A good news from State Bank of India regarding  Defence Salary Package  Account.

Our MOD and SBI authorities have signed  a MOU  on 16-01-2025  for

  grant of TLI  ( Term Life Insurance ) cover of Rs.10 lacs.to serving Military personnel  ( other than Agniveer and Pensioners )

We all know that, the Serving Military persons having DSPaccounts in Banks are covered   With  PAI  personnel Accident Insurance on aacident death  and other perks.  Pensioners are also covered.

If  a military serving person dies in an Accident, he is eligible for Insurance covr of 1 Crore.

Now , as per the new MOU, a provision is available  for 10 Lacs  insurance cover  for any type of death while in Service. 

 A step by step procedure  has been given in SBI website  -www.sbilife.co.in

to down load Individual certificate of insurance (PDF file att) for serving person .

All our serving and veterans to note the samre  NEWS  and pass on to others also  to get the benefits.

AN EXPECTED CHANGE IN POLICY ON AGNIVEER SCHEME

 

                                               

                                          AGNIVEER SOLDIERS UNDER  TRAINING  

  A CHANGE IN AGNIVEER POLICY

Agniveer Scheme was Launched in 2022 where by only 25% of them will be retained on completion of 4 years term.and rest will be discharged.  They have to seek civil jobs.

 In a move that could significantly reshape the Indian Army manpower policy, a major proposal is on the table  to increase the Agniveer  RETENTION rate  from 25% to 75%.

This proposal will be discussed  in detail  at the Army Commanders  conference.

According  to defence forces,   the first Batch of Agniveer is set to completer its  FOUR YEAR TENURE  next year -2026. 

The final view of the Commanders conference will be known soon, as how  many   First batch Agniveers will be retained permanently . 

LETUS ALL HOPE FOR A BETTER  DECISION BY THE CONFERENCE.

8TH CENTRAL PAY COMMISSION

 It is a happy news that our Government has appointed  Members for the  8^th CPC,

  This Commission will be headed by a Retired Supreme Court Justice  -

Justice: RANJANA PRAKASH DESAI

 

The other members are :

1.  IIM Bangalore  Professor  Mr. PULAK   GHOSE

2.  Petroleum  Secretary; Mr.PANKAJ JAIN/

 

The commission is expected to submits its report by  within   18 months.

 The effective date for the benefits of this 8^th CPC  is  01-01-2026.

In Indian Army, Smt. PREETI RAJAK,   an acclaimed Trap Shooter  from Madhya Pradesh  has created history by becoming the First WOMAN  SUBEDAR of the Indian Army.

Preeti Rajak  was born on 06-11-2002 in ITARSI TOWN IN MADHYA PRADESH.

She is a STATE AND NATIONAL LEVEL  Trap Shooting Champion .

Normally, it takes about 20yrs to become  a SUBEDAR in Army.

Due to a powerful symbol of dedication , Talent  this woman has become  the First  ever Woman  Subedar in our Indian Army.  

         "WE CONGRATULATE HER AND WISH  HER A BRIGHT FUTURE ."

DEFENCE SALARY PACKAGE (DSP) AND DEFENCE PENSION ACCOUNT (DPA) REGARDING

 DEFENCE SALARY  PACKAGE(DSP)  AND DEFENCE PENSION ACCOUNT(DPA)  REGARDING.

Dear veterans, 

We all know that, there is MOU between MOD and Banks for certain benefits for Defence serving  and retired personnel.  Accordingly, most our veterans have converted their Normal Saving Bank account to DSP   

Now, we understand that, there is difference between DSP  and DPA.   DSP for serving  and DPA for retired personnel. 

The rule says that, in DSP a/c  , if the  salary is not credited consecutively  for three months, the benefit will be cancelled automatically.  After discharge, there will be no SALARY credit,  For pensioner, there will be only Pension credit.,. Hence, the DSP account will be automatically cancelled. one should have DEFENCE PENSION ACCOUNT instead of  DSP a/c  to get the benefits.

PLEASE CHECK UP IN THE PASS BOOK, IF THE  TYPE OF A/C IS MENTIONED 

AS  DSP-PEN A/C  IT IS OK.

A case had been noticed that, one Subedar , retired from service with DSP account  and dies with an Accident, after say one year after discharge. When his wife claimed for the insurance benefit, the Authorities rejected the claim stating that, the pensioner  was not having DEFENCE PENSION ACCOUNT (DPA) . He was having only Salary a/c ,and  there was no Salary credit, the claim is rejected.  So this is the position.

 In view of the above case study,  our Defence pensioners are requested to convert their  existing Normal SB account  to DPA- Defence Pension Account / DSP-PEN a/c instead of DSP a/c to get the Insurance and other benefits.

All our veterans are requested to note same and pass on this important message to other veterans in their areas.

VERY USEFUL MESSAGE FROM OUR DEFENCE MINISTER

A glad news  that our Defence Minister Mr. RAJNATH SINGH  has approved  100% increase in 

Penury Grant, Marriage Grant and Education grant for  ESM community.

This  is effective from   01-11-2025.

              1  PENURY GRANT:   Enhanced from Rs 4000 to 8000/-  pm  for non-pensioners and                             widows    of    65 yrs of age  and above  having no regular income.

             2.  MARRIAGE GRANT  :  Enhanced from Rs.50000 to 100000/- for TWO daughters and 

               for Widows RE-MARRIAGE.

            3.  EDUCATION GRANT :    Enhanced from Rs.1000 to 2000  for children studying

  Class 1 to    Graduation  and  widows pursuing a TWO year Post Graduate course.

All our senior veterans may please guide  the eligible non-pensioners and widows in their areas.

HARDSHIP FACED BY WIDOWS IN GETTING LTA(LIFE TIME ARREARS)CERTIFICATE FROM BANKS

 

DISCREPANCY REGARDING  LTA  CERTIFICATE.

As per procedure, after death of a pensioner, if there is no PPO in her favour,  the widow has to  apply for family pension and receive the claim forms from respective Record office.

One of the Documents  is  LTA-  (Life Time Arrears) certificate, which is to be issued by PDA of the deceased pensioner.  Bur, in practice, the PDAs  insist the claimant to get it filled. The claimant approaches   some ESM or Associations.   Again. Some PDA wants proof of the Rate of pension mentioned in the LTA form. Actually, this is the duty of PDA, the last Payment particulars is available   with them, but they insist to get it  filled , this is unfortunate.

On coming to know this happenings, and  delay due to non acceptance of LTA,  the PCDA had issued 2 Circulars, Cir 389 and 476  where by, the claimant can submit a Declaration-in the form of Affidavit/Indemnity bond  in lieu of LTA, witnessed by  2  Ex-Servicemen..  

But still, some Banks/ ROs insist for LTA only which is not reasonable.   In view of this rejection, PCDA has again issued   one more circular 656 dated  10-01-2022   repeating/ reminding the same  circulars to accept the  DECLARATION  in Lieu Of LTA.

Here,   respective  ROs  may view the genuineness of case and accept the  Declaration  in lieu of LTA.  Thus  the  hardship to the widow/ claimant  may be avoided and   family pensioned sanctioned  without delay.

Our ESM associations and senior veterans may guide the claimants suitably in this regard. 

GREAT ACHIEVEMENT FOR OUR EXWEL TRUST

                                 GREAT ACHIEVEMENT FOR OUR EXWEL TRUST

 One veteran Ex.Sepoy MITHUNAYAGAM SALAMON ( 1331363) from MEG Records, was discharged on Disability pension after serving for 4.5 yrs  in 1968.

He was getting only Disability Element  though he was eligible for both Service Element and Disability Element.   On hearing the services of our welfare Trust, he visited our Trust office. 

On going through the available documents and Bank pass book, we confirmed that he was getting  DE  only.  We noticed  that he had received one letter in 2022  from PCDA that he is eligible for Service element, addressed to Sankarankovil Treasury office-

We took up the case with CPPC, SBI Chennai but they informed that they have not received any such letter or PPO.  Then we wrote to PCDA, Allahabad,  and requested them to send the same PPO/Letter to SBI,CPPC Chennai.  CPPC, SBI also wrote to PCDA  in this regard. 

On our advice, the veteran visited  CDA office at Chennai also.

 After having correspondences about one year, the PCDA has sent PPO  to CPPC, and the Bank has now informed that they will be crediting the Arrears of Service element from 1-1-2006 amounting  to few  Lacs.  THE VETERAN WAS SO HAPPY/

The veteran Sep  Muithunayagam Salamon  visited our Trust Office along with her daughter  and expressed their sincere gratitude  and thanks to all the members of our Trust  for all the help extended   for getting this benefit.

This is a great achievement for our efforts in getting this matter solved favorably and we are  very much satisfied with this fruitful result..

FOR INFORMATION OF ALL 70 YRS AND ABOVE AGED PEOPLE INCLUDING NON ECHS MEMBERS - PMJAY CARD

 

                  

                                 ECHS  AND  AYUSHMAN PMJAY CARD REGARDING

Dear veterans,

There is a  new Medical card  PM JAY is introduced by central Government for  all aged 70yrs and above.  There is a doubt among  Ex-Servicemen  whether  ESM are eligible  for PMJAY card.

 In this regard  , our ECHS Authority  has released an Advisory . 

“ ECHS  follows CGHS  guidelines as per policy in VAGUE, the veteran is not authorized  to get the facilities  both from ECHS and Central Govt/ State Govt/ PSUs/ PMF  funded scheme simultaneously . The recent PMJAY also has a clause  stating that  if any ECHS beneficiary  joins PMJAY, he has to forgo  his ECHS membership and it is IRREVERSABLE .

Hence, medical facilities both from ECHS  AND PMJAY  is not entitled. “ 

The non ECHS members can join  PMJAY scheme. They are advised to join the scheme  PMJAY immediately.  70  yrs and above can get  free medical treatment  up to 5 Lakes per year  in any Govt  or Private Hospitals with this Card/.

We keep on approaching our Record offices and Soldier Boards. 

There  is already a NATIONAL LEGAL SERVICE AUTHORITY  (NLSA)  at National level  and State Legal Service Authority  (SLSA)  and District Legal Service Authority (DLSA)  at   Dist level. 

Most of us are not aware of these  Authorities.

Now , we understand  that  there will be a Legal Team (DLSA) available in each Dist Soldiers Board to hear the grievances of our ESM and Families problems involving legal aid and help. 

This facility will be available on every WEDNESDAY   between 10AM to 1PM at all our Soldiers Board.  You can enquire from AD offices  for latest  Day and Timing.

All our ESMs and Families  are requested to avail this facilities  to get free legal advice and help.

Aadhar e-KYC  is a digital paperless process, that allows  authorized entries to verify an individual’s identity  and address  using their  AADHAR number  and biometrics for authentication with UIDAI   data base.  This process offers increased security and privacy , eliminates the need for physical documents and extensive paper work  and speeds up   customer’s on boarding  for service like Banking  and Mobile connection.

The 24th  Anniversary of Tirnelveli Dist, ESM association was celebrated on   24-08-2025  in the premises of SRI.VIVEKANANDA  MATRICULATION Higher Sec School, Vannarpettai, Tirunelveli.

 More than 300  ESMs and families attended the function. 

Vet.Col.AlWIN, the Manager, CSD canteen, Palayamkottai,  was the Presiding officer. 

Gen.Secretary Vet,Sgt.K.Chelladurai  ( Advocate ) welcomed the participants.

Two minutes silence was observed in memory of veterans who passed away during the last one  year.

Gen Secretary briefed the crowd about the activities of Association   followed by other dignitaries  gave  brief lectures  about the activities of Association , Canteen and the Soldiers board.

Vet.Sgt.S.Kanthiah, Chief  liaison Officer of EXWEL TRUST, delivered a lengthy lecture on  the Importance of Part II order, Concept  of SPARSH  and its advantages and difficulties faced by veterans and family pensioner and remedies. The he also explained about the  (DSP ) Defence Salary Package account and its benefits to pensioners  and requested the veterans to convert the Normal Savings account  and  ATM/DEBIT CARD into DSP account  in all Banks  to avail the benefits  like  waiver of commissions on DD, NEFT, Zero , minimum balance  and Locker rent rebate  etc.. Especially  the Accidental death – Insurance benefits of 50+2 lacs .

Then Senior veterans were honoured with SHAWLS  /

The Children of our veterans were  issued with Merit certificates for scoring higher Marks. 

Note: There was a  free Medical camp arranged by Shifa Hospital  and Agarwal EYE Hospital.  Many of our veterans availed the facilities. 

Vet,Sgt. K.Chellapandian , President of Association  gave   vote of thanks  and the function concluded with National Anthem.

All the  participants were served with Veg and Non Veg, lunch.

The function was a great success.

OBTAINING DEATH CERTIFICATE FOR CLAIMING FMILY PENSION FROM SPARSH

 

Dear Veteran brothers,

Nowadays, when a Veteran expired, and  whose pension account is migrated to SPARSH, we have to report the  Death event to Sparsh online.  Then Initiate family pension.

  Here for confirmation of death, we have to upload the Death certificate   and Bank details  to Sparsh and we get the  Token Number for   following up.  This is the position.

Now, we came across FEW  cases, where  the name in Death certificate and PPO differ.

For Example:  Name in PPO: PICHANDI MUTHAIAH     and in /death Certificate only MUTHAIAH.

When we  up loaded the death certificate, it is  Rejected.   Hence, we could not go for Initiate  Family pension option.   Thus, the switching over to family pension is held up.

 The village Admin officer says, the name in death certificate can not be changed.   He can give a DUAL NAME  certificate only in this case.  Like  the names  MUTHAIAH  AND  PICHANDI MUTHIAH pertains to one and the same person-   

WHEN WE SUBMITTED THE DUALnAME CERTIFICATE,  with lots of quiries,  the certificate was accepted but took about ONE year to get family pension.

Dear Veteran brothers,  and our ESM associations,  may please note this happening . You are all requested to guide the NOK or the relatives of the deceased veterans  when you attend the funeral function, ,  to obtain DEATH CERTIFICATE    WITH THE NAME  AS IN TH PPO ONLY. Also the name of spouse  as in the PPO   to avoid  such hardship at later stage  so as to have  a smooth switch to family pension.
