ANNA DHANAM AT AGED BLIND WOMEN HOME


Our Exwel Trust organized and offered (Free Meals) Annadhanam to 33 Aged Blind Women on 25-11-2010 at Palayamkottai, Tirunelveli-District, Tamil Nadu

The inmates were immensly happy and performed a special prayer for the well being of the Trust members for such a gesture now and in the recent past.




JUST THINK ABOUT THE BLIND PEOPLE

Close your eyes for a few moments and in the darkness realize

how important it is to be able to see. Now imagine blinds were to stay closed,

condemning you to a dark prison forever.

This is the reality faced by the blind throughout their lives.

In India, in the rural areas, there are 22 blind males and 28 blind females in a

population of 100,000. 15 males and 25 females in a population of 100,000

in urban areas. The number of the blind in India is estimated to be

13 million and this is a growing figure.



The plight of people with vision impairment became so terrible

that street begging & dependency on others became the only

means of survival for many, especially those without adequate

and appropriate education during their childhood that would enhance

their capability to lead dignified life and also help

them to earn their square meal.

A blind that is educated to some appreciable level,

the problem of securing a decent and well-paid job became an uphill task.

A Nb.Subedar of same Group, and same length of service of Pre-2006.

As per CDA Cir -430- Pre 2006 retirees:
A Nb,Sub, Gp-‘Y’, 28 yrs of service …pension as per Tasble No: 32 = 10675/-
A Sub Gp-‘Y’ 28 yrs of service .. pension as per Table No; 37 = 11970/-

Whereas a Subedar of post 2006 , same group and 30yrs of service is getting
a pension of Rs.10230/- only.

This is a glaring Anomaly which is to be redressed .

Our Trust has informed this anomaly to the Record office and the CDA, Allahabad.

EXTENTION OF ENHABCED RATE OF FAMILY PENSION PERIOD

ONE MORE WIDOW PENSIONER HELPED

During our interaction with family pensioners , we noticed that One Smt.Laxmi Thirumalai Nambi w/o Late Hav.G.Ramalingam was receiving ordinary Family pension.

On scrutinizing her pension papers, we noticed that she was eligible for Enhanced Rate of Family pension from 29-1-2002 for 7 yrs from 29-1-2002 to 28-1-2009.
But as per the VI th Pay commission, the period for such Family pensioners is increased to
10 yrs. This fact was not known to the Widow.
We informed the PDA also and they have agreed to pay the Enhanced Rate for further period ., i.e from 29-1-2009 to 28-1-2012.

The Widow was so happy for our voluntary information and help in such a vital matters.

This is another achievement for our Trust having helped one more Widow.

NON PAYMENT OF DISABILITY PENSION

Ts.Nk.P.Muthu Pandian is receiving a copy of Arrears calculation sheet from our Chief Admin officer Hony.Flt.Lt.M.Packia Natarajan

On our continued visits, we noticed that one TS.NK.P.Muthu Pandian was not paid his Disability pension though 30% Disability was sanctioned for life.

On scrutinizing the pass book entries , we noticed that he was not being paid the Disability pension . Immediately we contacted the Branch Manager and informed the discrepancy. The Manager patiently heard us and agreed with our findings and promised to revise the pension and pay the arrears in the next month itself.

The pensioner thanked us for this immediate steps taken by our Trust , thus rdressing his grievances on the spot.

PATHETIC CONDITION OF WAR WIDOWS

Smt.Chithirai ammal W/O Late world War II veteran Ramiah is expressing her
sufferings to our Chiel Liaison officer Sgt.S.Kanthiah and requesting him to arrangefor enhancement of her ex-gratia amount.



MISERY OF WORLD WAR II VETERANS WIDOW.

Sepoy Ramiah , 805669, of AMC records, joined in Army on 20-12-1942 and took part in WORLD WAR II.
He was discharged on 11-10-1946 on REDUCTION OF STRENGTH basis after the war was over.

He died on in the year 1978, leaving behind his wife and 2 daughters. The poor widow Smt.Chithirai ammal is struggling and passing her fag end of her life.

This war Widow is being paid an Ex-gratia amount of Rs.800/- from Amalgamated fund through Tamil Nadu Government.

In this highly inflated economical situation, the amount of Rs.800/- is nothing. See the condition of such poor Widows of the Valiant World War II veterans. They are not at all looked after by the Indian Government fairly. Their ex-gratia may be increased to Rs.2000/ per month if not more.
Will the Central Government take note of this and give some relieve to the
IInd WORLD WAR WIDOWS . GOD alone can help.

Lt.Col.Padmini, MNS , called on us at our office and expressed her grievances that MNS officers are given step motherly treatment by MOD, Army.

Her pension is revised as per Annexure- I of CDA Cir 397 as 13932/- which is more beneficial.
as the Annexure-II A it is only 11800/

For regular Army officers , for example Lt.Col, the pension is revised 3 times , whereas the pension of MNS officers is not revised at all , except Annexure-II A as per CDA Cir 412, where the Minimum of Pay band is taken and pension arrived, which is for ONE year service only.
This is a great in-justice towards the MNS Officers which must be redressed.

This can be done by adopting the National fixation by multiplying the factor 1.86.
That is - Pay scale as per V th PC - Minimum- 12800 x 1.86= 23810.00
Grade Pay…for L:t.Col … 6600.00
MSP………………………….. 4200.00
Total……………………… 34610.00

Pension for full service is 50%......................34610/ 2= 17305
For this Lt.Col. Pro reta basis 24.5 + weight age 5 = 29.5
17305x29.5/33=15470/-
Hence She may be fixed at this Rate.

This may be considered by MOD and PCDA.

Aggrieved Lt.Col was satisfied with our explanation and thanked us for such an Illustration.

Dear Veteran brothers , please think our a little and try to give a supporting hands to such organisations to extend valuable help for the needy Ex-servicemen and their families.

Ex.Hav.Shanmugavelu died on 26-6-2007 and his wife Smt.S.Shanthi was being paid un--revised pension from 27-6-2007.

The discrepancy was reported to SBI Palyamkottai and their CPPC at Chennai. There was no response and we were constrained to report to their Head Office, Mumbai.

We are now informed by the Head Office that the pension is revised and an arrears of Rs.37988/- credited to pensioner’s account.
Smt. S.Santhi called on our office and thanked us for the help in getting her pension revised and arrears.
Our Trust is satisfied in helping one more widow pensioner.

The widow was happy about our noble services to the veterans particularly to the widow pensioners in our area, who are not at all aware of their entitlements.

Our Trust is very happy that the news of our services has reached to the villages.

FOR ARMED FORCES

In a historic Judgment, The Supreme Court has ordered the Government of India
to constitute a separate commission immediately for redressing the grievances,
including One Rank One Pension of Armed Forces personnel, serving and retired..
The members will be Two retired Supreme court Judges and Two retired Generals,
one is Gen.VP.Malik and the other is Gen.Vijay Oberoi and one member from
Civilian, nominated by Government. We were demanding a separate Pay commission
for Armed Forces for a very long time and now , atleast a Commission for redresAL is going to be constituted..

Dear veteran brothers, let us all pray and hope that the commission is formed immediately and all our grievances/ anomalies are redressed early.

During our visit to Indian Overseas Bank, Eruvadi, we noticed that Smt.Subbulakhimi
Was being paid less pension.

The discrepancy was reported to the Branch Manager and he readily accepted our findings and agreed to pay the arrears on our submission of the calculation.

The Widow was taken aback on this un-xpected arrears of a Lakh plus and expressed her gratitude for such a voluntary help by the Welfare Trust.

Our Trust is also very happy in extending our service to one more short paid Widow pensioner.

MENTAL AGONY OF A HAVILDAR RELIEVED BY OUR TRUST.

Hav.K.Palavesa kaunnu was worried because when all others got their pension revised and received arrears but his pension was not revised.

The non-revision of his pension was confirmed by verifying his pass book entries.

Immediately, we contacted the Branch Manager and informed about this discrepancy and he was kind enough to listen us and asked us to submit the working sheet for the arrears and promised to do the needful immediately.

The aggrieved Havildar appreciated our efforts and thanked us for relieving his mental agony .

Trust members are satisfied on his happiness.

PAYMENT OF ADDITIONAL PENSION

PAYMENT OF ADDITIONAL PENSION TO PRE-86 RETIREES -80 YRS AND ABOVE PENSIONERS –

Correct interpretation is needed :

In the order,CDA cir 417, it reads as “ In case the information regarding date of birth/ age in not available in the PPO or other office records, then the other documents like PAN card, Voters LD/ Driving license etc to be submitted.”

Refer : GOI, MOD letter No: 1(ii)/2009/D/(Pen& Policy) dated 18-8-2009 and CDA Cir 417 dated 2-9-2009: In both the cases the para 2 reads as :

In case the exact date of birth is not available either in PPO/ Discharge certificate, but an indication regarding age of the pensioner is available in the PPO/Discharge certificate , the additional pension shall be paid from the

Ist January of the year in which the pensioner completed 80yrs of age.

In case neither the exact DOB nor the Age is available in the PPO/Discharge certificate, the other Documents like PAN card. Voters ID etc to be submitted”

We have practically gone through many PPO/Discharge certificate of Pre-86 pensioners . where the age on Enrolment or Age on discharge is mentioned in all these PPO/Discharge certificates.

Where the age is mentioned, the PDA can pay Addl.Pen from I st January of the year in which he has completed 80yrs. Without insisting for other documents. Thus avoiding the Provisional payment of 3 or 6 months period and stopping the pension for non-receipt of Corr.PPO

Now we have received information that as per CDA Cir 441- the Age on Enrolment / age on Discharge may be sufficient to disburse the Additional pension without insisting for other documents and no need for Corr. PPO.

Pension Disbursing Authorities and pensioners may take note of this.

On our on going efforts, we noticed that Smt.Rabecca W/O Late Sub.Rajamani is being paid a pension of a Sepoy.

On verifying the bank pass book entries we noticed that she is being paid pension at the rate of Rs.3500/-basic as per VI th Pay commission instead of Rs.4770/- basic, thus a short payment of Rs.1270/- in basic pension per month from 1-1-06

We have informed the discrepancy to SBI, CPPC at Chennai and SBI Palayamkottai branch for rectification and payment of arrears at the earliest.

The widow pensioner was so happy and expressed her happiness for such a timely help.

Our Trust is also happy in helping yet another widow pensioner.

OUR TRUSTEES VISIT TO CHENNAI

On the invitation of Shri Velmani, the Joint Director (Finance), of the Tamil Nadu State Aids Control Society, Egmore, Chennai (TANSAC) our Chief Liaison Officer SGT.S.Kandiah (Retd.) visited the office of TANSAC at Egmore, Chennai on 28.10.2010.

There are about 18 Ex-servicemen working in TANSAC, Chennai A meeting was arranged by the Joint Director Shri Velmani. Our Chief Liaison Officer Shri S.Kandiah ,addressed the Ex-servicemen and explained the latest development in the Defence Pension as per 6th CPC and as per Important CDA Circular No.430.

The participants actively interacted. Our Trustee explained in detail regarding the Endorsement of Family Pension, Publiction of Part II Order for child birth after discharge from service, marriage after discharge from service, Second marriage, 100% restoration of Family Pension to the living next of kin, Disability pension, Additional pension to above 80 years of age, revised ECHS contribution, interpretation of CDA Circular No.417 and Hon.Lt. and Hon Capt. Revised pension formulas and lastely the function of Armed Forces Tribunals and the latest judgment on Dual family pension for the widows of re-employed exservicemen.

The meeting was lively and vibrant with every participant interacting with our liaison officer. All the participants expressed their heart felt thanks for giving such a very useful information with case studies.

Our Trust is very happy in imparting/conveying the important and useful messages to the needy exservicemen.
