Anguished Hony.Officers.
UN HAPPY AND ANGUISHED HONY. OFFICERS
Hony.Ranks are given to JCOs for their exemplary service in
different fields of their work.
It also attracts the financial benefits. They are treated as Regular officers for all
purposes in respect of discharging duties.
But they are not allowed to avail the Officer’s Mess
facility and also SNCO’s Mess . They are treated as a separate Lot , that is
step motherly treatment . Because of the
monitory benefits , they accept the Hony.Rank. but they are not at all happy.
Now , the VI th Pay commission has brought them in to Pay
Band 3, along with Regular officers Pay Band. Their pension is calculated in
the Minimum of the Pay band. That is calculated as under:
Say for Hony.Capt and equal Ranks : Pay Band-3
BP+Grade Pay+MSP
15600+6100+6000= 27700 Pension for 28yrs and above service= 50% of 27700=13850 .
Now, suppose they
were treated in the Notional fixation like other JCOs, the pension calculated as under :
Their Existing Pay= 10850
Notional fixation is multiplied by 1.86, i.e, 10850x 1.86=20190 Plus
GP+MSP will be – 20190+6100+6000=32290
Now their pension for 28 yrs and above service suppose
to be 50% of 32290= 16145.
Look at the difference- 16145-13850=2295 per month in basic
pension alone + eligible DA .
Here again one more anomaly- as per CDA cir 482, the pension of Hony. Sub.Lt and Hony.FOs is increased by Rs.90/- but the Hony.Lt are left out., hence they are aggrieved .
What is the benefit by treating them as regular officer when
they are not allowed in the Officers Mess and getting less pension. All the
Hony.Officers are anguished in this regard and it seems there is no body to
take their case including our Major ESM associations. It is a pitiable
situation because the affected Hony.Officers have gone to court /AFT and got
judgment in their favour but still not implemented.
