The Ex-servicemen & Social Welfare Trust was formally declared open on 22.4.2006 to serve for the ex-servicemen and socially backward public. The Trust is promoted by the veterans of the three services.

TWO MORE WIDOWS HELPED BY OUR TRUST
On our continued visits, we identified another two more widows were receiving less pension than their entitled amount..
1) Smt.Parani W/O Late N.Velu (Disabled soldier), 1098490 M of DSC records , PPO No.S/006032/2002 was getting the pre-revised pension only, after the demise of her husband on 7-7-2007. Our trust members interacted with the PDA, Canara Bank, Kallidaikurichi, Tirunelveli ,Tamil Nadu and got the pension revised as per VI th Pay commission and arrears amounting to Rs.30631/-in the month of December 2009.
2) Smt.Greasy Durairajan w/o Hony.Capt.Durai Rajan was getting pension as per Annexure -I only.
We visited the PDA, Canara Bank, Shenkottai, Tirunelveli and explained that , as per CDA Cir 403 and Annexure III of MOD letter dated 11-11-2008, she is eligible for a Basic pension of Rs.8310/ instead of 7357/-. The Bank officials readily accepted our submission and revised the pension and paid the arrears

UNDERSTANDING DEFENCE PENSION
The Exwel Trust volunteers visited a number of pension paying bank branches in connection with pension cases. Almost all the Branch Managers complained that they had not received the particular government order. Even if some order is received, they are not in a position to understand and implement it, because the orders are not received serially for cross reference.
Banks do not compile all the orders serially as they do not receive them in order. There is no single website for the defence pension. Some orders are released by PCDA PENSION,
For example, there is no specific order indicating the rates of special family pension to various ranks. The banks are not convinced to pay even if we explain various pension regulations. They want table wise orders linked with ranks as follows:-
The Rates of Special Family pension payable to defence family pensioners as per 6th CPC w.e.f. 01.01.2006. (Army and equivalent ranks)

The above rates are derived from the pension rules. It is calculated at the uniform rate of 60% of reckonable emoluments (Pay including Grade pay, MSP and ‘A’ Group pay) subject to a minimum of Rs.7000/-. Please refer MOD letter dt.4.5.2009 para 4.2. If the banks wants a tabulated order, it is not available.
Look at the order mod.nic.in/6thCPC/Pens-award pre-2006.pdf in para 4.2 only the rate of minimum Special family pension is mentioned as Rs.7000/-. Nothing else about other ranks. How can the bank pay for other ranks ? This is a mischief done by PCDA (P). Because there is no body to question them. The MOD Department of Exsm. Welfare is not at all bothered about it.

The Canara Bank utilized the services of its retired officer Sgt.S.Kandiah in a big way and settled the grievances of many pensioners who are living in remote villages and drawing pension from rural branches.
For the information of the readers, I am giving the names of the Canara Bank branches, where Sgt.S.Kandiah visited. First of all the Exwel Trust thanks the Canara Bank management for giving access to a retired officer to attend the pensioner’s grievances in more than 24 branches in Tirunelveli region. We are very much thankful to the concerned branch managers for having given excellent co-operation to Sgt.S.Kandiah and the pensioners.

A single man visited all these branches alone and made this possible. Can any body name any such person doing such service to the ex-servicemen any where in the Country ? If so please send us his name and address with photo for publishing in this Blog. If we cannot do, at least we can appreciate and encourage them.
At this moment, the Exwel trust is proud to mention that it is the excellent recognition the Canara Bank management had given to its retired officer Sgt.S.Kandiah. But for the support by the Canara Bank management, this task would not have been achieved.
But why the other Banks like the SBI, IOB, Indian Bank are not utilizing the services of its retired ex-servicemen bank employees?

The SBI being the largest bank and having large number of pensioners with them, still not co-operating with the voluntary services of the Exwel Trust. For every problem of the pensioners the SBI branches simply tell the pensioners to go the CPPC, Chennai and close the chapter.
The grievances of the defence pensioners are mounting in SBI Branches. It is high time the SBI look into it immediately.

BANK MANAGERS MEET AT TIRUNELVELI
The Pension Paying Banks (PDAs) plays a vital role in the welfare and well being of the pensioners. It is the Banks which is in contact with the pensioners for a long period. In many cases, the family pension is also continued in the same bank.
It is therefore necessary to have a good relationship and understanding with the banks and the respective branch managers.
In view of the above, the Exwel Trust proposes to conduct a Bank Manager’s meeting in Tirunelveli Centre. It is proposed to invite all the branch managers in and around Tirunelveli city for the metting. The purpose of the meeting is to explain the problems of defence pensioners and family pensioners and suggest ways and means to solve them.

There is urgent need for aged home for the veterans. Children abandoning the aged parents are increasing day by day. Many colonies and individual houses constructed some forty years back with lot of dreams today remain deserted. There is no body to live in and maintain it.
Most of their children got very good higher education and flew away to US and
Their dreams like build a house, educate their children, arrange them a good married life every thing fulfilled, but the inherent desire to live jointly with them in the old age did not materialize.
For many educated senior citizens money is not the problem. The main problem is who will look after them at this old age. Here comes the need for a well planned aged home exclusively for the aged veterans and their families. Of course there are a number of aged homes throughout the country.
The Exwel Trust carried out a survey on the problems of aged veterans and their families. It has been noticed with great concern that the life of many aged veterans at the their fag end is miserable. It may be understood that the pension alone will not give a peaceful life. It is the happy social family life that is needed with the pension.
In view of the increasing social unhappiness in a family, the Trust had decided to conduct frequent counseling to the needy families and educate them to have a joint family wherever possible to look after the aged parents.
The Trust is proposing to start an aged veteran’s home for the needy aged veterans. The details will be published in due course. In the meantime, the readers are welcome to give their suggestions in the matter.

ARREARS PAID TO SPECIAL FAMILY PENSIONERS
During our visit to Central Bank of India, Kovilpatti, Tamilnadu we noticed Two Special family pensioners were getting less Basic pension.
1) Smt. Kupputhai w/o Late Sep.Nagamalai (DSC) PPO No.F/3866/74 A/c No,12748 25669
2) Smt.Eswari Ammal W/O Late Nk.Sivanu (275812), PPO No.F/ 2883/ 87 A/C No.12748 25206
We contacted the Manager Mr.Paul and discussed about the short payment and CDA Cir 410 where in the Basic Special family pension is increased to a minimum of Rs.7000/- The Manager happily accepted our submission and arranged to revise the Basic pension and paid the arrears of Rs.64801/- each immediately.
The Manager Mr.Paul, a young Probationary Officer of Central Bank of India, Kovilpatti Branch is to be appreciated for his sincere efforts to pay the arrears without any delay. Mr.Kandiah and the Manager worked few Sundays to pay the arrears.
We also understand that still there are about 9 more Special Family pensioners in that area. We are tracing out their location and we are confident of getting their dues.

WE WANT REASONABLE PENSION
WE WANT REASONABLE PENSION NOT O.R.O.P.
The main demands of the lower ranks of the PBOR are a reasonable pension that need not be One Rank One Pension. Reasonable pension means, a pension amount sufficient to live a peaceful life after sacrificing the youthful part of their life in the defence service.
It is not necessary that it should be OROP. It can be IP (Improvement in Pension) or CP (Compensating Pension) or in any name that can give them reasonable pension.
The basic principle is that the ex-servicemen demand is to compensate the truncated service and honour them with full pension that is given to other ordinary civil servants. In other words, the minimum pension should not be less than 50% of last pay drawn equated with the latest pay commission scales by giving them full weightage in service.
Let the Government reject the OROP. But accept our demand for a reasonable pension for a rigorous truncated service or give a suitable re-employment for completing 33 years service.
It is the military discipline that prevents these 17 lakh men not to go in for any sort of agitation for their pension hike. But it does not mean that they will remain disciplined for ever.
It is high time that the Government should take up the grievances of the lower ranks (PBOR) without delay and settle with a reasonable pension for Sepoys, Naiks and Havildars and equivalent ranks in the other services.
It may please be understood by the authorities that the ex-servicemen (PBORs)don’t need liquor. Instead they need rice and atta through canteen and better pension. If they understand the motive behind the issue of liquor to the ex-servicemen and widows, the situation will become worse.

THE DEFENCE PENSIONERS MUST KNOW THEIR PENSION.
It has been observed with great concern that a large number of Defence pensioners (PBORs) including Honorary Rank officers just accept whatever the bank pays to them as pension. The position of a family pensioner is still worse.
The highly educated children of many defence pensioners don’t bother about to find out whether their parents are getting the correct pension.
The Exwel Trust volunteers, practically go to the residences of many family pensioners after getting the details of pensioners and addresses from the pension paying banks. Hardly one percent of the pensioner comes out of their own for help. They simply continue to accept whatever is paid by the bank.
The Trust conducted one pensioners meet to help the pensioners to get their correct pension and arrears. The response was better than expected. But the follow up by the pensioners was very poor. There were about 150 pensioners in one pensioners meet. It was not possible for the organizers of the meet to settle all the cases in one day. Therefore they have asked the pensioners to come on different dates. But most of the pensioners did not turn up to get their correct pension. If this is the attitude of the majority of the defence pensioners, the banks will continue to pay whatever the amount they feel like paying. The voluntary organizations like the Exwel Trust will not have any interest to proceed further in the matter.
Whatever the services done by the Trust was purely voluntary. Most of the pensioners helped by the Trust are widows above the age of 70. They cannot go to the bank and claim the pension arrears of their own. They cannot approach even the pension adalat. The pension adalats are mere eye wash.
The Exwel Trust had referred more than 15 cases to the SBI CPPC, Chennai. So far the bank had not even acknowledged the complaint. Most of them are Special Family pensioners. They are being paid a basic pension of Rs.3500 instead of Rs.7000 from 01.01.2006. We feel like sending legal notice to the bank. However we are afraid of the expenses involved on a legal procedure.
The Bank’s legal department seldom accepts the verdict of the lower court. They will not hesitate to drag the case to even supreme court. The banks may be able to spend any amount for the legal battle. But a poor pensioner cannot afford to spend.
It is high time that the Defence pensioners better know about their pension. Otherwise the Banks in due course may stop paying the pension.

THE EXWEL TRUST CONTINUES ITS SERVICES

During our visit and interactions, we traced Two more Family pensioners receiving less pension.
1) Smt.C.Theresa W/O Late Hony.Flying Officer G.Chelladorai- PPO No.AF/F/NA/ 197/2002.
She was being paid family pension of Rs.7119- as Basic as per Annexure -I , MOD letter dated 11-11-2008.We contacted PDA, Canara Bank, Nazareth , Tuticorin-Dist , Tamil Nadu and informed about the short payment. She is eligible for Basic pension of Rs.8100/- as per Annexure-III of CDA Cir.397 and 403.The arrear amount worked was Rs.50140/-. The Bank was kind enough to accept our submission and paid the arreas and revised the Basic pension as Rs.8100/-
2) Smt.Velammal W/O Late Sub.Rajamani ( JC 19684) was paid basic pension of Rs3811/- as per Annexure -I Our Trust , after verifying the PPO, informed the PDA, Union Bank of India, Vadakarai-627812, Tirunelveli-Dist, Tamil Nadu and the PDA readily accepted our submission and paid the arrears of Rs.49026/- and revised the Basic Pension as Rs.4770/- for the rank of Subedar , Group- D.as per Annexure- III of MOD letter dated 11-11-2008.
Our Trust is continuing our efforts in tracing out the under paid family pensioners in our area.

ராணுவ பென்சனர் குறை தீர்க்கும் கூட்டம்
ஆறாவது ஊதிய கமிசனின் பரிந்துரைகள் அமுல் படுத்தப்பட்டு இரண்டு ஆண்டுகள் ஆகியும் இன்னும் பல பென்சனர்கள் சரியான பென்சன் கிடைக்காமல் தவிக்கின்றனர்.

ANOTHER TWO MORE AGED VETERANS HELPED IN GETTING THEIR ELIGIBLE ADDITIONAL PENSION.
Ex-Sep.Jesudian Nadar by Sgt.S.Kanthiah (retd)
Our Trust , on our extensive drive and interaction with pensioners identified another Two more aged veterans, One Ex-Sep Jesudian Nadar ( 8812301 ) aged 89, DOB 23-6-1920 and another Ex.Hav.Pandiaraj ( 6257489 ) aged 83 ,DOB 27-8-1926. They were not aware that they are eligible for an additional pension on completing the age of 80 .
when we explained their eligiblity and the arrear amount of Rs.55000plus and Rs 41835//- respectively, they were simply taken to surprise. We ,after careful scrutinse of PPO, Discharge book nd the Bank Pass book, calculated the arrears and submitted the DUE/ Drawn statements to the concerned banks and requested them to revise pension on account of this Addlpen. The PDAs were kind enough to revise and pay the arrears promptly. There are still many more such aged veterans not knowing their legitimate pension. Our Trust continues to take untiring efforts and extensive interactions with pensioners/ Family pensioners to ensure that they are getting their rightful dues.
