PENSIONERS MAY FACE
HARDSHIP IN GETTING THEIR PENSION
It is understood that our Ministry of Defence/ Govt has
decided to with draw the CENTRALISED
PENSION PROCESSING CENTERS
(CPPC) AND undertake the work of Disbursing the pension directly to pensioners account –
about 24.16 Lakhs defence pensioners accounts.
Presently , this is
handled by 28 Nationalised Banks, 4 Private Banks, DPDOs and some Treasuries.
As on date, the services of these PDAs are satisfactory to
the pensioners except in some areas like Switching over to Family pension,
Restoration of Commuted amount, Ordinary
Family pension from Enhanced Rate , Additional pension etc.
This deficiency may be due
to incorrect DATA entries, otherwise , the present system seems to be alright.
Now this HUGE work load is
going to be handle at ONE PLACE, that is
CPDA, Allahabad-
The crediting of
pension may be easy but the other
activities will be of a great challenge
and very difficult task from a SINGLE POINT.
There may be hundreds of
Service centers, but the complaints,/ grievances have to be solved from the
Single Point only.
The service centers
like Zilla Sainik Board can forward the
application only, like post office. The
staff at Sainik Board are not having sufficient knowledge in Pension matters.
Hence, the Task of
addressing the grievances and
providing services to such a large numbers of 24 Lakh pensioners will be a Himalayan Task.
By this switching
over to CPDA, the Government may save
few Crores say 190 crore of rupees by
removing the CPPC.
. But the suffering/
hardship of pensioners will be very great.
At present, the pensioners
can approach their PDA or CPPC and get their grievances addressed then and
there .
But in the new system, they have to forward
their grievances/ complaints to CPDA , Allahabad, through their service Centers
And the reply/
addressing time, nobody knows how long.
As the CPDA, a Single
Point is handling more than 24 Lakh
pensioners account, the delay in
addressing is UNAVOIDABLE/ IMMINENT .
We opine that the New
system –CPDA may be a great disadvantage to the pensioners community.
We feel that the existing
system may be continued till the New system is well stabilized.
We hope that our
feedback / suggestions will be taken in the right spirit by the AUTHORITIES for the benefit of pensioners.
