ALAS-  OROP-II  -DISAPPOINTING 

The long awaited  OROP –II  is released by  MOD- CDA cir 666.

We all know that, any  Revision/  Pay commission  will have increased Pay/Pension and allowances of all  Ranks.  Even OROP- I  gave increase in pension for all Ranks.  But here is no increase in pension for Sub, Hony.Lt and Hony Captains in OROP-II.    This is very much disappointing and   injustice . 

It is almost  disrespect to   Military pensioners.

Where from the Minimum, Maximum and the Average came .   The accuracy is questionable.

There is table for pre 2016 and post 2016  for certain Groups-. Why. 

The MOD could have easily arrived a FACTOR like 2.57, which will give benefit to all Ranks.

As per CDA cirs  430, 501, 547,555, 568  & 570, there was increment for all Ranks.

There is yearly increment of 3% for serving  personnel,  the ESMs may be given 1.5% increment

The team  IESM  at New  Delhi  was fighting for  yearly increment for ESM, but Govt  agreed to give increment  every 5 years.  Hence the OROP-II . They could have given 1.5 X 5= 7.5 %  as increment, so that every ESM  would have been benefited,   But, now, this OROP-II  has  created lot of grudge and anguish   against OROP-II by   ESM community.   It is unfair and injustice  to ESM..

Now, the ESMs are compelled to knock the door  of JUDICIARY   for this  injustice  which is not a healthy  atmosphere ..

We, the ESM community have to raise our voice  against this OROPI-II Revision .

 

OROP II ARRARSCALCULATION FOR INDIVIDUAL PENSIONER

 

Dear Veteran brothers,

We have prepared  one EXCEL sheet for  Arrars calculation for  indivisdual pensioner.

You have feed the Revised and Existing rate -  in the  sheet.   

You will get the arrears   and installments  and  revised  Net pension from 01-01-2023.

For example, you give  for a Hav- Gp-X,  20Yrs  service    Revised rate  24735   and  

existing rate   23272-    you will get the difference in pension and the arrears  from 01-07-2019

 to 31-12-2022 and  the 4 installment     and the net pension from 01-01-2023.

We hope this  chart may be usefu for individual calculation.    

FOR REVISED RATE,  YOU CAN  REFER CDA CIRCULAR  666- tables . Table No. 7  and 8

YOU CAN ALSO ARRIVE THE ARREARS BY MULTIPLYING THE  DIFFERENCE WITH FACTOR    52.26    

For example take the above  table;    

Difference is   2096      multiply  with 52.26

2096 X 52.26=109537

ON receiving the  News of death of  HONY.FLT  M.PACKIA NATARAJAN (Retd),

ADLR Team , headed by our CSD canteen Manager  Hony.Capt. Sangili Pandian,  came to the House   and laid Wreath on the body of  Late  Hony.Flt  and paid the tribute  and  expressed his condolences to the family members of the deceased. 

All veterans  and family members of the deceased thanked  the ADLR team.

A GLANCE AT THE DESW LETTER DATED 20-01-2023

 

Referring to the DSEW letter.  . we look into the  Applicable and Non Applicable of arrears:

1.Those who are drawing pension as on 01-07-2019  are eligible for this arrears.

2. Those who were discharged between 01-07-2014 and 01-07-2019, for them separate corr PPO will be issued for this revision and arrears.

3. Those who were discharged after 01-07-2014, under Pre-matured / VRS are not eligible for this revision and arrears.

4.Arrears will be paid in 4 equal  Half early installments.

5. For Family pensioners and Gallantry award winners, the arrears will be paid  fully in one installment.

6.For those pensioners, whose accounts are Migrated to SPARSH, will be dealt with SPARSH Allahabad and not by Banks.

7.  No arrears for the period  prior to 01-07-2019.

8. If the pensioner under this provision died before receiving the arrears,  LTA shall be paid to  NOK..

10. Arrears will be calculated from 01-07-2019 till the date of calculation.  eg. 1-7-2019 to 31-12-2022

11. Any over payment of pension, outstanding, may be recovered from this arrears..

We have to wait for the Circular from PCDA for payment.

Dear veteran brothers, 

let us know about  the

 LIBERALISED SPECIAL FAMILY PENSION:

We all know that the Disability is under 5 categories.  A, B ,C ,D and E

In case of death   under Cat  E , the family will be sanctioned with

  LIBERALISED FAMILY PENSION   - Denoted by PPO.No;  F / BC

In case of  injury under   Category  “D”, the veteran is sanctioned with

 LIBERALISED DISABILITY PENSION.  Service element  plus Disability element  shall not be less than 80% of the reckonable emolument.  Denoted by  D/ BC

In case of death  under  cat  D,  while in service, the family is sanctioned with

LIBERALISED SPECIAL FAMILY PENSION.  The rate of pension is equal to the reckonable last drawn by the  deceased .   Denoted by PPO No:  F/L.Spl.FP

Please refer  page number 178 of The Army pension Regulation -1961, Part I

We understand that, some Liberalised Special Family pensioners are being paid with only Special Family pension , that is 60% of the emolument.  Denoted by    only F. 

All ESM Associations, and Senior  veterans  are requested to kindly  help the affected widows  to get their entitled rate of pension.

 Our Government has increased the  Dearness Relief  by 4%  to Central FREEDOM FIGHTER-PENSIONERS   with effect from 01-07-2022.

From Existing Rate of 32 %  to 36 %.

Other Freedom Fighters  Existing Basic Pension:   26000.00

Increased DR  36%..............................................=    9360.00

                                           Total......................   =   35360.    w.e.f  01-07-2022

Same way for Dependents...........Existing Basic..= .13000.00.

 increased DR @ 36%........................................=     4680.00 .

                                        Total.............................= 17680.00  w.e.f  01-07-2022

The affected  freedom fighters- pensioners may approach their  for getting the revised pension.
