ONE MORE IInd WORLD WAR WIDOW GUIDED.




Daughter and Grand Daughter of Late Hav.Perumal Naicker.

Late Hav.Perumal Naicker served in Army during IInd World War.

Name: Perumal Naicker    Rank: Hav  Regt.No: AAA28360
Date of Enrolment: 20-1-1942    Date of Discharge: 5-9-1946
Record Office  : Royal Arty Depot and Records.
Date of death:  22-2-2007.

On hearing the services of our Welfare Trust, the widow approached us and wanted to know whether there is any possibility of getting military pension.

Daughter and Grand daughters of the late veteran called on our office with the available documents.

We explained the Rules for sanctioning of pension, and because of short length of service and reduction in strength , the late Hav. Was not sanctioned with pension.

How ever, we have represented the case to Arty Record office along with the available documents for considering the case sympathetically.

Both the daughter and grand daughters were satisfied with our action and sincerely thanked our Trust for such a help to innocent widows.

Our Trust is very happy in guiding a IInd World War widow.

ATTENTION VETERAN BROTHERS- SERIES-2





DISABILITY    PENSIONERS TO KNOW:

Disability pension   orders will be  denoted by :
 D/  012/ year,     D/RA/  012/ year     DE/ corr/ 012/ year.

D  means  disability pension sanctioned  for a particular period say 5,  10 years. After this period, the pensioner has to re appear for Re assessment of Medical board, then the percentage  of Disability element may increase, may remain the same  or it may be reduced  .   Here the PPO  will be denoted as     D/ RA/ 012/ year  for life.     The same is now modified
 as DE / 012/ year  for life .

In earlier times the Rate of percentage was, 20%, 30%, 40% , 50% and so on  up to 100%.
Now it is sanctioned as 50% minimum.

Those who retired prior to 1996 and after 1996  up to 31-12-2005  with Disability pension with the reason for :

Invalided out,        Medically boarded  out , not fit for further military service etc.  Under Clause  13-(iii)

These clause of veterans can apply for Broad banding i.e Rounding of  Disability element.  That is their exiting percentage will be enhanced to :

20 %  to 49%        ……….as 50%
50   to   75%         ………  as 75 %
76%  to 100 %............... as 100 %

The Veterans have to send Annexure as per CDA cir 429 duly filled  and signed by the PDA to their Record Office, . After verifying the records, the RO will send the annexure to CDA and the CDA will send the revised PPO enhancing the  Rate of Disability element.   It may take 3 to 4 months time.

Previously the rate of Disability pension was fixed  for Ranks:

Sepoy  to  Havidar…………..100%  disability ….3510.00
Nb.Sub to Sub.Major……… 100%  disability…………  4300.00
Comm.Officers  and
Hony. Comm.officers……..  100%  disability….       5880.00    


Now as per the latest circular  456, the Disability pension is calculated on the Emolument last drawn by the pensioner. That is 30% of the emolument will  100% disability.

For example:
A sepoy of say   X group…  Minimum fitment as per cir 501-         12240/-
100 % disability   will    30% of the emolument   i.e… 12240 X 30%= 3672.

Say   if the Sepoy was sanctioned with say 20% disability  then  it will be  20% of 3672=   735.
Previously it was= fixed rate of 3510 X 20%= 702.    So There is Difference .

Likewise the disability pension will vary for each veteran  according to their Ranks and their emolument.
Note: the disability pension is calculated for the Rank held at the time of discharge.

The affected ESM has to approach the PDA  and get the revised Disability pension or they have to write to their respective Record Office.

YET ANOTHER SPECIAL FAMILY PENSIONER HELPED.

On our recent visit to Nagercoil, we came to know that one Special family pensioner is receiving unrevised pension.

Name: Theiva Palam   M/O Late.Rect.R.Ramesh  ( 15169124F)
PPO.NO:F/ 005159/2004
PDA: Canara Bank, Nagercoil, KK.Dist.

On verification of the PPO and other available papers with the pensioner,
It was  confirmed that , after the death of her Son in service, the Lady was sanctioned with Special family pension.

She is being paid at the Rate of Rs.5763/- with effect from 1-1-2006 instead of Rs.7000/- as per CDA cir 410.

We have reported the discrepancy to the PDA and their Head Office at Bangalore  for revision of pension and payment of arrears..

Smt.Theiva Palam and her Husband  were happy of our action and sincerely thanked us for this  voluntary services  to Ex-servicemen Community.

GOOD NEWS FOR THE SPOUSES OF THE EX-SERVICEMEN
RE-EMPLOYED IN STATE BANK OF INDIA

FAMILY  PENSION TO SPOUSES OF EX-SERVICEMEN EMPLOYEES OF STATE BANK OF INDIA IN ADDITION TO FAMILY PENSION FROM GOVERNMENT

State Bank’s e-Circular P&HRD Sl.No.1206/2012 13 dated 4th March 2013 conveying its instructions to the Branches of the Bank on granting family pension under SBI Pension Scheme in addition to the family pension from the Government.

The eligible spouses are requested to apply for the sanction of family pension through their pension paying home Branches with the necessary documents.

The e-Circular

   “THE SBI EMPLOYEES’ PENSION FUND RULES PAYMENT OF FAMILY PENSION TO THE FAMILY PENSIONERS OF THE DECEASED EX-SERVICEMEN EMPLOYEE PENSIONERS.

   Please refer our Circular No.CDO/PM/16/CIR/68 dated the 17th November, 1999 in terms of which it was advised that the family pensioners of the deceased ex-servicemen employees/pensioners of the Bank, who are eligible for drawing family pension from the Bank as well as from the Government are required to submit their option for drawing family pension either from the Government or from the Bank.  In cases the ex-servicemen family pensioners desire to draw family pension from the Government and wish to forgo family penskion from the Bank in favour of Military family pension, necessary noting is to be made.  Accordingly, option is called for from the family pensioners to draw family pension either from our Bank or from Military establishment as eligibility for family pension is from one source only.

2.           In this connection, the Government of India, Ministry of Defence vide their letter No.01/(05)/2010-D(Pen/Policy) dated 17.01.2013 have circulated revised instructions vide which families of Armed Forces Pensioners who get re-employment in Central Civil departments or State Govt./PSUs/Autonomous bodies/Local Funds of Central/State Governments after getting retired/discharged from military service and were in receipt of military pension till death would be entitled to draw two family pensions i.e. the Family Pension from Military side in addition to the Family Pension, if any, authorized by the re-employer for re-employmed civil service subject to fulfillment of other prescribed conditions as hitherto fore.  The revised provisions will be effective from 24th September, 2012 or thereafter.  Further, the benefit of these provisions shall also be allowed in past cases however the financial benefit shall be granted from 24th September, 2012 only.

3.           Pursuant to the above modification of instructions by the Government of India, it has been decided to withdraw the existing provision of calling for the option for drawing family pension either from the Government or from the Bank.  Accordingly, family pension will be paid to the deceased ex-servicemen employees/ pensioners of the Bank who are also drawing family pension from the Government.  The revised instructions will be effective from 24th September, 2012 or thereafter.  Further, the benefit of these provisions shall also be allowed in past cases, however the financial benefit shall be granted from 24th September, 2012 only.

4.           Please arrange to bring the contents of this Circular to the knowledge of all concerned.

ATTENTION VETERAN BROTHERS- SERIES-1

Dear Veteran Brothers, ,

Please go through the following points for the betterment of self and your family members.

ENDORSEMENT OF FAMILY PENSION

!   Pre-April 1984 retirees - please confirm that you have applied for Endorsement of family pension and got Joint Notification  in favour of your wife.
If not done , please apply immediately as it too late.
We have come to know that still many Pre- 1984 retirees have not applied  because they are not aware of this . By this not knowing the joint notification order, your family will not get pension after your demise suffer
without pension. Take it as serious and apply immediately.

IMPORTANCE OF PART II ORDER.

2. After discharge from service, have you reported the birth of children, death of first wife, second marriage etc. and got the Part II order published.

Unless Part II order is published , your children will not get the benefits of Scholarship, Priority for employment  and joining the ECHS.

In the absence of Part II order, no pension will be paid to wife, Second wife  and children after your demise.
Hence, take it seriously and report any changes in your family status to your record office.

Note that the Second Marriage is void while the First wife is alive. You can go for second marriage  with the consent of of first wife and court order.

We have come to know one case study , that the second marriage was done when the first wife was alive.
The first wife died, and the pensioner is also died.. Now the second wife is with out pension as the marriage was void. Now thw whole family is suffering without pension. The children born to the second wife are eligible for pension but there is no Part II order for the children, hence no pension. This is the situation,

SUBEDAR"S WIFE BEING PAID PENSION OF WIDOW OF A SEPOY.

WIDOW OF A SUBEDAR BEING PAID  PENSION OF WIDOW OF A SEPOY.

It is heartening to note that one Nationalised Bank is paying  a minimum family pension to a widow of a Group B Subedar, even though  the Rank  is very clearly mentioned in the PPO.

Name: Smt. C.Packiamany Ammal,  W/O Late Devasahayam  Rank: Subedar, Regt.No: JC 13419K   Group- B,      (28 yrs of service    Died in 1989 )
 PPO.No: F/ NA/ 1934/1990  (  S/CORR/ 056812*2008)
PDA: Syndicate Bank, Nagercoil, Kanyakumari-Dist, TN.
Presently Paid pension= 3500+2520=6020/-

 On the advise of the Deputy Director, ESM Welfare, Nagercoil, the widow accompanied with her son called on our trust office on 19-3-2013. For verifying the correctness of her pension.

On verifying the PPO, Discharge certificate and the bank pass book from  way back to 1-1-1996, we confirmed that she was being paid the minimum rate of family pension, i.e  Rs.1275, 1913 and 3500/-
When we calculated the arrears , it is about a Lakh plus.

We have now taken up the case with the Head Office, Customer Care centre, Syndicate Bank , Bangalore, regarding  the Lethargy/ negligence and deficiency of service by the Branch   by paying a short pension amounting to  a Lakh plus to a aged widow. This incident of short payment attracts compensation of interest for the delayed payment  by  the Bank.

The innocent widow was surprised to know this much short payment from the beginning -1996 on wards

Both the mother and her Son felt sorry for their innocence for not knowing the deficiency of service by the bank and they expressed their heart felt gratitude for the help by  our Welfare Trust.

Our Trust is happy in helping one more widow pensioner.

88 YRS OLD JUNIOR WARRANT OFFICER HELPED.




 Our Liaison officer Sgt.S.Kanthiah  and S.Ganesan (Ex.JWO) , Officer, Canara Bank with the JWO Packianathan.

During our visit to Canara Bank, Palayamkottai branch, we came to know that one aged JWO is sick and bedridden.

Name: DS. Packianathan      Rank: JWO     Group- I     Qly.Serv: 25 yrs.
Date of Birth- 1924.     Additional pensioner.
PPO.No: S/ 35390/1969.
PDA: Canara bank, Palayamkottai.

Our Liaison officer  accompanied by Mr.S.Ganesan,( Ex.JWO),  Officer . Canara Bank made a visit to the ailing Veterans home on 17-03-2013.

The JWO  was in a wheel Chair , and his wife  came out and welcomed us  and their family members were taken aback of our surprise visit.
After enquiring about  their welfare, we  verified the available Documents.
He was being paid correct Rate of pension including 30% of Additional pension.
We noticed that there is no Joint Notification  as he was a Pre-1984 retiree.
We explained the importance of the Endorsement of family pension to both of them, and they felt sorry for their ignorance.

We prepared the Appendix-1 and Annexure- on the spot and directed them to forward the same to  Dte.Of Air Veterans  without any delay.

During our interaction with them we came to know that one their Daughter is a WIDOW.  We informed them about the eligibility of pension for the Widowed daughter after the demise of parents. Aged JWO and his wife were so happy to know this information and thanked us for such a valuable service by the Trust at the door step of Veterans.

Our Trust is also happy in helping an ailing JWO  in the Endorsement of family pension.

YET ANOTHER SPECIAL FAMILY PENSION HELPED.




On coming to know the services of our Trust, one special family pensioner ( Second awardee)  from Nagercoil came to our Trust Office.

Name: Smt.C.Rathinam  M/O late  Nk.P.Anibha Ravikumar ( 13897433).
Late Anibha died  while in Service.
His father Mr.A.Paulus was sanctioned with Special Family pension vide:
 F/ 373/1998 w.e.f 1-11-1996.
PDA: SBI Kappiarai, Palliadi-PO, KK.Dist., TN.
On verifying the available documents and the pass book entries, we noticed that his Spl.Fp was revised as rs.5763/ as per VI th PC, CDA cir 397 with effect from 01-01-2006. The pension was being paid at the same rate.
Mr. Paulaus died on 4-12-2010. , and  Smt. C.Rathinam was  sanctioned Spl.Fp as second award from 5-10-2010 at the Rate of rs.3500/-

The Special Family pension was revised as Rs.7000/- minimum as per CDA cir 410  w.e.f 1-1-2006 which was  not effected .

Now, we have calculated the arrears payable to Mr. Paulus with effect from 1-1-206 to 10-12-2010 Thisamount has to be paid to his wife Smt.Rathinam as LTA.
We have informed the facts to State Bank of India , CPPC at Chennai and Kappiarai for payment of arrears immediately.
Smt.Helan , daughter of Paulus and her cousin were very happy of our action and sincerely thanked us for such a very valuable service to the ESM community,.

On the occasion of Birth day of Grand son of our Chief Admin.Officer of our Welfare Trust,  we offered  a Breakfast on 12-3-2013 for about 60 children of  UTHAVUM  Ullangal,  an  Orphanage at Kamarajar Nagar, Palaymkottai-, Tirunelveli-Dist, Tamil Nadu.

The administrator and the Children thanked us and performed a Special prayer for the well being of our Trust and its members.


 The in mates are performing prayer - Our Managing Trustee and Liaison Officer listening the prayer.

ONE MORE WIDOW OF A HONY.NB.SUB.CONVINCED.

On hearing the services extended by our Trust,one widow of a Hony.Nb.Sub from Kovilpatti called on us .

PDA: Indian Bank,

She wanted to know whether she is getting correct pension.
On verifying the available paper and bank pass book, we noticed that she is being paid Family pension for the Rank Havildar only as per the earlier orders.

Now , according to the latest CDA cir 502, the family pension is as per Rank,  group, and length of service. Hence, the widow of a Hony.Nb.Sub is also benefited, by about Rs.508/- in the basic pension.

The widow was convinced with our explanation and she thanked us for this kind of help by the Trust  to the widow pensioners..

YET ANOTHER WIDOW HELPED FOR DUAL FAMILY PENSION.

On hearing of the services of our Welfare Trust, widow of a CPO called on us for a help in getting her  DUAL Family pension.

Name : Smt. Saradhammal W/O Late Ekambaram  Regt.No.27901.
Rank: Chief Petty Officer (Navy). He was re-employed in Postal Dept. after discharge from Navy   and was receiving TWO pension.  After his death, his wife is getting only Postal Dept. pension.

Now as per the latest Govt. Circular  she is eligible for pension from Navy also.  We have prepared the necessary documents  and sent it to Naval Record office,  Mumbai for the defence pension..

The Widow and her son were very happy and thanked us for the helps extended by our Trust to the needy Ex-Servicemen and their families.

ONE MORE 87 YRS OLD SPECIAL FAMILY PENSIONER HELPED.

WHAT SHE WILL DO WITH THIS 6.75 LAKHS AT THIS STAGE.

DELAYED  PAYMENT  OF LUMP SUM PENSION ARREARS

We have come across cases of lump sum payment of pension arrears to widows who are aged above eighty years and bedridden.  Thanks to IESM PENSION CELL,  and various other organizations for creating awareness in this regard.

The Pension guide books published in Tamil by the Exwel Trust, “Therinthu Kollungal” and “Iranuva Pensanarkalukku oru vazhikatti” in Tamil and another pension guide released in Hindi “Gyan Leejiye” for free down load through our Blogwww.indianexserviceman.blogspot.com have created great awareness among the defence pensioners.  The Indian Ex-servicemen Movement have created a great awareness among the ex-servicemen all over India for the demand of One Rank One Pension.  Therefore all ex-servicemen should join IESM and strengthen its movement.

With the help of IESM Pension Cell, the “Exwel Trust” have traced out around fifty Special family pensioners during the past three years and helped each one of them to get a lump sum amount of more than five lakhs.

Recently on 02.03.2013, the “Exwel Trust” have helped a widow aged around 87 years to get a pension arrears of Rs.6.75 lakhs.  This case was referred to us by another organization, who could not succeed in their attempt with the bank to get arrears.  We verified the documents and confirmed to the Union Banks Chief Grievances Officer at Mumbai by letter and email.  The Bank insisted for a confirmation from CDA(P) Allahabad, that the holder of PPO No.F/13055/66 Smt.Chitrai Ammal W/O late Sep.No.6779693 V.Kadarkarai that she is eligible for a basic pension of Rs.7000/- per month.  We represented that the confirmation will take time and by then the widow will die.  All the relevant circulars of CDA on the subject was sent immediately to Union Bank Head Office, Mumbai and Regional Office, Madurai.

In spite of our continued efforts to get the payment at the earliest, the bank insisted for confirmation from CDA(P).  Later, one fine day, the Exwel Trust member made a direct call to the Chief grievances officer Smt.Asha Sharma at Mumbai and explained the health condition of the widow, and insisted for payment before her death. And  If the payment is not made before her death, it will be a great shame to the Bank and the entire banking community.

Finally on 26.02.2013 and amount of Rs.6.74 lakhs was credited to her account.  The widow in a semi conscious state, does not understand what is happening around her. One of her daughter Smt.Muthu Madathi brought her from the village in a hired Taxi and the Bank Manager was kind enough to make payment immediately.

Now the question is why such a situation had arises ?  Who is responsible for this state of affairs ?  If the  the “Exwel Trust”, had not taken such an effective step in the matter, for the payment, the widow would have never received the amount in her life time. Banks should take note of the situation and avoid recurrence in future.

However, we are very much thankful for the Union Bank’s  Chief Grievances Officer Smt.Asha Sharma  at Mumbai, and Shri Palanikumar of Union bank of India Regional Office at Madurai and l the Senior Manager Shri V.Iykodu of Union Bank, Tirunelveli Branch for helping in various ways to disburse the pension arrears to the widow in time.
