KIND ATTENTION OF PRE-2016 RETIREES- SPARSH

 

Dear Veteran Brothers,

We all know that, the New system  for pension disbursement – SPARSH  has come in to effect.

Most of Post-2016 pension papers are Migrated to SPARSH  in PCDA ,  Allahabad.

We understand that about 50000 , Pre-2016 pensioners have not received their pension  due to this Migration to SPARSH.   The reason , they say, some DATAs missing/ not available  like Mobile number, E-Mail ID    and Life certificate.  They say, upload Life certificate immediately. 

Many veterans have not received USER ID  and Pass word  for LOGIN  to Sparsh.

How to submit Life Certificate-  Bank people are not accepting as the pension papers are  migrated to SPARSH, and Bank is not having paper .  This is the position. 

The Pre-2016 papers not Migrated as of now.

Hence, it is advisable for PRE-2016  to submit the DATAs  like  Mobile number, E-Mail ID, and Aadhar &PAN cards   once again to our Pension paying branch to UP LOAD again, or confirm that these D ATAs are  already uploaded   including Life Certificate along with a copy of PPO. 

If  some of the DATAs like Mobile number or E-Mail ID  or Aadhar card is not  updated, then  the SPARSH will not credit our pension.   Then, for restoring our pension, we have to Run Pillar to post  and there will be a lot of delay. 

Our veterans may request  their Record office,  by E=Mail, whether  DATAs are updated in our Service Record.   This is also one of ways . 

Hence, all our  ESM Associations may please advise our  Pre=2016 veteran brothers in their areas  to give a FRESH  application for up-dating the DATAs to their Bank branches  without delay.

The below mentioned  veteran visited our Trust for change of name and DOB of his wife.

Name: DM.Paranjothi Pandian     Rank: Nail   Serv.No: 7127196 Y   RO;  EME

Name of his wife in  PPO:  Glory Christ Thayammal .

But, in her School certificate, Aadhar and PAN car, it is only THAYAMMAL..

We prepared the required Documents  i.e  Affidavit,  Two News paper Publication, Self Declaration  and copies of School certificate, Aadhar Card & PAN card and forwarded to his Record Office.through Zilla Sainik board on 20-01-2022.

Now, the veteran has received the Part II order dated 09-05-2022  for change of Name and DOB .

The veteran and his wife called on us and thanked us fro this valuable help and guidance..

Our Trust is also happy in helping  veterans. 

We have helped more than 20 such veterans  in this regard.

But, Very few veterans only inform the  Part II order publication.

Still many  veterans are inquiring the Types and Rate of Family pension.

We are once again publishing  the Types and Rates of Family pension:

Types:

Ordinary Normal  Family pension-    30% of  Reckonable Emolument

Enhanced Rate:   50% of  RE  for 7 yrs from the date of death or upto the 67 yrs of the age of veteran which ever is early.    And 10 yrs  if died I while in service.

Special Family Pension   :    60% of RE

2^nd award of SFP………………50% of SFP  or  30% of RE

Liberalised Family   pension:    100% of RE  i.e Last pay drawn

2^nd award of LFP  :     60% of RE

Divided Family pension  :   50%  of Family pension to 2^nd wife and son/daughter of first wife

Pension on Remarriage:

If the widow is child less,  she is eligible for Family pension.  No pension if there is children

Special and Liberalised   Family pensioner – Remarried - eligible for pension even if she has children from first husband/veteran..

ELIGIBLE FAMILY MEMBERS  TO GET  FAMILY PENSION

LEGALLY Wedded Spouse,   Legally Separated spouse  with certain condition

Children of first wife, Children of Second  wife ( Void Marriage)

Widowed/ Divorced/ Unmarried/ Handicapped / Abandoned  daughters , irrespective of age, but income shall not be more than 9000+ DA.

Sons / Adopted son  up to the age of 25 yrs  or up to the date of marriage which ever is early/ Unemployed.

Dependent Parents  ( Combined income shall not be more than 9000+DA)

Minor brother till becoming Major

Disabled Children –irrespective of age/ gender/ marital status –

 ( income shall not be more than 9000+DA)

HOW TO IDENTIFY THE TYPES OF FAMILY PENSION

Before digitalization, there used to be Prefix  before the PPO number,

After  Digitalisation/ EPPO  there is Suffix  after the Number.

Examples:

Ordinary Family pension:    FNA/ 1324/ year                 12 digits  & Suffix;  3000

For Children……………………  FNA/1234/ year         12 digits  & Suffix   3100

Special Family pension &   :    F  / 1234/ year                12 digits  & Suffix : 3300

2^nd Award…….                          F/   1234/ year              12 Digits & Suffix: 3600

Liberalised Family pension:  F/BC/  1234/ year             12 digits & Suffix :  3700

2^nd award  LFP…………… F/ BC/ 1234 / year          12 digits& Suffix :  4000

RATE    - VERY SIMPLE FORMULA:

.For  ordinary  family pension:    Veterans  basic pension  X 60%

Example:  A Sepoy   whose Basic pension is  17130

Family  pension is=  17130 X 60%= 10278 + DA

For Special Family pension:   Veteran's Basic  X 120%  +DA

For  Liberalised  Family pension: Veterans last pay drawn +DA

ENHANCEMENT OF DEARNESS RELIEF TO EX-GRATIA PENSIONERS

 

The Dearness Relief for Ex-Gratia Pensioners( CPF  Beneficiaries )   is enhanced  

by 13% effect from 01-01-2022.   From 368 %  to  381 %.

VERY USEFUL INFORMATION

 

Dear Veteran brothers,

The ACP Scheme  was introduced   from 5 th Pay Commission w.e.f 1-1-1996.

By this scheme,  any veteran below officers Rank,  held the same Rank for more than 10 years without promotion,  is eligible for pension of next higher Rank.  That is,

A  Sepoy with more than 10 years of service , say QS 17 yrs---Eligible for Naik”s pension

A Naik    with more than  10 yrs as Naik    - Eligible for  Havildar’s Pension

A  Havildar  with more than 10Yrs as Havildar-  Eligible for Naib Subedar Pension.

Likewise  other Ranks also. 

This benefit is applicable for those veterans who retired Between 01-01-1996  and Aug 2003. 

The affected veterans may approach  AFT ,( Armed Forces Tribunal )   for getting this benefit.

They  are likely to get a handsome amount of arrears,  and increase in Pension for Life.

 Interested veterans  may approach our Trust Office  for Guidance.

If you go  individually  to AFT, it will cost more than 30000/-

Our Tri Service ESM Welfare Association, Legal Section,  is arranging  for a combined  case, for that  the legal cost  will be 2000 to 4000 only.   TSEWA  members may directly approach them ,

Non members  may visit our Trust office for guidance-

RAMADAN FESTIVAL -2022 GREETINGS

 Dear  Muslim  veteran brothers  and families,

YET ANOTHER FRUITFUL RESULT FOR OUR EFFORTS.

The under mentioned  veteran was drawing pension and died on 22-11-2019.

Name: MM.Arumugam   Rank: Hony.Nb.Sub    Serv.No; 13845944 P

Name of his wife:  Mubbadathy. 

PPO.No: S/ 015957/94     there was JOINT NOTIFICATION   but no Joint account.

The widow approach PDA for  switching over to Family pension.

Bank officials  verified the documents, PPO, Aadhar and  PAN cars and Pass book.

There was  mismatch in the Name.  i.e,  MUBBADATHY  in PPO  and MUPPADATHY  in all other documents.  Hence, the PDA advised the widow to get it corrected.

The widow was not aware of the procedure  for correction of her name and kept quite.

On coming to know the services of our Trust, her daughter  visited our Trust  and sought our help.  We made arrangement of  correction of  Name in Aadhar and PAN card.  After, getting the corrected  Aadhar and PAN card,  we requested the PDA  to make correction in the  Bank pass book.  Then,  with corrected Aadhar, PAN card and the Pass book,  we approached the  PDA and the CPPC, SBI for switching over to Family pension. Now, the Bank officials informed that , the deceased veteran had availed a Loan and there is a Liability, which is to be cleared first, then only, family pension  will be released.

The poor widow  was facing financial hardship for the last 2 years with out pension, Now, she has to clear the liability of her husband.  Any how, she borrowed  from relatives and cleared the liability.

With this clearance, we prepared a fresh  application, F-14, Non-Remarriage certificate,

Life Certificate, Undertaking letter, Death certificate,  corrected Aadhar and PAN card and Bank passbook  for  switching over to family pension  and submitted.   With all these  happenings for more than a year ,  so many telephonic conversation with PDA and CPPC,   the Family pension is NOW released 

 With effect  from 23-11-2019 and the arrears. 

The widow  was very much happy and visited our Trust  and expressed her sincere thanks for all the help and guidance  in getting her pension released..

We informed her  that  she is now eligible for Canteen facilities and  can Join ESHS-She  is immensely happy.

THIS IS  ONE MORE FRUITFUL  RESULT  FOR  UNTIRING EFFORTS.
