Hony.Officers ranks are granted to JCOs in recognition of their meritorious services in deferent fields of their works. The Rank attracts the financial benefits . They are considered as Regular officers for all the purposes in respect of discharging duties.
But they are not allowed to avail the Officers Mess facility and also SNCOs Mess. They are treated as a separate Lot, that is a step motherly treatment. Because of the monitory benefits, they accept the Hony.Ranks, but they are not happy.
In ECHS also they are given only SEMI private ward and not private ward and considered as JCOs only..
Now, the VI th Pay commission has brought them in to Pay Band 3 in line with Regular Officers Pay Band. Their pension is calculated in the Minimum of the Pay Band . That is calculated as under :
For Example : Hony.Captain and equal Ranks in Navy and Air Force : Pay Band-3
BP + Grade Pay + MSP ----- 156000+6100+6000=27700
Pension for 28 yrs and above service is 50% , i.e= 27700/2=13850 Presently being paid.
But ,if they are considered in the Notional fixation like other JCOs, then the calculation is as follows:
Their existing Pay ( V th PC)….10850 -Notional fixation is -multiplied by 1.86, i.e
10850X 1.86=20190 plus GP +MSP will be = 20190+6100+6000= 32290
Pension for 28yrs and above service will be -50% of 32290=16145/-
Look at the difference ..16145- 13850= 2295 per month in the Basic pension alone + DA.
In the same manner for Hony.Lt and equal Ranks in Navy and Air Force:
Difference will be- 15465- 13500=1965 plus DA.
What is the use by treating them as regular Officers, when they are not allowed in the Officers Mess and not providing private Ward in ECHS, and getting less pension. All the Hony.Officers are anguished in this regard and it seems that there is nobody to take their case including our Major Ex-Servicemen Associations . It is a pitiable situation for the Honorary Officers.

ReplyDeleteIt is really a great injustice to these highly dedicated Hon. officers. Let them all join together file a case in AFT like the Majors. They are waiting for some Regular Officers to take up their case. (I don't think any regular officer will come up for their rescue) Even the Sepoys are approaching the Supreme Court for small amount of Disability pension. One Hon.Capt.David is taking all efforts from Area HQ. Chennai. All Hon. officers please co-operate with him.

I think the AHQ/GOI should issue a clarification on this matter so that the aggrieved Hony Commissioned Officers' are addressed once & for all.

Sir,113 of the Hon Officers have filed a case in AFT Chandigarh during Nov 10 but nothing is heard till date.any how some Hon Officers went to courts and got the relief and thier pension upgraded to Rs 16145/,even the viceroys commissioned officers have been given the enhanced pension i.e Rs15465/ for LT and 16145/for captains in this connection table 133 page 155 of GOVT OF INDIA LETTERDATED 08/03/2010 and PCDA circular 430 is relevent sudesh kumar HON LIEUTENANT INDIAN NAVY
ReplyDeletewe are not apposing to vco offices for their financial pension benefits. They should be granted with this benefit. But The calculation method of 1.86 should be applied for Hony LTs and Hony Capts also. Problem will automatically solve no need to go to the court and elsewhere
ReplyDeletesir please note that AFT CHANDIGARH HAS STRUCK DOWN NON APPLICABLE PARA 5.1 OF GOI MOD LETTER DATED 08/03/10 AND IS ORDERED TO BE EXPUNGED. AND ACCORDINGLY FIXED PENSION FOR HON.LIEUT AND CAPTAINS AND THIER COUNTERPARTS IN AF AND IN.TO RS.15465/- AND RS.16145/-EFFECTIVE FROM 01/07/09 RESPECTIVELY.ALSO DIRECTED GOVT TO ISSUE INSTRUCTIONS WITHIN 04 MONTHS FROM 07 JUN 11.

ReplyDeleteChief of Air Staff in his address during Air Force Association meeting at New Delhi has expressed that Hon. Officers will get enhanced pension as applicable for VCOs retired before 1953.Govt. orders are expected shortly. Let us hope for teh best.
