HON. COMMISSIONED OFFICER PENSION

DISCRIMINATION IN FIXATION OF BASIC PENSION FOR HONY.LTS AND CAPTS AS PER VI TH CPC

The Hony.Lts and Capts are considered neither as JCOs Nor Regular officers. They are completely neglected, even though they have served for maximum length of service.

Their pension is not notionally fixed as per JCOs . The pension is fixed in the Pay Band 3 but at the minimum scale of pay, considering their service as ONE year in the Rank which is completely in justice.

Revised Pension in respect of Pre-1-6-1953 Viceroy Commissioned Hony. Lts and Capts are revised as 15465 and 16145 respectively. View the Table 133 of CDA cir 430:

Rank Existing BP Improved Improved Consolidate Pen Revised as per Cir 430

Viceroy 1-1-96 W/O DP With DP as per VI th CPC table 133 w.e.f 1-7-2009

Hony Lt. 4967 5250 7875 13500 15465

Hony.capt. 5116 5425 8138 13850 16145

____________________________________________________________________________

This same rate of pension is to be applicable for Sub/ Sub.Majs. granted with Hony ranks also.

We are very much in doubt whether any such category of officers are alive on this day. When the pension is revised for non-existing officers as 15465 and 16145, why not the same revision for those Hony.Lts and capts who are alive in their fag end of life. It is a matter for debate.

This discrimination is to be removed . Many affected officers have approached Courts /AFTs and got the judgments in their favour but not executed till date. This is how the Defence veterans are ill treated by MOD/ Govt.

All major ESM associations should fight with all their might to remove the discrimination.

  2. Thank you for your comments sir. What you say is correct. There was no need for deletion of Table No.133 now. We presumedd that there is no such category of pensioners are alive hence no need for this Table 133 but it is too late. Thge demand by Hony.officers are genuine.

  5. Sir, whatever has been done is not enough. The issue of fixing revised pension of the Hony Commissioned Officers as per the fixed rate of salary is still not resolved. The authorities must act to remove the parity and do justice with the effected category. And we all effected must continue rather speed up our efforts to get it done at the earliest.

  7. pcda circular no. 482 is an insult to the JCOs granted Hony rank of Lt. on what basis the Govt. has increased the pension to 13590/. Is it fair to bring him at par with his junior? why the Govt. shd not take into account the fixed salary of a Hony Lts of 10500/- as per 5th CPC and multiply this with factor 1.86 and add Grade pay of 5400 and MSP of 6000/- divide by 2 which works out to 15,465/- What the Govt has done is an injustice to exservicemen. I hope in all fairness Govt cancels the circular No.482 and pay Rs. 15465/- as basic pension for Hony Lt and corresponding increased pension for Hony Capt.

  8. the aft chandigarh's order on the subject is very clear. the increased pensions given in the order ought to have been carried out in four month's time.one does not understand why the defence ministry has not implemented it so far..does it not amount to contempt of court? hfo r.raghavan[retd]
