The Ex-servicemen & Social Welfare Trust was formally declared open on 22.4.2006 to serve for the ex-servicemen and socially backward public. The Trust is promoted by the veterans of the three services.

AGGRIEVED HONY.LTs ADDRESSED A LITTLE.
ANOMALY OF LOWER RANKS GETTING PENSION MORE THAN HIGHER RANKS. HONY.LT AND EQUIVALENT RANKS
Hony.Lt and equivalent Ranks were aggrieved that Subedar Major and equivalent Ranks with 28 yrs and above qualifying service are getting a basic pension of Rs.13590/ whereas the Hony.Lt and equivalent ranks were fixed at Rs.13500/- This anomaly was represented by many ESM organizations like ours. And now the anomaly is removed by stepping up the Hony.Lt.pension to the level of Sub.Maj.by MOD letter dated 27-3-2012 and CDA has issued Circular no.482 dated 19-4-2012 with effect from 1-7-2009. . Though the increase is meager, the anomaly is removed . All the affected officers may approach their PDAs for getting the pension revised .

PENSION ANOMALY IN LOWER RANKS
RECTIFICATION OF ANOMALY IN PENSION FOR LOWER RANKS
(CDA CIRCULAR No.482)
It has been accepted that a junior rank getting higher
pension than a senior rank is an anomaly.
Similarly a junior rank and a senior rank getting the same pension is
also an anomaly. Therefore the MOD’s
policy of making same pension for both junior and senior ranks is not
acceptable (Please CDA circular No.482) for rectifying the pension anomaly.
The MOD (The Defence Pension Policy maker) accept that the
anomaly in the pension for the pre 01.01.2006 pensioners of the lower ranks
(Sep, Naik and Hav.) is due to difference in weightage allowed. Therefore the right method to rectify the
anomaly is to increase the weightage to higher ranks proportionately and fix
the pension accordingly. Stepping up to
the same pension of a junior rank is not
the right solution.
The three junior ranks Sep, Naik and Hav and the equivalent
in the other services are the worst sufferers.
Even though they are more in number, because of their poor family
background, economic status and lack of support from various welfare
associations their genuine grievances are neglected by the government.
The other two ranks i.e. Naik and Hav. and equivalent ranks
in the other services to be given 10 years weightae for pension, like Sepoys, only then the anomaly will be
rectified.
Will the Government (MOD) reconsider this genuine demand
? Will the major ex-servicemen
associations take up the matter with the MOD ?

ISSUE OF CORRIGENDUM PPOs TO PRE 01.01.2006
PENSIONERS OF
OTHER RANKS
It appears that the CDA(P) Allahabad started issuing
corrigendum PPOs to all the pre 01.01.2006 defence pensioners of other
ranks. The pension entitlements on
various dates as per CDA circular 397, 430, 453, 456 and 461 are given clearly
under different headings.
All the other ranks who are receiving the Corr PPOs are to
verify their pension entitlement on various dates, particularly they should
verify the rate of basic pension payable from 01.07.2009 and compare with the
amount of pension being paid by the banks.
If there is any short or over payment, they may represent to the banks
for revision and payment of arrears.
Most of the banks have already revised the pension as per
CDA circular No.430, which is given in Para (A) from 01.07.2009. Therefore this Corr. PPO is sent only for
verification and safekeeping by the pensioners.

IMPORTANCE OF COMMUNICATION WITH RECORD OFFICES.
COMMUNICATION WITH THE RECORD OFFICES
Following the launch of ECHS and formation of Armed Forces Tribunals (AFTs) throughout the country, the need for an effective and fast means of communication with the respective Record Offices becomes very much essential for the Ex-servicemen and their families.
It is therefore necessary that every Record Office should attend the correspondence from the ex-servicemen with utmost sincerity and speed. At present the mode of communication by the ex-servicemen with their Record Offices is only by Ordinary Post or Registered post with field post office numbers through the Indian Postal Service.
This mode of communication, slowly becoming unpopular, because of abnormal delay and non-reliability. Unfortunately these record offices are not accessible by most modern courier services. Also these record offices are not accessible by Internet email services.
Because of these restrictions, large number of ex-servicemen and their families are finding it very difficult to contact the record offices for some urgent information regarding ECHS membership, Part II order, sanction of family pension in respect of aged widows and grievances through Armed Forces Tribunal etc.,
The position with the CDA(P) Allahabad is alarming. Crores and Crores of rupees being allotted for Defence budget every year, still the great CDA(P) Allahabad officials are writing most important letters by hand in cheapest paper.
There is a great advancement in the information and communication technology in India. Our Record Offices and CDA(P) Allahabad may be provided with modern communication terminals to address the grievances of millions of defence pensioners and family pensioners living all over the country. This is an urgent need. The Government should come forward with new policy to improve communication with the record offices and the CDA(P) Allahabad with speed and courtesy.

YET ANOTHER INVALIDED PENSIONER HELPED FOR BROAD BANDING

We came to know that One more veteran was receiving 30% of disability pension.

PDA: Canara Bank, Kayathar, Tuticorin-Dist, Tamil Nadu.
We prepared the required Annexure and sent it to CDA through his record office for broad banding of Disability pension.
Now the revised PPO is received , enhancing the percentage from 30 to 50%, .
Immediately , we informed the PDA about the revision along with the calculation and the branch manager was kind enough to revise the pension and pay the arrears in this month itself.
The Happy veteran called on us and expressed his sincere thanks for the help extended by OUR Welfare Trust.

YET ANOTHER 80 YRS OLD WIDOW PENSIONER HELPED. 27 TH ONE.
We , on our continued visits and enquiries came to know that one more widow, a Special Family pensioner had completed her 80 yrs of age.
Name: Smt.Mariammal W/O late Sep.N.Muthusamy-1307707
PPO.No: F/ 175/ 1978. Date of birth: 01-08-1931.
PDA: Canara Bank, VK.Puram, Tirunelveli-Dist, Tamil Nadu.
We had informed the PDA and their CPPC, HO, Bangalore regarding the completion of 80Yrs of age and payment of Additional pension of 20% to the widow. The bank authorities were kind enough to effect the payment of Additional pension with effect from the month of March 2012.
The widow along with her family members called on us and expressed their sincere gratitude for noble service reentered by our Welfare Trust.
Smt. Mariammal is prenting the pass book entry to our Chief Admn.Officer while our Managing Trustee and Liaison Officers are present on left and right side.

We came to know that one Invalided out pensioner was getting only 30% disability element,

PPO.No: UCO Bank, Mudittanendal, Tuticorin-Dist, Tamil nadu.
On scrutinizing the Discharge certificate and the PPO, we noticed that he was invalided out with disability pension of 30%. As per the latest CDA cir 429, he was eligible for Broad banding to a minimum of 50%. Hence, we prepared the related Annexure and sent to his Record office.
Now the Revised PPO is received enhancing the disability element from 30% to 50% with effect from 1-7-2009( from Rs.1053 to 1755).
The aged veteran was very happy and expressed his sincere thanks for such a noble service to the Ex-Servicemen community.

ONE MORE WIDOW HELPED FOR GETTING LTA
Smt.S.Nagalakshimi is expressing her sincere thanks to our Managing Trustee Sgt.R.Chellappa.
On our Continued efforts and interactions, we noticed that one widow did not receive the differential amount DCRG as LTA.

PDA: SBI, Kovilpatti, Tuticorin, Dist, Tamil Nadu.
The PPO for the differential amount of DCRG was issued and the Tappal was sent to the deceased T.Sankar. The postal authorities refused to deliver the Tappal to the widow and returned to the sender.
Now, we have taken up the matter to Record office to re-send the letter to Smt.S.Nagalakshimi For payment as LTA.
The widow was very much satisfied with our efforts and thanked us for our sincere service.

IMPORTANCE OF PART I ORDER FOR SECOND MARRIAGE.
We had repeatedly published regarding the IMPORTANCE of Part II order
Publication for II nd marriage and Children birth.
Of late , it has come to our knowledge that there are many 2nd wives are suffering with out pension due non publication of Part II order of their marriage.
Dear veteran brothers, please note that , the Second marriage is VOID when the first wife is alive , even though the marriage was held with the concurrence of the first wife. That has to be legalized , that is, a Court order has to be obtained before the 2nd Marriage.
Suppose, the first wife is deceased and the II nd Marriage to be done, the death of first wife should be reported to the respective Record office immediately, then the
2 nd marriage can take place and Part II order published. Now in the absence of both, the living 2nd wives and their children are put in to a great financial hardship.The 2nd wives and their children are the sufferers.
Once again, dear veteran brothers, please take serious note of this and get the Part II order published during your life time itself , if not done . Also please inform the death of wife to your Record office even if you do not go for a 2nd marriage. This will be helpful in the later stage.

He witnessed our sincere service to 4 family pensioners who came to our Trust for various help.
He was very happy of our dealings and appreciated our sincere efforts in solving their problems.

Please note that the said benefit is effective from 27th July 2001, which is the date of notification or from the date of death, whichever is early.
