           CONSOLIDATED INSTRUCTIONS FOR PDA/ BANKS

Pension & Pensioners Welfare Department has given  instructions to Pension disbursing  Agencies  to follow some guidelines .
REF:  GOI  Min. of Pen, Public Grievance & Pension No:12/4/2020P7P& PW ( C) dated 15-05-2020.

1.        REQUIREMENT OF PENSIONERS TO BE PRESENT IN PERSON  IN THE BANK  FOR CREDITING  OF FIRST PENSION:
Now it is not required.  PDA can credit  without the presence of pensioner
2.     REQUIREMENT OT FAMILY PENSIONER  TO SUBMIT  Form 14.
Spouse need not submit Form 14 on death of pensioner , when there is  Joint Account  and Joint Notification
3.     INSISTING  SPOUSE TO OPEN A SEPARATE  A/C   FOR  FAMILY PENSION.
Bank shall not insist to open  separate A/c  when there is  a Joint A/C with the pensioner existing.
4.      DECLARATION  FOR TAKING COMMERCIAL EMPLOYMENT AFTER       RETIREMENT.
When a Class –A  officer is re-employed after retirement
He has to give a declaration for accepting the employment..      
Now,  the declaration is not required if Re-employed after ONE year of retirement.
5.     SUBMISSION OF RE-EMPLOYMENT CERTIFICATE
This is required for drawing  TWO DA from both the department.
Now it is not  required if fulfills certain condition
6.     DECLARATION OF MARRIAGE.
Other than spouse, , the pensioners to declare  that they are not married  after very 6 months.
7.     NON EARNING CERTIFICATE:
Other than spouse, all other family pensioners  to produce non earning certificate-   Not more than minimum  of 9000 +DA
8.      SUBMISSION OF LIFE CERTIFICATE
80 yrs and above pensioners can submit Life certificate from October month every year.  Bank can obtain  Life certificate for them by visiting their residence – Door step service.
9.     SUBMISSION OF DISABILITY CERTIFICATE  BY WARDS
Children of  Ex-Servicemen  drawing pension, have to submit Disability certificate  every 5 years .
Those  who are of permanent Disabled, have to submit Self declaration.
10.                         RESTORATION OF COMMUTED PORTION OF PENSION
Commuted portion of pension to be restored after 15 years  from the date of credit to the account.
If the  actual date is not known,  the PDA can seek information from  PSA
11.                        ADDITIONAL PENSION  -  80 YRS AND ABOVE
Date of commencement of additional  pension is s from  1st day of the month  when the pensioner has completed 80 yrs of age.
No need of application from pensioner – PDA itself will start paying.
12.                        OBTAINING LIFE CERTIFICATE  FROM DOOR STEP.
The Bank has to send SMS/ email to pensioners  to submit Life certificate  on 24th Oct,  1st Nov,  15th Nov, 25th Nov, and on 1st December.
The Bank can visit the pensioner at Door step  and obtain Life certificate by charging a nominal rate of Rs.60-
