EX.SEPOY R..KANNIAH   is working as a Ambulance Driver  at ECHS Poly clinic since 2004,
more than 15 years ..

His services to Ex-Servicemen and their wards by timely helping them to reach ECHS Empaneled Hospitals  speak lot about him 
.
In the Clinic also he helps the needy veterans in guiding them in all respect .

His unflinching loyalty  and total dedication  is of no match to any one.

He is expected to retire from service in a month or two.

We hope that  wiser council  may prevail upon the Authorities concern to Grant him extension of service  .
This act would help ESM community and their Wards in the days to come.

        PLIGHT OF VETERANS AND FAMILIES

      -kind attention for veterans and families also.

UNDUE DELAY  IN SANCTION OF  PENSION, REVISION/  CONVERTION/ SWITCHING OVER TO FAMILY PENSION/ RESTORATION OF FAMILY PENSION/ RESTORATION OF WAR INJURY ELEMENT/ DISABILITY ELEMENT / . RESTORATION OF LIBERALISED FAMILY PENSION  / SANCTION OF DUAL FAMILY PENSION  AND SO ON

On the recent days, we have come to know  that large numbers of cases regarding the  above pension subjects PENDING ..

7^th CPC came in to effect from 01-01-2016 ,  3 years passed. Still the Post 2016 pension is not revised -  Even now many pensioners  are being paid  BP + 125% DA

Post 2016 retirees getting less pension than Pre-2016 retirees.

In spite of repeated  representation to Record Offices and PCDA,  the pension is not revised as per 7^th CPC .

When Claim is submitted, Lots of observations made,  like mismatching of Name, initial , date of birth  etc.    The particulars were recorded  IN SERVICE RECORDS decades back .

The observations are rectified to  maximum possible.

There are some IRRELEVANT  documents  like Re-employment certificate Authenticated by Re-employer,  LTA certificates of very old cases where  no document available ( pre- 1986) ,  Birth certificate of pre-1986 periods  and Attestation from First Class Magistrate  etc,

Obtaining of these above documents may be re-considered  for the reason of hardship in getting them.

The Claimants face lot of hardship / mental agony  and abnormal delay In getting the certificates and attestation.       Hence delay in submitting.

Authorities  demand  the Delay Cause certificate from the claimants..

Unfortunately,  some claimants  expire before submission  and some after submission and  some before receipt of sanction.

After submission, if otherwise  all in order,  The Authorities take another  6 months to one year for sanction of pension .

In some cases, the Claimant expired before  sanction of pension   and the Legal Heir  run pillar to post to get the  sanctioned pension amount as LTA.

THIS IS THE SITUATION –

WE FEEL THAT THE PROCESS SHOULD BE SPEED-ED UP AND SOME ACCOUNTABILITY /TIME LIMIT  MAY BE  FIXED ON  SANCTIONING  SIDE ALSO

ONE MORE BOARDED OUT VETERAN HELPED FOR PENSION.

The below mentioned veteran was discharged due to Illness  which was not considered  as attributed to service as per service opinion.

 Hence, he was not sanctioned with pension.

During Our pension Mela at Kovilpatti,  we advised him to approach AFT  as per Supreme Court ruling,  accordingly, he approached AFT Chennai.

He got  favourable  judgment and now  he is  sanctioned with pension vide

PPO.No: D/ 00237/ 2019-  Service element of Disability pension.

The veteran called on us and thanked us for the guidance and help by our Trust.

Our Trust is happy  that one Disabled -non pensioner  is sanctioned with pension.

Such affected veterans may approach AFT  for getting their disability pension.

What is   LIBERALISED DISABILITY PENSION- VETERANS TO KNOW

Clarification sought from all the sources. 

 How to identify / classify the  Liberalsied Disability pension.

In all our CDA circulars of casualty awards like 456,542,562  and so on, this Liberalsied Pension is mentioned.   But, we have not come across  any LDP  so far.

We know that  Disability pension is indicate by :   D/ 13/ yr,  DE/ 13/ yr,

D/BC/ 123/ yr,  F/BC/ 123/ yr .

For War injury pension:    D/ BC/ 123/ yr  and   F / BC/ 1213/ yr.

No special / separate  indication for Liberalised Disability pension  is available,

On going through the Pension Rules for Army  1961 and 2008, 

Rule No.82,  90, and 104-   , we understand that,

The cases falling under  Disability Category  “ D “ . Rule-82,   the war injured person  will be classified as Battle Casualty – D/BC  but will be sanctioned  with normal Disability pension-  

Note:

Here, the total of Service Element  plus  Disability element  shall not be  less than 80% of  minimum emolument of  the Rank and Group of pensioner.

Qualifying service will be taken as if he has served for full term.

To  overcome this difficulty in identifying such  LDP pensioner,  we suggest that a separate  PPO number may be allotted   , say  D/  LDE / 123/ yrs  etc.

Now as per  the New system of 16 Digits      PPO no.--suffix  no . 
Example: Army -MEG   1 54 2001 01234-  0300   LDE  Relese case
                                  1 54 2001 01234-  2200   LDE  Invalided case.

There may be some veterans drawing normal disability element with PPO number

  D/ BC.    If any, they can claim for  LIBERALISED DISABILITY  ELEMENT  under this clause.    Will be benefited.

NEW SYSTEM OF PENSION DISBURSEMENT –CPDA

We had already published in our blog regarding the  New System-

CENTRALISED PENSION DISBURSEMENT AUTHORITY/ AGENCY

   The pension orders will be processed by Sanctioning authority,PCDA as usual.
.

At present, the PPOs  are sent to particular CPPC of Banks for disbursement.

In the New system,after generating the PPO, it will be sent to CPDA, Allahabad .

This CPDA  will credit the pension to pensioners Bank account directly.

Copy of PPO will be sent to each pensioner from CPDA. No CPPC involved

In Place of CPPC, the CPDA WILL FUNCTION - many Servicing Centers will be selected to function as lIAISON for any grievances , complaints etc.

Servicing centers may be  Zilla Sainik Boards  and Private agencies.

To start with GOI, MOD , KSB  have asked the Zilla Sainik boards to send  persons for training   to handle  the subject  PENSION AND ITS RELATED  MATTERS.         Like

1.        Life certificate , Complaints in pension related matters, forwarding of any Grievances  to CDA  etc.  i.e  all the function of CPPC.

Let us wait and watch the progress on the new system.
