The 24th  Anniversary of Tirnelveli Dist, ESM association was celebrated on   24-08-2025  in the premises of SRI.VIVEKANANDA  MATRICULATION Higher Sec School, Vannarpettai, Tirunelveli.

 More than 300  ESMs and families attended the function. 

Vet.Col.AlWIN, the Manager, CSD canteen, Palayamkottai,  was the Presiding officer. 

Gen.Secretary Vet,Sgt.K.Chelladurai  ( Advocate ) welcomed the participants.

Two minutes silence was observed in memory of veterans who passed away during the last one  year.

Gen Secretary briefed the crowd about the activities of Association   followed by other dignitaries  gave  brief lectures  about the activities of Association , Canteen and the Soldiers board.

Vet.Sgt.S.Kanthiah, Chief  liaison Officer of EXWEL TRUST, delivered a lengthy lecture on  the Importance of Part II order, Concept  of SPARSH  and its advantages and difficulties faced by veterans and family pensioner and remedies. The he also explained about the  (DSP ) Defence Salary Package account and its benefits to pensioners  and requested the veterans to convert the Normal Savings account  and  ATM/DEBIT CARD into DSP account  in all Banks  to avail the benefits  like  waiver of commissions on DD, NEFT, Zero , minimum balance  and Locker rent rebate  etc.. Especially  the Accidental death – Insurance benefits of 50+2 lacs .

Then Senior veterans were honoured with SHAWLS  /

The Children of our veterans were  issued with Merit certificates for scoring higher Marks. 

Note: There was a  free Medical camp arranged by Shifa Hospital  and Agarwal EYE Hospital.  Many of our veterans availed the facilities. 

Vet,Sgt. K.Chellapandian , President of Association  gave   vote of thanks  and the function concluded with National Anthem.

All the  participants were served with Veg and Non Veg, lunch.

The function was a great success.

OBTAINING DEATH CERTIFICATE FOR CLAIMING FMILY PENSION FROM SPARSH

 

Dear Veteran brothers,

Nowadays, when a Veteran expired, and  whose pension account is migrated to SPARSH, we have to report the  Death event to Sparsh online.  Then Initiate family pension.

  Here for confirmation of death, we have to upload the Death certificate   and Bank details  to Sparsh and we get the  Token Number for   following up.  This is the position.

Now, we came across FEW  cases, where  the name in Death certificate and PPO differ.

For Example:  Name in PPO: PICHANDI MUTHAIAH     and in /death Certificate only MUTHAIAH.

When we  up loaded the death certificate, it is  Rejected.   Hence, we could not go for Initiate  Family pension option.   Thus, the switching over to family pension is held up.

 The village Admin officer says, the name in death certificate can not be changed.   He can give a DUAL NAME  certificate only in this case.  Like  the names  MUTHAIAH  AND  PICHANDI MUTHIAH pertains to one and the same person-   

WHEN WE SUBMITTED THE DUALnAME CERTIFICATE,  with lots of quiries,  the certificate was accepted but took about ONE year to get family pension.

Dear Veteran brothers,  and our ESM associations,  may please note this happening . You are all requested to guide the NOK or the relatives of the deceased veterans  when you attend the funeral function, ,  to obtain DEATH CERTIFICATE    WITH THE NAME  AS IN TH PPO ONLY. Also the name of spouse  as in the PPO   to avoid  such hardship at later stage  so as to have  a smooth switch to family pension.

KARGIL VIJAY DIWAS APPEAL

Dear friends,

July 26 is Kargil Vijay Diwas,  anniversary of the Kargil conflict during which as many as 527 Indian military personnel were martyred and 1,363 severely wounded. Four Param Vir Chakras were awarded, two posthumously and nine Maha Vir Chakras were awarded, six posthumously besides 55 Vir Chakras.

Several households – both military and non-military ones – have appreciatively adopted the poignant ceremony of lighting candles at home in the past two years.

You are requested to light a candle each at your residences' entrances and lay a marigold each by its side at 2000 hrs after saying a prayer for those who did not come back. This may additionally be done at offices.

DIVIDED FAMILY PENSION REGARDING

                                              

Dear veteran brothers, 

This article  is regarding the  Divided Family pension;

Divided pension is normally granted to  2^nd wife( lawfully)   and eligible any one of the children of first wife- ,  or 1^st wife and children of 2^nd wife.  Equal share  i.e  50% each.

In a Divided family pension cases, where one  pensioner died, the surviving pensioner is automatically  become eligible  for  full pension,  100%,  that is restoration of full pension instead of the existing 50%  

To get this benefit, the death of  pensioner is to be intimated to PDA ( Bank ) as well as the CDA or  Sparsh, if already migrated, with full particulars , PPO no, Bank  and account No etc,  along with a copy of death certificate. This is done by the living pensioner or the relatives of the deceased pensioner.. 

Sparsh Migrated case:  this event is to be reported in the  Sparsh Portal- without Login-

   Services-  Report events heading-     Death Report/ Family pension/stoppage of pension- by furnishing full particulars as per the format in the system -like details of the deceased  and the claimant   ( Death certificate,  Bank details to be uploaded ) 

After verifying the generousness  of the case (death )  . the CDA /Sparsh  will issue  a corr, PPO  informing the  PDA /*SPARSH  to pay full pension to the surviving pensioner –

  This is called RESTORATION OF FULL PENSION.

On receipt of this  instructions , corr.PPO, the PDA  or Sparsh authorities will start   paying full   pension.to the living pensioner. .

 This is the procedure  -for RESTORATION OF FULL PENSION in Divided pension cases. 

All our veterans are requested to note and guide the affected pensioners.

 

 

FOR THE KNOWLEDGE OF OUR VETERANS

This is regarding the eligibility of Family pension to a Judicially Separated spouse.

We are all in a opinion that a Divorced Spouse is not eligible for family pension after the death of pensioner.  But it is not so;

  If a male Govt.servant  dies leaving behind  a Judicially separated widow  and no child or children , the family pension shall be payable to the widow .  If the judicial separation was granted  on the ground of ADULTERY  and the widow was held guilty of committing Adultery, no Family pension shall be payable.

In  a normal Divorce,  the widow shall be eligible for Family pension.  

As per  CCS Pension Rule 1972,   Sub Rule- 54  ( 11-A  and  11-B) ,

A divorced Widow  other than Adultery case, is eligible for family pension after the death of pensioner under the following conditions:

a)  If there is no Child or children  or children become In-eligible , the Family pension shall be payable to the  Divorced widow  till her death or remarriage  which ever is earlier.

b)  If the child or children are Minor,  then the divorced widow is eligible for Family pension as  a Guardian for the children.

Note:  

Here , some times the parents of the deceased , ( married pensioner) claim for family pension stating that  the widow was divorced with their son, hence no pension to her and  family pension may be granted to Mother  or father of the deceased.

This situation  is applicable only if the deceased was a bachelor  and not  in case of Married person. After marriage, all the   benefits go to spouse or children only.

All our veterans may please note the same  for reference.

VALUABLE INFORMATION TO VETERANS

   

 VERY VALUABLE AND IMPORTANT INFORMATION 

Many of the pensioners hesitate  in filing  IT returns,  but there is an important information  that shows that  filing  IT returns  has a great advantage to the families  of Pensioners at the time of any accidental death of the pensioner.  

As per section 166 of the Motor Vehicle Act, 1988 ( Supreme court  Judgment under civil appeal No.9858 of 1953 ),

In case, a pensioner died in an accident, his family  is entitled  to 10 times of average income of the last three years , provided he had filed the IT returns  for the last three years.

For Example: 

If the monthly pension of a pensioner  is 25000/- , then his annual income will be 25000 X 12= 3,00000/-. Average income of the last three years say  300000/-, then his family will get  10 times of 3 Lacs-   300000 X 10 = 30,00,000/- 30 Lacs  from Government .No other proof , other than IT returns will be required by the court.  So, filing of IT returns  regularly , even NIL returns by the pensioner  will go  a long way in providing a BIG  economic relief to the bereaved family of the pensioner  on his/ her death by accident.

Failure to file  IT returns  due to ignorance about this information will lead to a great loss to the family  of the pensioner .

All our ESM  associations are requested to pass on this message to our veterans in their areas.

 

SERVICE ELEMENT AND DISABILITY ELEMENT FPR PRE AND POST 2006 INVALIDED PENSIONER

There are still many veterans are drawing only DISABILITY ELEMENT..   The order from DOPPW  is cear to pay both SE and DE   from 01--01-2006.

ELIGIBILITY OF SERVICE ELEMENT AND DISABILITY ELEMENT FOR PRE 2006 BOARDED OUT VETERANS

We had already published the same article. Once again we are publishing the same as still some banks have not included the  service element, paying Disabilityelement only..

There was a provision for granting DISABILITY ELEMENT  only for those

 who were boarded out with less than 10 yrs of service prior to 1-1-2006..

Now, our Govt., on considering the sufferings of such veterans , has  published

  an order in 2020  for granting both Service element and Disability for such veterans

  Whether Pre  or Post 2006 invalided out veterans w.e.f  01-01-2006.

The Dept of Pension and Pension welfare has issued an order on 28-7-2020.

We understand that , still some Banks are paying only Disability element .

The Order is very clear to pay both SERVICE  ELEMENT and DISABILITY ELEMENT  to such veterans w/e/f  1-1-2006.

The affected veterans may approach  their Bank branches for getting this benefit

 or  they can approach our Trust office for guidance and help.

Cabinet approves release of an additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners w.e.f. 01.01.2025

48.66 lakh Central Government employees and 66.55 lakhs pensioners to benefit

2% benefit to cost Rs. 6614.04 crore per annum to exchequer

The Union Cabinet chaired by Prime Minister Narendra Modi approved to release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2025 representing an increase of 2% over the existing rate of 53% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs. 6614.04 crore per annum. This will benefit about 48.66 lakh Central Government employees and 66.55 lakhs pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7^th  Central Pay Commission.

GOOD NEWS- PERSONNEL ACCIDENT INSURANCE LIMIT IS ENHANCED IN SBI DSP ACCOUNT.

 

SALARY PACKAGE ACCOUNT IN SBI FOR DEFENCE SERVING PERSONNEL AND PENSIONERS.

 The SBI authorities have entered in to a MOU  with ARMY. AIR FORCE  AND CRPF enhancing the  Personnel Accident Insurance  (PAI) limit.

By this MOU,   the existing limit of  30 lacs  is enhanced to 50 lacs.

For Army…. From 30 lacs to  50 lacs  w.e.f    14-01-2025

For Air Force         30 lacs to 50 lacs    w.e.f.    04-02-2025

Here is a good news for Hav,granted with Hony.Nb.Subedars   there was a circular 631, and eligible Hony Nb,Sub gor ther arrears,

Now,  as per CDA cir 678  dated 24-09-2024,   and MOD Ltr No, 1(13) 2016/D( Pen/Pol) dated 22-8-2024,  the Widow's of Hony.Nb.Suberars also ligibile for the same benefit.

the affected  family pensioners may approach their  Bank baranches for availing this benefit..

ELIGIBILITY OF SERVICE ELEMENT AND DISABILITY ELEMENT FOR PRE 2006 BOARDED OUT VETERANS

 

Dear veteran brothers, 

We had already published the same article. Once again we are publishing the same as still some banks have not included the  service element, paying Disabilityelement only..

There was a provision for granting DISABILITY ELEMENT  only for those

 who were boarded out with less than 10 yrs of service prior to 1-1-2006..

Now, our Govt., on considering the sufferings of such veterans , has  published

  an order in 2020  for granting both Service element and Disability for such veterans

  Whether Pre  or Post 2006 invalided out veterans w.e.f  01-01-2006.

The Dept of Pension and Pension welfare has issued an order on 28-7-2020.

We understand that , still some Banks are paying only Disability element .

The Order is very clear to pay both SERVICE  ELEMENT and DISABILITY ELEMENT  to such veterans w/e/f  1-1-2006.

The affected veterans may approach  their Bank branches for getting this benefit

 or  they can approach our Trust office for guidance and help.
