SPARSH- A NEW SYSTEM OF DEFENCE PENSION PAYMENT

 

SPARSH- NEW  DEFENCE PENSION PAYMENT SYSTEM

 Dear Veteran Brothers,

There is very much talk in the air about  SPARSH, a new system of pension payment. Also, our Pension papers / DATA  are being Migrated to  SPARSH.

Already  SBI and PNB  have started  transferring the PPOs to SPARSH .

Here after, the pension will be credited to our Bank account direct from SPARSH ( PCDA)  and not  from CPPC.   Our pension drawing Bank and account numbers will remain the same.

As per the  Scheme/ procedure, as soon as the PPO is received by SPARSH,  a SMS  will be send  to the pensioner to his Registered Mobile number  allotting  

a User ID and Pass  word.  The pensioner has to save the  same for all correspondences later.   All veterans  are advised to keep a watch for the SMS.

Note: 

Some veterans might have changed their Mobile numbers due to various reasons .

If  they have not informed/ linked the New number with their Pension account with the Bank, the SMS sent by SPARSH will not reach the pensioners.  And no pension will be credited to his account.  In that cases, the pensioner has to Run  Pillar to Post for  getting his pension by having correspondences with PCDA/ Sparsh/ Service Centers/ Call centers etc.  Thus , one has to face Delay/ financial hardship  and mental agony.

As on date, if  pensioners are receiving  monthly pension credit information on their Mobile, it is confirmed that their  Mobile number  is registered with pension A/c.

If no SMS is received,  then it is doubtful of your Mobile number is registered.

 All our veteran brothers  are advised to confirm that their Mobile number  is registered/ Linked to their pension a/c  immediately  to avoid  the hardship .

Our ESM associations are requested to help  widows//Family pensioners in this regard as they may not be aware of all these developments.  It will be a great service to Family pensioners.

            The below mentioned Veteran  visited our Trust Office  regarding ECHS card.

Name:  K.CHELLADURAI   Rank: Naik   Serv.No: 1175611F

The veteran was Re-employed in Tamil Nadu Govt. after discharge from Military.

In Education Department as  Office Asst.

  Date of Retirement for TN govt. 30-05-2001.

As there was only one Family pension eligible at that time,  Family name was not endored.

Noaw, as per  TN.Govt. GO.No: 290,  Tamil Nadu Government also was kind enough to grant  DUAL family pension, one from Military service and other form 2^nd Service.

Now, we have prepared the required documents for DUAL family pension  from TN and sent to  His Education Dept and  Principal Acct.General (A&E) , Chennai.

Both veteran and his wifw were very happy and thanked us for this valuable help.

 The Highness, Tamil Nadu Governor  SHRI. RN. RAVI,  during his visit to Tirunelveli District ,  had a  interaction with our EX-SERVICEMEN .on  14-12-2021.

We were very happy in attending the  function.

We have submitted  an application for  HOUSE TAX  exception  for Ex-servicemen in Tamil Nadu. 

He replied that he will look into .

Our ESM representatives  requested Honourable Governor  for  Establishing  

KENDRIA  SAINIK SCHOOL IN  TIIRUBNELVELI -DIST.  

His highness noted the request..

This was a an opportunity of ESMs  for interacting with our Governor.

   

   

CONDOLENCE MESSAGE.

 

 We, the  members  of EX-SERVICEMEN  WELFARE TRUST  , Tirunelveli-District, Tamil Nadu,

"EXPRESS OUR DEEPEST  CONDOLENCES ON THE DEMISE  OF 

  GENERAL BIPIN RAWAT  AND HIS WIFE ",

our  Nation's first  CDS ,   Chief of   Defence Staffs.  due to a Helicopter  accident on the way  from  SULUR, CBE to  attend a meeting  in   Wellington/Nilgirs. ON 08-12-2021  

there were 14 officials on the Helicopter.  Death of 13 persons confirmed..

The Pilot , with 80%  of fire burns is under treatment/.

BOTH  THE GENERAL AND HIS WIFE  DIED..

TODAY, THE 7TH DECEMBER IS OUR  ARMED FORCES FLAG DAY.

 IT IS CELEBRATED THROUGH OUT OUR COUNTRY TO HONOUR OUR VETERANS.

ON THE INVITATION FROM ASST.DIRECTOR OF ESM WELFARE, TIRUNELVELI-DISTRICT, WE, THE EXWEL TRUST MEMBERS

 Sgt.S.Kanthiah,Retd ,    participated in the function at District Collector Office.

Group of Nellai Jawans  were present in  the function.

Our   District Collector Mr. VISHNU    talked very high of our Military and welfare of veterans

SPARSH ( SYSTEM FOR PENSION ADMINISTRATION RAKSHA ) AT A GLANCE

 

Dear veteran brothers,  

Please  read the  PILOT MESSAGE   regarding the New system of  Pension disbursement  SPARSH.

This has already started  functioning , and  very soon , all the Defence pensioners and Families  will be  brought under  this system,  There will be NO CPPC of Banks.

                        SPARSH  AT A GLANCE

            Here is a new pension disbursement scheme  -SPARSH.

                System for Pension Administration  Raksha .

                        This is functioning  from PCDA , Allahabad.

By this scheme,  our pension will be directly credited to our Bank account.

Correct pension  to the pensioners at right time .

The CPPC of Banks will have no role to play. .  No CPPC. 

Any revision/ arrears calculation/ recovery / claims / family pension  and any other function of pension will be dealt with  SPARSH  only.

Redressing Grievances  also done , directly or through Call centers.

All Defence Pension  papers ( PPOs ) will be Migrated  to SPARSH  from all Banks in a Phased manner.

The PPOs of post 2018 veterans are already with SPARSH. They may be receiving their pension from CPDA, Allahabad directly.

At present, very few pension accounts from SBI  and PNB are Migrated  to SPARSH for which  User ID and Pass Word   will be sent from SPARSH to individual pensioner..

In the month of November 2021, those who have not received pension,  it is the indication that  the PPO  is Migrated.  Others not Migrated.

The Migrated  account holders will receive  ID and Password  from Sparsh soon.

On receipt of ID and PW, the pensioner  should keep the ID and PW  for all correspondence with SPARSH.

Those who have received the ID & PW, should  submit LIFE CERTIFICATE  to SPARSH  by LOGIN  to sparsh  with his ID & PW  up to 31.12.2021..

He can VIEW / get any details like Pension.  Pension slip, copy of PPO/ EPPO etc..

He can request for correction of Name,  DOB of self and dependents .

No need to  send all the documents  to Record Offices,   as of now.

SPARSH will  take action for getting the  PPO corrected  from PCDA and  send the revised PPO  within a few weeks time.

There will be many CALL CENTERS  for any grievances  and queries.

All veterans are requested to note this message  - It is  a Pilot Message only..

Any veterans receiving  SMS  from SPARSH  may approach us for guidance .

CENTRAL FREEDOM FIGHTERS-  PENSION  

The latest Rate of Dearness Relief and Basic pension  for

Central Freedom Fighters   as per GOI Ministry of Home Affairs.

Freedom Fighters and Rehabilitation Division :

NO: 45/08/2017-FF(P)  DATED 05-11-2019.

  Dearness Relief  increased from 10%  to 15% w.e.f 01-07-2019  and

   From  15%  to 26 % w.e.f 01-07-2021.

   PRESENT PENSION AND DA RATE:  WITH EFFECT FROM 01-07-2021 

Other Freedom Fighters &    BASIC PENSION      DA%    DA              TOTAL       

Spouses including INA              26000.00              26%      6760.00       32760.00

 

This is the information for living freedom fighters and families

The affected  pensioners may approach their Banks for getting   the correct rate of pension.

Our  veterans  are requested to pass on this information to freedom fighter pensioners in their areas.

EXTENTION PERIOD FOR SUBMISSION OF LIFE CERTIFICATE

 

It is a good news for all pensioners, that the  time for submission of LIFE CERTIFICATE  

 is extended  up to 31-12-2021.

Pensioners who have not submitted  so far, can now submit  up to 31-12-2021.

NOTE:     For  pensioners  from SPARSH,   who have received  SMS from SPARSH   have to submit LIFE CERTIFICATE   directly to SPARSH  and not  to Bank.  

May be, those who were discharged/ released after  2018  may fall on this category. 

All the pensioners drawing pension from SBI need not  submit again to SPARSH.

DEARNESS RELIEF INCREASED BY 12 % FOR EX-GRATIA PENSIONERS( PAYMENT)

 The Rate of Dearness Relief is  enhanced  from 356 %  to  368 % for Pensioners and 

from  348%  to 360 % for Families    with effect from 01-007-2021  .

On going through his available documents, we noticed that he has not applied for

  ENDORSEMENT OF FAMILY PENSION

We explained  to him the importance of Endorsement  and immediately  prepared the APPENDIX-A  AND ANNEXURE-II   in Triplicate and  advised him to get it signed by his PDA.

The veteran was sincere, he got it signed and attested by  his PDA  with in TWO days.

We prepared a covering letter and and instructed him to forward the same to His SIGNALS RECORD  through our Zilla Sainik Board, Tirunelveli-Dist , Tamil Nadu and accordingly he has  submitted the application  to ZSB today.

The veteran was very happy with our action and thanked us for this valuable help. 

Our Trust is also happy in helping one more Veteran .

Now : Notional  fixation  at a glance

      LP+Gr.Pay=  16020+4200= 20220  X 2.57= 51965  rounded to   52000-

  As per  EPPO, Notional pay is   52000-   It  seems OK    but not in all cases

Here  ,  52000 + MSP 5200 + X.gp.6200= Total =  63400……

               Pension  50%-     63400/2= 31700  ….Ok

He was drawing  pension  - 30352      Now it is  31700 

- A difference of  1348.   This is effective from 01-01-2016.

This  calculation seems to be reasonable.

 

But, when we check with other EPPOs, it is not tallied.

the veteran  was brought in a Car to our Trust office.

He could not  move about.     We , with the help of Lab top and    Digital Biometric  Finger print Scanner,  obtained his   finger print and uploaded the LIFE CERTIFICATE   by 

JEEVAN PRAMAAN SCHEME..  It was accepted  and  a copy of  ID  was generated and given to him.

The  brother of veteran was very happy with our service.

Our Trust is also happy in helping  the disabled veteran.

Veteran Havildar  Gunasekaran  is being helped in getting his finger print uploaded.

DA / DR INCREASE OF 3 % APPROVED BY GOVERNMENT

The expected   DA / DR  is  approved  by government.

  3  % increase from 01-07-2021    for all central Government Employees and Pensioners . 

the existing  DA / DR  of 28 % will be raised to  31 %  from 01-07-2021.

PPO.No:   D/C/ 1048/1986.      Qualifying Service  : 7 yrs.

He got married  after discharge from service,  hence there was no  Joint Notification.

Part II order was published  later but no endorsement.

We have now  prepared the APPENDIX- A  and ANNEXURE -II  ,  duly  filled and signed in all respect.

We guided him to forward  the same to Record Office through  Zill Sainik Board, Tuticorin.

The veteran was very happy with  our action and help..

Our Trust is happy in helping yet another veteran.

EXWEL TRUST HELP OUR VETERANS FOR LIFE CERTIFICATE 2021

 

              

                      Our Welfare Trust has undertaken the job of

Obtaining /uploading   LIFE CERTIFICATE  for  Military veterans for the last 3 years.

This year also, we have started  the same  by DIGITAL-BIO METRIC  FINGER PRINT- JEEVAN PRAMAAN  system, 

We have already done it for 4 veterans  of 80 years and above during this  October month   as they can submit  Life certificate  from 1st October to 31st November 2021...

Many more are  expected  in the days to come. 

For those  veterans, whose finger impression is not  accepted by the scanner, we are  guiding them to submit  LIFE CERTIFICATE  MANUALLY TO THE BRANCH manually..

The  copy of Life Certificate of  Banks are being provided to the veterans. 

We are informing the visiting veterans about this  facility  at our Trust  and requested them to pass on the message to others also.
