ATTENTION VETERAN BROTHERS- OPINION -CDA CIR 585






The expected  Circular for Revision of 7CPC is issued by MOD and CDA vide
PCDA cir 585 dated 21-9-2017.

The examples given in the circular  for calculating the Pension  is not clear.
Here  - pay matrixs plays the major role.
As per Axxeure- 1,
For a Rank of Naik, Group-Y  Qualifying service  of 20Yrs:
They have taken the minimum rate 
 from Level-4 ( GP-2400)  as 25550.
              Then  Added  MSP     5200
                        Total pay…… 30750.00
 Pension-50% of this 
 30750/2=15375.00…                       …Sl.No.17.

But the Existing pension of the Naik  is
7171X2.57= 18427                              Sl no.10
Hence , there is no benefit. 

 In the same way,  For Hav-  Gp- Y   QS: 18.5    also
Taken the minimum of  Rate  from Pay Matrix-
   Level- 5 ( GP- 2800)-The Rate is 29200.00
From here we can make out that   for any length of service the starting
 rate is the Minimum only.   In which way  it is justified.

In our Opinion,  we feel the first column  1 to 38  of Pay Matrix  may be
Taken as Qualifying service like any other charts- say cir 547, 430 and 555.
If that is correct , then  the Example for a Hav-  Gp-Y  QS 18.5  Will be :

As per Matrix ….Level- 5   Grade pay -2800   
Qs: 18.5………… the scale   is ……….48200.00
                   Add  MSP ………………..   5200.00
                           Total pay……………. 53400.00

Revised pension  will be……53400/2=   26700.000

The existing pension is  7655 X 2.57=19700.00

This is what  the calculation as per our opinion.

This may not be taken as the correct Method.

For Central Civil pensioners the Matrix tables are very clear.
About 60 tables.

Let us hope that  the Record Office and the PCDA  may also  issue
Corr.PPO in the same line.

  1. Dear Sir, The Naik & Hav were not basically from GP Y that is why they enter in min scale. The NB sub was from GP Y and had 5 increments and in NP also he received 5 increments. The NP is based on LPD not on LS

  3. if this is correct why they have delinked 33 yrs.minimum should not be taken for taken since they have delinked 33 yrs.this is fool us

  4. All this is bogus. As per this circular naik go y 20yrs service will get 18427 as basis which he is already getting so there is no increase in basic o my eye wash

    what is grade pay and MSP
    i am working in state govt and asking it for another ?
