  A MASSIVE RALLY OF ESM WAS HELD ON 31-01-2016 AT PATHANKOT  FOR OROP AND TO HONOUR OUR MARTYRS.  JATHAS OF ESM FROM FAR FLUNG PLACES IN PANJAB, HP AND UTTARKHAND REACHED THE VENUE IN VERY LARGE NUMBERS .

The Rally was  a major success with teaming crowds of veterans./

We are very happy to inform all our veteran brothers and ESM familiy pensioners, that a FREE LEGAL AID  FOR ESM COMMUNITY  is established in our TIRUNELVELI- DISTRICT COURT , Tamil Nadu  headed by a Senior Judge Smt. J.Tamil Arasi.

We are also proud to know that the Judge is  a daughter of our Military Junior Non Commissioned Officer.

The first meeting was held on 19-01-2016, about 25 veterans and widow pensioners attended.

Our veteran brothers Hony.capt.Arumugam, sgt.C.MuthuKrishnan   gave a brief  speeches about the problems and hardships faced by us including Attestation from Ist Class Magistrate .  Advocate Mr.Muthuralingam  also explained the types of  legal helps available .

 We  thanked the authorities for establishing  this ADALAT  exclusively for ESM.

Then, the Judge explained about the legal Aids available for our community  in all the areas like pension, disputes in families, properties  and counseling etc. She assured us to help in solving our problems at District level and if needed , will take up case with AFT  through Government , free of cost. Such a meeting will  be held  at every quarter  and Grievances application may be submitted any time to this office.

It is a good  beginning, a first  of this kind in our District. 

 All our ESM brothers  and Widow pensioners  are   requested to avail this facilities and inform the fellow veterans also.

ONE MORE PRE-1986 VETERAN HELPED FOR ENDORSEMENT OF FAMILY PENSION.

The below mentioned veteran called on our office for verifying the correctness of his pension.

PDA:SBI, TIRUNELVELI-dIST. TN

On verifying his PPO and pass book, we confirmed that he is being paid correct rate of pension.
But we noticed that  he has not applied for Endorsement of Family pension so far.

Immediately, we prepared the Appensdix-I, annexure-II ,and guided him to forward the same through his PDA to record Office with out further delay.

The aged veteran was very happy with our action and thanked us for the timely help.
Our Trust is also happy in helping one more veteran for Joint Notification.

DIS ADVANTAGE OF A CLAUSE IN CIR 551

Please  read  para 6 of CDA cir 551.

“ Revision under these orders may be done on the basis of Rank held and not for

 the Rank for which pensioned as the same has already been clarified in Note below- 

Annexure III of cir 397 dated 18-11-2008 ”

MOD has tactfully added this clause . When we represented the same case when 

the Cir 397 was issued , they said , one should have completed 10 months in the 

same rank or at least 7 months, then only they are eligible for pension for the rank 

held. It was advantage  at that time.

Now they have inserted this clause  with out mentioning  the 10 month clause to pay arrears for the rank held because , the Arrears is less for thr Rank held..  .

For Example Rank pensioned- Sgt- Gp- X Qs- 15 yrs-

 As per CDA cir 547……….4883.00

 As per          cir 430……….4277.00

    Dfference……………….606.00

 Arrears works out…606 X 46.02= 27888/-

For the same person Rank held JWO Gp-X  QS- 15 Yrs

 As  per  CDA cir 547….5558.00

  As per           cir 430… 5330.00

  Difference………… …. 228.00

  Arrears works out…228 X 46.02=  10493.00

Dear veterans, We are bringing this point to your knowledge .. .

 No Bank would have gone through this clause and acted.

Who will search   for this Rank held / rank pensioned.

If any body is benefited by this clause, please claim .

ONE MORE AGGRIEVED HAVILDAR HELPED

Veteran SN.Ramamurthy( on left) is expressing his sincere thanks to our Liaison officer Sgt.S.kanthiah.

The under mentioned Hav. Came to our Trust Office  and complained that he is being paid less pension.

Name: SN.Ramamurthy( 143029588)   Rank: Hav.  Gp- D

  QS: 16yrs, 10 months.

PDA: Canara bank, Tuticorin dist, TN.

On verifying his Bank pass book, we noticed that he is being paid for 16.5yrs only instead of 17 yrs.

He has received a Corr PPO also mentioning the Rate of pension as 5762  for 17 yrs of QS.

We have immediately informed the PDA and written to his CPPC about this discrepancy.

The worried veteran was happy of our action and thanked us for this timely help.

We are also very happy for helping one more  aggrieved Havildar

WE NEED BULLET PROOF JACKETS FIRST AND NOT BULLET TRAINS

We don’t want bullet trains. We want proper bulletproof jackets first.

A lot of our soldiers don’t have proper bulletproof jackets. Our policemen and even our SWAT teams are fighting terrorists wearing cricket helmets and knee pads. This is gear for sportsmen, not soldiers. They stop cricket balls, not bullets.

We are proud of our soldiers because they fight for India. But we are terrified for them because the country is not providing them with the protection they need.

Our army had asked for lightweight bulletproof armour 10 years back and they still don’t have it. Our policemen and soldiers are dying because they don’t have bulletproof jackets.

The Defence Minister asked for 50,000 emergency jackets to be procured 6 months back. The army still hasn’t got them. If they had, we might not have lost our brave soldiers who were martyred in Mumbai, Gurdaspur, Pathankot and many more before.

Why are we talking about bullet trains and giant statues when our army and police are not protected while fighting terrorist attacks?

This is an urgent request to the Home Minister and Defence Minister. Please provide adequate bulletproof armour for our army and policemen. Let us try and give our soldiers the best protection possible.

We prepared  a calculation Sheet  for the arrears and guided him to approach his PDA and demand for Arrears.

The Veteran was happy with our service and thanked us for this help. 

UNFORTUNATE HAPPENINGS

 

 IT IS REALLY UNFORTUNATE HAPPENING IN OUR COUNTRY THAT THE EX-SERVICEMEN ARE NOT PARTICIPATING IN THE REPUBLIC DAY PARADE  -2016.

For the first time in the history of Republic Day, Ex-Army servicemen will not be part of Parade.

 · JANUARY 23, 2016

To be part of the Indian Army is an honor in itself. Army is one of the most respectable job place in India and on every Republic Day, they carry out a parade on Rajpath. The most unique thing about this parade from all these years have been the Ex-Servicemen, who also parade on the streets of Rajpath.

But for the first time in the history of Republic Day, the Ex- servicemen have decided to boycott the parade.  “ If the government wants to show everyone that they have done so much for us by implementing OROP, then they are wrong. It is like letting us down. We have done so much for our country and now we feel cheated”, said one of the veterans.

ARREARS AS PER CDA CIR 547/549 FOR FAMILY PENSIONERS.

Most of you have received the arrears as per CDA cir 547 by now.

Still some more are to get their arrears.

Most of the Family pensioners have not received the arrears .

As there is different dates of eligibility, the Banks are finding it difficult to calculate and the delay.

Like  Pensioner died before 1-1-2006,  Died  between  1-1-2006  and 30-6-2009 and

 died  between  30-6-2009 and 24-9-2012.

ELIGIBILITY  PERIOD : 1-1-2006 TO 23-9-2012.

As the calculation is complicated, the Banks are taking time. We have to bear with them.

REGARDING FAMILY PENSIONERS:

 ARMY-Sepoy to Havildar ranks  ---- only X / A group  is eligible for arrears and  B to E not eligible.

Family pensioners may be informed  about  this.

NAVY  :

Seaman II and Seaman I ---No arrears

Leading Seaman – Only B group  eligible  ,  and C group not eligible  for arrears.

Petty Officers and above Ranks  – all the groups are eligible for arrears

AIR FORCE:

AC  AND  LAC - ONLY   I  /  X  GROUP IS ELIGIBLE FOR ARREARS .

Other groups  Y and Z not eligible for arrears.

Corporal and above Ranks, all groups are eligible for arrears.

HONY.Commissioned Officers Famlies:   all are eligible for arrears.

Veterans have been protesting at Jantar Mantar from several months over discrepancies in the government notification.

In a late development on Sunday night, ex-servicemen protesting outside Finance Minister Arun Jaitley’s residence over the issue of One Rank One Pension (OROP) called off their protest after assurance from the Minister of State for Finance Jayant Sinha.

Veterans who have been protesting at Jantar Mantar from several months over discrepancies in the government notification, on Sunday, moved their protests outside Mr.Jaitley’s residence. They said that Mr. Jaitley in an earlier meeting on Jan 3 had promised to address their concerns in a week but failed to so.

“Consequent to certain back channel initiative, a meeting between ex-servicemen delegation and Minister of State for Finance took place in a very cordial environment late last night,” Col Anil kaul (retd), media advisor of Indian Ex-Servicemen Movement (IESM) said.

Col Kaul said that despite the late hours Mr. Sinha was instructed by the Prime Minister’s Office (PMO) to discuss the issue and request the veterans to call off the dharna.

On the special invitation from Kovilpatti ESM Association, Tuticorin dist, TN,  our Trust members joined the function of Annual General Body meeting and Anniversary.

Sub.Kesava Rajan veteran, President of the Association  elaborated  the activities  and achievements  of association and the need for strengthening the Organization.

Mr.Rajasekar from Nangooram explained about the Old age Home at Tirunelveli with the help of Power Point Slides.

Our Liaison Officer Sgt.S.kanthiah, veteran gave a brief speech on OROP and 7^th CPC.

Then  with the help of Lap Top and printer , our Financial Trustee Sgt.C.Muthukrishanan ,veteran   provided with the Arrears Calculation sheet to those veterans  and family pensioners  who have not got their  arrears as per CDA Cir 547.

All the office bearers of the Association appreciated and thanked our Trust for the participation and sharing information and help. .

Our Trust honoured all the Office bearers them with shawls.
