DISCRIMNATION IN THE PENSION OF SAME RANK AND GROUP OF SERGEANT IN INDIAN AIR FORCE.
The recent Cabinet committee recommendations and the CDA cir 430 has come in to effect from1-7-2009. It is widely said that this recommendation is bridging the gap between Pre and Post 2006 pensioners and by which there will be only two stages , the Pre and Post 2006.
When this is the case, we find that there are 2 Tables for the Rank and Group of ‘X’ Sergeants, No.111 and 112 ( Pre-10-10-1997 and Post 10-10-1997) as per CDA cir 430, the Sgt-X group and Sgt. X Group-Diploma holders..
For example: Pension for 15 yrs Sgt as per Table No 111 is Rs.5492, where as as per Table-112 it is 5820/
As per Govt. letters, those Sgts who have completed 10yrs and more in Technical trades are recognized/ treated as Diploma holders for employment and all other purposes. Such is the case, why there should be TWO tables for the same Rank. The Tables are for 15 yrs and above service only, hence all the Technical Sgts are Diploma holders and the Table No.112 is to be applied for all X group Sgts.
Another point to note that this Diploma is not carried forward for the next higher ranks of Junior Warrant Officers, Warrant Officers and Master Warrant Officers. Are they , the X group Diploma Sgts have become non Diploma holders after promotion to higher Ranks.
This has created a confusion and anguish among the X group Sergeant, discriminating pre 10-10-1997 and post 10-10-1997 status. This anomaly to be seriously discussed and addressed.
We also understand that some affected Sergeants have approached court for remedy.
It is also to be noted that, there are Diploma holders in Army and Navy as well , but there is only one table for Havildars and Petty Officers of X group, Table-21 and 86 respectively.
Hence, we opine that the Table No.112 only is to be taken for X group Sergeants and their pension is to be re-calculated.
All major Ex-Servicemen Associations are requested to take note of this .
