 KNOW ABOUT ACP  AND MACP

 

The concept of ACP   came into effect from 01-01-2006.    

This was brought  to effect due to  no promotion  on the ranks for a very long  period   as there is vacancy  .

To obviate this  financial loss,  this ASSURED  CAREER PROGRESSION  was considered.

According to this scheme , for example  One Sepoy is not getting promotion  even after serving for 17 yrs. He goes on pension on the same Rank with Sepoy pension.

Under this scheme,  a time factor is brought, i.e   8 yrs, 16 yrs and 24 yrs.

This is a financial up gradation to compensate  non promotion.

 This up gradation is limited to max 3 times , 8, 16, 24 yrs.

A Sepoy not promoted to next Rank, i.e Naik  on completion of 8 yrs,  he will be considered as ACP-1  … He will be paid Pay and allowances for the Rank of Naik, but his Rank will remain as Sepoy only .   then 16 th year, he will be given ACP-2  and the pay and allowances  will be paid as per Havildar Rank.   Like wise  on completion of 24 yrs, ACP-3 will be given.  In practice, no Sepoy will serve for 24 yrs.

This ACP system was Modified  for the benefit of JCOs and Ors.  JCOs will serve for more than 24 yrs, hence  to benefit  the Time gap is increased    from 8, 16, 24  to   10, 20, 30 yrs.

This  MACP    MODIFIED ASSURED CAREER PROGRESSION came into effect from 01-09-2008.    

Many employees   wanted the same benefit from 01-01-2006 like ACP.    AFT was approached, accordingly, AFT also  gave judgment  that it is effective from 01-01-2006.  But arrears if any will be paid from  01-09-2008. Only

Now  we can  view our PPOs, where  it will be Given as ACP-  1, 2, 3  or  No.  MACP-1,2,3 or No.

HOW TO FIND THE RATES OF FAMILY PENSION-DE- WIP FOR DEFENCE

    

HOW TO FIND OUT THE RATE OF FAMILY PENSION/DE/WIP-  DEFENCE    

FOR FAMILY PENSION:   Example:  Sepoy   Group- Y    QS; 15 Yrs.

Present  Basic pension of Sep-  17130/-(w.e.f 01-01-2016 )

ORDINARY FAMILY PENSION :   Pensioners pension X 60%

17130 X 60%=   10278

Can Verify  with Table No. 25 of cir 555(OROP-I)  

  and Table No. 27 of Cir 666(OROP-II)

ENHANCED RATE    :         Pensioners pension  X 100% =  17130

        This is up to 67 ys of pensioner (deceased)   or

        7 yrs after the date of death  which ever early.

SPECIAL FAMILY PENSION :  Pensioners pension X 120 %

17130X 120%=   20556

Can verify with Table No. 34 of cir 555(OROP-I)  

And  Table No. 37 of cir 666(OROP-II)

 

LIBERALISED  FAMILY PENSION:  Pensioners pension X 200%

                       17130 X 200% = 34260

Can verify with Table No.43 of cir 555(OROP-I)

And Table no:57 of cir 666(OROP-II)

DISABILITY   PENSION:   DE

Disability  element  for 100%  is 60% of pensioners pension.

Example:        for  100% DE=      17130 X60%=   10278

                        For 50% DE   =       17130 X 30%=  5139

For  any %, it is calculated proportionately   from the rate of 100%  -

Can verify with Table No.ss.76 oc cir 555(OROP-I)

And Table No: 93 of cir 666(OROP-II) 

 

WAR INJURY PENSION  :   WIP  -    D/ BC

War injury pension  for 100%....200 % of pensioners pension, in case of invalided.

                                             OR    100 % OF last drawn emolument

                                                         120% of pensioners pension in case of Discharge.

                                             OR       60% of last drawn emolument.

Example:        for  100%  WI E….  17130X 200 %= 34260

 For 50%     WIE ….   17130 X 100= 17130

Can verify with Table No.94 of cir 555(OROP-I)  

And Table No.113 of cir 666 (OROP-II)

 

 

REVISION OF PENSION FOR THE LAST RANK HELD FOR LESS THAN 10MONTHS

 

Dear veteran brothers,

REVISION  OF PENSION  FOR THE RANK LAST HELD  FOR LESS THAN 10 MONTHS,

As per MOD letter No: 1/99/D(Pen/Sers) dated  07-06-1999,    there was no stipulation regarding minimum length of service in the Rank last held.

The PCDA has not been giving the benefit of such revision to pension  for the last held Rank if it was held for less than 10 months.

Again,  as per MOD ltr.No.B/3913/AG/P.S-4(a&c) /131/A/D (pen/Sers   )

dated 09-02-2001,

The benefit denied by PSA  to those pensioners  who held the last  Rank for less than 10 months is amended.

The Government has amended  the Rules which now provide  that the pension of all Pre-96 pensioners will be revised on the basis of the Rank , Trade and Group  last held even if it was held for less than 10 months,

All affected  pensioners  can approach their Record offices  for the benefit  if not got  so far,

 

OROP II ARREARS SUPREME COURT INSTRUCTIONS

 

     OROP II ARREARS PAYMENT SUPREME  COURT INSTRUCTIONS 

Dear Veteran Brothers, 

The Supreme Court  has instructed the Government of India to pay  the OROP II arrears in the following  manner  and not later than 28-02-2024. 

The Total numbers of Pensioners are about 25 Lakhs.

4 Lakhs pensioners are not qualified  for arrears 

Rest 21 Lakhs pensioners  , the OROP II arrears will be paid in the following manner.

 

1.     For Family pensioners and Gallantry award winners  in one GO  .that is in ONE instalment , before the end of 30-04-2023.

2.      For pensioners  70 yrs and above, full arrears to be paid  in ONE GO or in installments  but not latter than 30-06-2023.

3.     . For all other categories of pensioners, in 4  quarterly  installments instead of  Half yearly  installment  and  to be completed  before 28-02-2024

     . like     31-08-2023,   30-11-2023 and  28-02-2024.

OROP-II ANOMALLIES -DHARNA AT JANTAR MANTAR

Dear Veteran brothers,

Please think over  regarding OROP  fixation of pension.

The original fight  was for OROP, i.e the Pension of past pensioners and the future  pensioners should be same for  same Rank, same Group and same length of service.

 

Here, the servicing  personnel are getting  an increment of 3%  every year, We also wanted the increment in pension every year,   The Govt said that it is not possible to revise the pension of over 30laks pensioner every year.  Instead ,  Govt. agreed to revise the pension every 5 yrs  vide their commitment in 2015.   Accordingly the  OROP =I  was formulated  in 2014. 

Here they arrived the formula  Min/ Max  and average   method  which is a confusing method.

Nobody could  follow   how they have arrived the minimum and maximum,  Anyway , it was implemented  w.e.f 1-7-2014.    There were so many anomalies , a One man Anomaly committee was formed , they submitted the report in 2016 , But  the report was not  available in public domine.

Here, if the fixation formula   by  giving the increment  of 3%  or 1.5% for pensioners was taken ,that is to say, after 5 year,  in Simple or compounded method,  say 7.5 %. Increase is taken for fixation, all , irrespective of Ranks would have been benefited .   There would be no discrimination  Officers or Men.    And the present agitation might have not come .

No doubt, there is  grievances  regarding Equal MSP,  Disability  formula, Special/ Liberalised family pension  and so on.

But the  OROP_II  dissatisfaction  should have not come if the increment formula was adopted.,

Now, due to this OROP-II  anomalies,  Our JCOs are deprived of their  increment and a RIFT  has been surfaced  between Officer and Men , which is not at all appreciable.   This will affect the Serving men  and a short of hatred may develop  which is very much not acceptable.

Now, ESM community / associations, forgetting their  differences, have joined together  and raising their voices  against Government, MOD, DESW ,CGDA and PCDA . 

Dear veteran brothers, please think over .   Learned veterans Organisations like  IESL, IESM and TSEWA  can  put forward  such suggestion  to higher ups .

OROP II ARREARS IN ONE GO CDA INSTRUCTIONS

 

Dear  All Veterans and family pensioners,

On the basis of the Supreme court verdict today,  13-3-2023,

CDA has  issued an instruction to ALL BANKS  to disburse the OROP II arrears in ONE GO.  

Hope it is a genuine  news,
