so on.

These happenings were not there before the creation of CPPC. The pension was credited in time by the Paying branches. The discrepancies were reported and it was rectified by the branch by the help of local ESM Associations and voluntary agencies. The complaints were very minimum.

Nowadays, there are heaps of complaints, the branches are not able to do anything except Trafficking the pensioners to their respective CPPC. As we understand that, the CPPs are under staffed and not able to cop up with the workloads and started sinking in the Ocean of complaints.

Not only the normal complaints of Discrepancy but also they started claiming interest for Delayed payment as per RBI Circulars. The branches are worried as the Bank Head Offices, fixing the delay and the accountability on the branches.

This problems are existing in almost all the Bank branches. Now the public/ pensioners are of the opinion that the earlier system was better and the present system of pension payment may be reverted back to old system OR may given the Respective treasuries. This is the state of affairs.

The ultimate sufferers are the pensioners community.

The Bankers are paid commission by the Government for handling the pension payment and this kind of discrepancies are considered as Deficiency of service which will attract penalty by Law.

Will the Bank Head Offices rise up to the occasions and set right the deteriorating pension payment problems

    You have rightly pointed out the inability of the Banks. But do the banks agree to your views? Most of the pensioners continue to accept that whatever the banks pays is correct. There are some family pensioners who have been paid Sepoy's family pension instead of Subedar's pension for more than 15 years. Many Special Family Pensioners are not aware of their entitlement, therefore the banks pay whatever they feel like. When the Auitors point out the short payment to the tune of 3 to 4 lacs. the banks are very particular about deducting Tax on Family pension. But they don't bother about payment of compensation for the delayed payment.
    Education on the subject of pension is very important. Every pensioner should know their entitlement and make the banks to pay the correct payment. Only then the things will improve. We cannot depend on the bank any more.
    Let us take a pledge to educate our pensioners.Let the banks learn from each and every pensioner what is Defence pension.
    I appreciate your sincere work on this issue.

    Many pensioners are making complaints to CPPC. They don't get any reply because they do not know how to solve the problem. But at the same time they don't want to contact a person like you to clear their doubts.
    Therefore you teach each and every pensioner and make them to claim Compensation for the wrong payment/delayed payment of pension and arrears through Banking ombudsman. Once the Banks start paying compensation, then they will improve performance in due course.
