ARREARS FOR PRE-2006 RETIRED HONY.NB.SUBEDARS- CIR 631

.CASE OF PRE-2006 HONY.NB SUB.  CDA CIR 631

The  pension of all Ranks of veterans  was revised and arrears paid as per CDA cir 568.  De-linking of 33 years.

There was no mention of Hony.Nb.Sub in the Table of Cir 568..  Hence, the Banks paid arrears  for the Rank of Hav . to all the Pre-2006 Hony.Nb.Subs.

Havildar  Rank pension was taken at three cir 547, 430 and 501 – arrears paid.

According to CDA cir 415,  the Post 2006 Hony.Nb.Subs  were eligible for  regular Nb.Sub  pension .

Due to this, some of Pre-2006 Hony.Nb.Subs approached  AFT and got the favourable judgment  and received the Revised PPO and got arrears.

The Rate was  calculated on the Basis of  Pay Band-2-  Nb.Sub.

– Minimum fitment :9300-34800.

i.e- 9300 + Grade pay 4200+ MSP 2000=  15500-   pension @50%= 7750 –Gp-B to Z

In the same line of Cir 568, arrears calculated  in the new formula and arrears paid.

Now, as per CDA cir 631,  all the Pre-2006 Hony.Nb.Subs  may be paid with  revised rate  of pension  to  Court cases and Non –Court cases.

The Rate of pension calculated as per NOTIONAL RATE 

formula with SAI  1/S  2008 scale;

Scale of Pay for Regular NB.SUB -   5620-140-8140.W.e.f 1.1-2006.For  Group- Y

As per Formula=

  Minimum fitment=   5620 X 1.86=10460 + Grade pay 4200+MSP 2000 = 16660.

Pension  will be  16660/2=  8330

This is as per CDA circular  = 568.

For Court cases:   They were already paid  with  Pay Band rate  i.e 7750  for Gp- Y

      Now as per Notional Rate-   it is 8330.  (  Nb.Sub-  568)      Gp- Y.

Calculate the diff:   Rate as on 1-1-2006=5820,  1-7-2009= 7750  & 24-9-2012=7750 -

Adjust the previous arrears if any.

Same – For  Non Court cases _   The Rate  as per Notional -  and cir 568/ 631 = 8330.

 Arrears to be calculated  like De-Linking   -taking the Rate of  cir 547, 430 and 501

Eg.Hon.Nb.Sub .Gp- Y  QS 24 Yrs:    1.1.06=5820,   1-7-09= 6790  and 24-9-12= 7601

It works out to be Rs. 23319 for groups  B to D.

Group A /X  and   E to F/Z  will vary.
