ATTENTION VETERAN BROTHERS- OPINION -CDA CIR 585

The expected  Circular for Revision of 7CPC is issued by MOD and CDA vide

PCDA cir 585 dated 21-9-2017.

The examples given in the circular  for calculating the Pension  is not clear.

Here  - pay matrixs plays the major role.

As per Axxeure- 1,

For a Rank of Naik, Group-Y  Qualifying service  of 20Yrs:

They have taken the minimum rate 
 from Level-4 ( GP-2400)  as 25550.

              Then  Added  MSP     5200

                        Total pay…… 30750.00

 Pension-50% of this 
 30750/2=15375.00…                       …Sl.No.17.

But the Existing pension of the Naik  is
7171X2.57= 18427                              Sl no.10

Hence , there is no benefit. 

 In the same way,  For Hav-  Gp- Y   QS: 18.5    also

Taken the minimum of  Rate  from Pay Matrix-
   Level- 5 ( GP- 2800)-The Rate is 29200.00

From here we can make out that   for any length of service the starting
 rate is the Minimum only.   In which way  it is justified.

In our Opinion,  we feel the first column  1 to 38  of Pay Matrix  may be

Taken as Qualifying service like any other charts- say cir 547, 430 and 555.

If that is correct , then  the Example for a Hav-  Gp-Y  QS 18.5  Will be :

As per Matrix ….Level- 5   Grade pay -2800   

Qs: 18.5………… the scale   is ……….48200.00

                   Add  MSP ………………..   5200.00

                           Total pay……………. 53400.00

Revised pension  will be……53400/2=   26700.000

The existing pension is  7655 X 2.57=19700.00

This is what  the calculation as per our opinion.

This may not be taken as the correct Method.

VETERAN BROTHERS MAY NOT BE MISLEAD BY THIS.

For Central Civil pensioners the Matrix tables are very clear.

About 60 tables.

Let us hope that  the Record Office and the PCDA  may also  issue

Corr.PPO in the same line.

AN AGGRIEVED VETERAN HELPED

 Veteran  S.Devadas (on Right)   Expressing his sincere thanks to our Liaison Officer Sgt.S.Kanthiah ,veteran.

The below named veteran  visited our Trust and complained that his co-veteran is drawing  more pension than  him.

Name:  S.DEVADAS.     Rank: Ts.NK   Group- Y  QS: 17 yrs.
PPO.No: S/ 073376/2001.
PDA:  SBI- Tirunelveli- District.
 On verifying his documents and pass book, we noticed that he is being paid pension for the Rank of Sepoy only.
i.e   6665 X 2.57= 17130 +DA+FMA   =18316.
His eligible pension is  7170X 2.57= 18427 + DA +FMA.=19665.
Thus short payment due incorrect fitment.

Immediately, we prepared a representation to his Bank- CPPC informing this discrepancy  and requested them to revise the pension and pay the arrears  immediately.

THE AGGRIEVED VETERAN WAS VERY HAPPY WITH OUR ACTION AND THANKED US FOR THE TIME:Y HELP>

AGAIN ONE MORE VETERAN HELPED FOR BROAD BANDING-DISABILITY.

On hearing the services of our Trust, the below mentioned veteran came to our office for verifying the correctness of his pension.

on going through his documents, we noticed that he is being paid correct Rate of Service  & Disability pension.

He was discharged with  Low medical Category, hence is eligible for Broad banding.
The veteran was not aware  of this .
We explained his about this  and prepared the  Annexure  in Triplicate and  advised him  to send the same to his Record Office through his PDA.

The veteran was very happy with our action and thanked us for this timely help.

DIGITAL LOCKER FOR YOUR DRIVING LICENCE

DIGITAL LOCKER FOR STORING YOUR DRIVING LICENCE AND RC BOOK

If you are having a Smart phone, you can download Digilocker Android app from Google PlayStore on your mobile phone and link your phone with it.  After downloading, access the Issued Document section and then go to DL/RC.  DigiLocker requires Aadhaar card issued by the UIDAI for authentification.  Now your Driving Licence and your Vehicle Registration certificate will be uploaded by the Department of Road Transport automatically.

The Central Government has allowed a certified digital locker or an app that one can be downloaded onto the mobile phone to help store such documents.  When a copy of your licence on DigiLocker is shown to a traffic policeman who wants to inspect your driving licence, rest assured, it will be as good as verifying an original without having to carry it on your person.  No other physical proof is required.

The  police official will also have the app to seamlessly verify documents from the National Register of the Ministry of Road Transport and Highways which contains data of licences and documents issued by all states.

DigiLocker provides 1 GB of storage space in which users scan store identification cards issued by multiple authorities, education certificates, PAN cards, driving licence as well as vehicle ownership documents and is part of the NDA government’s Digital India push to curtain the use of physical documents, which is seen as a needless duplication and waste of time.  The ministry of Road Transport had integrated DigiLocker with the Driving Licence and Vehicle Registration system, therefore all those who are having DigiLocker will be fetched their Driving Licence and Registration certificates automatically.

The system will not only eliminate corruption, but is also a step towards realizing the Prime Minister’s Digital India drive.  It will be at par with the physical certificates and documents as per the IT Act, 2000. 

This brings huge relief to millions of road users as well as frequent air travelers.  Soon, more such documents can be added to effectively reduce the burden of carrying a host of original documents on one’s person, useful in cases from proving one’s identity to remembering their PAN number at short notice.

These documents when viewed through DigiLocker will be deemed valid by the inspecting authority across India.

On going through his pass book entries and PPO  we confirmed  that he is being correct Rate of pension as on date.   As he is a Disability pensioner, there no Income Tax .

Then, he is eligible for Broad banding of Disability  Element as he is of Post 2006 retiree.
He was not aware of this provision.
\We prepared the Annexure as per CDA cir 429/529  and guided him to sent it to his Record Office- MEG,

The Govt.Order for Revision of Disability pension is released
 vide

GOI. MOD Letter No: 17(1)/ 2017(1)/D(Pension/ Policy)   dated 4-9-2017.

Salient features-

For Pre-2016 pensioners:

(a)  Disability and War Injury awards have been restored to the formula as applicable to civilians. The rate shall now be revised to Old Award as admissible on 31-12-2015 (under enhanced OROP rates based on the percentage formula applicable at that time) X 2.57 with effect from 01-01-2016.

(b)  Orders for notional percentage based calculations with fresh 7^th Central Pay Commission scales as the backdrop, not yet issued.

For Post-2016 pensioners:

(a)  Broadbanding/rounding-off made applicable to all cases of disability/war injury pension with effect from 01-01-2016 but only to post-2016 retirees (hence as of now, status quo continues with respect to the legal position for Pre-2016 retirees).

(b)  The percentage based rules for calculation of disability/war injury/other casualty awards shall remain the same (percentage based) as were applicable prior to 2016.

(c)  Additional old age pension on attaining the age of 80 or above restored for disability and war injury pensioners (however, the same has not yet been restored for Pre-2016 retirees). Readers may recall, this confusion and anomaly

For Esample : for a Pre-2006   Hav.   Group- Y    QS:20 yrs

Disability Element of 50%....  Present rate.....2339

                              DA at 119&..........................2784  

                                              Total......................5123.00

As per this revision

                                          2339 X 2.57        = 6012.00

                              Da at 4%...................      =   241.00

                                                          Total...........    6253.00
                     Difference ----6253 - 5123=1130   as on date/

The aim of this aid gratis is to provide small measure of relief from total penury to a non pensioner ESM up to the rank of Hav/equivalent and their widows.

The monthly assistance is provided at the rate of Rs.4000 per month from 1.4.2017 per head for life time from AFFD Fund.

ELIGIBILITY

(a)    Must be a non-pensioner ESM or his widow.

(b)   Should be of the rank of Hav/equivalent from Navy/AF and below.

(c)    Should be above the age of 65.

(d)   Should be recommended by respective ZSB and RSB.

(e)    Details of Bank account to be submitted.
