NOVEMBER- THE MONTH OF LIFE CERTIFICATE
Personal appearance OF a pensioner to the PDA is must, once in a year in the month of November.
There are cases where the pensioner had already died, not informed to the PDA, the pension was being credited every months for years together, amounting to few laks.
In the past, the PDAs were not taking the Life certificate seriously/ not verified the existence(alive) of the pensioners. Some times, the pension was drawn by the relatives by fake means/ ATM cards etc.
There is a Rule that if the pension is not drawn for 12 months continuously, the pension will be stopped but the rule was not followed strictly by the PDAs. If it is stopped, then Revoking is a very difficult job. We have to approach Record office and the CDA ,
But, after creation of Centralized Pension Processing Centers(CPPC) in each Nationalised banks, all the DATAS of the pensioners are fed in to the computers including the last Life Certificate date. Hence, if we do not submit the Life certificate by the end of November , the Computer will automatically stop the pension payment.
To avoid such unpleasant happenings, all the veterans are requested to visit the Bank and submit the Life certificate in November every year.
Aged / bed ridden pensioners , not able to travel can, obtain a Doctors Certificate with reg.No.and submit to the Bank.
In respect of Pensioners drawing pension through DPDOs, they can either personally appear for identification or send Life Certificate obtained from the Bank through which they are drawing pension to DPDO.
Dear veteran bothers, please submit the Life certificate before 30-11-2013 and also inform all other veterans and family pensioners in your areas to submit with out fail..

OLD WIDOW OF HONY.LT AT HER DOOR STEP.
On our regular visits and interaction with veterans, we came
to know that one widow of a Hony.Lt is bedridden and not knowing her eligible
pension.
Name: smt. Manonmani W/O Late Jeyaraj Thomas
Reg.No. JC3568………………………Hony. Lt.( Sub-Maj)
Date of birth: 05-01-1928 PPO.No; S/JN/8311/1994
PDA: Central bank of India , Tirunelveli-dist Tamil Nadu.
Our Trust members made a surprise visit to her house . The
widow was surprised of our visit and was
delighted to see us, the Exwel Trust members. She is completely Immobile,
bedridden, looked after by her son. On interaction, she recollected the good
olden days in Srinagar .
On verifying the available records, PPO and the bank pass
book, we noticed that she is being paid basic pension of Rs.7119/ as per CDA
cir 397, the consolidated pension. And additional pension. As on date her pension is 7119 + Addl pen 30% + DA.
Her pension was to be revised as per CDA cir 403, as
rs.8100/ from 1-1-2006 and Rs.9279 from
24-9-2012 as per CDA cir 502..AND 510.

The poor lady was not aware of all these revision , and when
we roughly calculated the arrears on the spot
it was a Lac plus. The widow was so much happy and pleased with our useful visit and sincerely thanked us by waving her both
the hands from the bed for this timely
help in getting a large amount of arrears in this fag end of her life .
We contacted the PDA and
reported the non-revision of pension from 1-1-2006..
We also submitted the calculation of arrears on account of
this revision amounting to a Lac plus..
The Manager Mr.Augustine was kind enough to accept our findings and submission and agreed to arrange for revision and payment of
arrears in the month of November 2013.
Our Trust is once again happy in helping one more widow
pensioner, but for our intervention, this discrepancy might have gone unnoticed...

AN AGGRIEVED HAVILDAR HELPED.

called on us and reported that he is not being paid Disability pension.

On verifying the PPOs and
other available documents, we noticed that he is eligible for 30% Disability
pension for life . This order is from a
Corrigendum PPO extending the Disability for Life.
We informed the PDA and
their CPPC at Chennai. They replied
that the Corr.PPO is not available with
them , hence the Disability pension was not paid.
Now, we have sent a Copy of the Corr PPO- i.e the Disability
pension is extended for Life @30%. From 24-2-2003 for life and requested the CPPC, Chennai to pay the
Disability pension.
The aggrieved Havildar was
happy and thanked us for the timely help..

AFTERMATH OF UNPLEASANT HAPPENING IN TIRUNELVELI MILITARY CANTEEN
It is about 15 days have
since been passed and there appears to be no remedy or relief for the Arrested
Canteen employees.
It is the personnel efforts by the Canteen Manager
, a Lt.Col by Rank could not be
arrested.
It is heartening to note
that such a incident of this nature could not evolve any positive visible reactions from any quarters of the
Ex-Servicemen Community.
Had it been in the case of
Civilian institution, a protest March/ harthal could have been organized.
But, here, in this case no
one wants to face up the case to express the solidarity of the Ex-Servicemen
communities. At last not the least we
say that united we stand , divided we fall.

The DA rate for
Ex-Gratia pensioners is enhanced from
1-7-2013 as follows as per Govt.Order:

For Family pensioners it is enhanced from 158 % to 175%.

AN UNPLEASANT HAPPENING IN OUR TIRUNELVELI MILITARY CANTEEN

HAPPENINGS IN OUR TIRUNELVELI MILITARY
CANTEEN - TIRUNELVELI-DIST TAMIL NADU.
On 03-10-2013,
wife of Tirunelveli District DIG came to our CSD Canteen for some
Grocery items. The Canteen Manager with due courtesy allowed her, but she wanted to be accompanied
by another 3 constables. The Manager informed her that we cannot allow the
other constables inside the canteen, however if needed our staffs will helpin carrying the items.
The wife of DIG got annoyed and went
back and reported the same to her husband.
Within half an Hour, so many police Officials came from different directions and started
checking the Ex-Servicemen on the road outside the canteen premises.
They also arrested 4 of
Canteen staffs . By sensing the situation , Our Manager got anticipated Bail
immediately , otherwise he was also to
be arrested.
The 4 arrested canteen
staffs were in custody in Central
Jail for 3 days and got released .
This Happenings was published in the Tamil News papers Dina
Thanthi and
Dina Malar on 09-10-2013, which is self explanatory.
This is a very sad and unpleasant incident and it shows that the Police Department can
do anything as they wish if they are not obliged.

YET ANOTHER WIDOW HELPED FOR FIRST PENSION.

One Veteran D.Joseph died
in the month of April 2013.
Though the Joint
Notification in favour his wife already existing, the PDA has not disbursed the
family pension.
The poor widow approached
us for a help in this regard.
On confirming the Joint
Notification, we reported the non payment of Family pension to the PDA and
their CPP{C at Chennai.

ONE MORE WIDOW DAUGHTER HELPED FOR PENSION.
We came to
know that one widow daughter of a Late Subedar was not paid the LTA.
The Widow
daughter called on our Trust office for a help in getting the LTA.
Smt.Kalavathi is expressing her thanks to our Liaision Officer Sgt.S.kanthiah.
On verifying the available documents, we noticed that she
is widow . Her father died in April 2008 and her mother also died in September
2008.
The Late Subedar was eligible for revised pension from
1-1-2006 till his death, and the arrears was not paid as LTA to his daughter.
We have taken up the non payment
with her PDA, State Bank of India, Kovilpatti branch.
In the mean time , the widow daughter is eligible for
family pension after the death of her parents . The widow daughter was not
aware of this Government order.

The innocent widow was so happy of this valuable help by
our Trust and sincerely expressed her gratitude
to our Trust members.
Our Trust is also happy in helping one more Widow
daughter for getting her family pension.

PLIGHT OF 2ND WORLD WAR WIDOW -ONE MORE CASE.
We had published this article on 26th June 2012.
For our readers, we are
once again publishing the same article for the information of all the viewers ,
particularly for our veteran brothers.
This widow was identified and helped in getting her
pension revised and an arrears of about 12 lacks . As on date she is receiving –monthly pension
of
Rs.23184/- (9200+3680+10304=23184) .
We are very happy that this
2 nd World War Widow is 93 yrs old still alive and enjoying the fruit of her
husband’s noble sacrifice for the nation.
Dear veteran brothers,
though we are repeatedly publishing such article, but
no body has informed
us such short payment in their areas.
It shows that our veterans are not
interested in our other veterans/ family
pensioners problems..
We once again appeal to
all our veteran brothers, please find out the
Special/ Liberalised family
pensioners - PPO . No; F/…../ and F/ BC/…., F/W/….. , F/TI/… and inform us. We will help them by contacting the Record
Office, CDA and the banks concerned.
EXWEL TRUST VISITS A SECOND WORLD WAR WIDOW
We came to know that one widow was drawing ordinary family pension bearing
PPO No.F/WAR/1939. We took up the case with the Record office and
the CDA
Allahabad. Now we have received a
confirmation from EME Records, Secunderabad and the widow is eligible a
Liberalised Family pension of Rs.9200 p.m. w.e.f. 01.01.2006.

(Late)Sep.Lakshmana Nadar Reg.No.93763 died during 2nd world
war. PPO No.F/WAR/1939 and F/TI/473/1962. PDA Canara Bank,
Arumuganeri, Tuticorin District.
We the exwel trust members visited the 91
years old Second World war widow in a remote village named SETHUKKUVAITHAN
IN Tuticorin District of Tamilnadu. The war widow, 91 years old, hard of
hearing was taken aback by our visit and thanked us for this noble service.
Her basic pension is to be revised from
Rs.3500 to Rs.9200 w.e.f. 01.01.2006. We contacted the PDA and
informed about the revision and payment of arrears. The Manager was kind
enough to accept our submission and agreed to do the needful.
Dear Veterans, there are a number of widows
living in remote villages without knowing their benefits. We found
that the Second world war widow has not been given CSD Canteen
card. She has not been given even the widows identity card.

Immediately we contacted
the branch and informed about the non-revision and the bank official was kind
enough to accept our findings and promised to revise the pension and pay the
arrears in this month itself.
We prepared the arrears
calculation and sent it through the veteran. We have also sent a copy to their
CPPC , Indian Bank, Chennai.
The aggrieved veteran was
very happy about our action and thanked us for this help.

THE PLIGHT OF A 2ND WORLD WAR WIDOW
Signal Man (No.A5861) Muthu Mayyan was
recruited in the British Indian Army on 01.10.1940 with a liability to take
part immediately in overseas war theatres of the British empire. The War
came to an end with a great victory to the British empire in 1945. The
British Indian Army played a vital role for this great victory.
But Signal Man Muthu Mayyam, never came back
after the War. His whereabouts not known. It was only on 01.11.1948, (After the
Independence) the then Signals records confirmed that the Signalman Muthu
Mayyan presumed dead as on 01.11.1948. Thereafter, the independent India released a
Scroll of honour ( The Scroll of honour with Ashok Chakra is
given below) and sanctioned Liberalised Family pension to the widow Smt.Maruthi
with a PPO No.F/W/1939 (CA)83093 w.e.f. 01.01.1950 with a monthly pension of
Rs.8 for self and Rs.4 p.m. as children allowance.
From 01.01.1950 to 27.12.2012 for more than 62
years, the widow lived with whatever pension paid by the Bank. During
these 62 years, the pension hd undergone revision for more than 6 times. Every
time the OFP and LFP had undergone various changes. But it
appears that the changes have not been effected to this widow for Liberalised
pension throughout this period. There is not a single communication from the
Signals record office to this widow during the past 62 years.
It was when the Exwel Trust’s Liaison Officer
Sgt.S.Kandiah, while going through the pension list of the particular bank, he
noticed that Smt.Maruthi, with a PPO Prefix “F/W” was getting a basic pension
of Rs.3500. Immediately the Trust members contacted the widow and the bank and verified
all the records, which showed that she is a 2ndWorld War Liberalised
Family pensioner. She is eligible for a basic pension of Rs.9200 w.e.f. 01.01.2006 and
Rs.11,040 from 20.11.2011 with 20% additional pension.
The Trust also immediately confirmed from the
Signals records that she is eligible for Liberalised family pension. The
young bank Manager Mr.Papanasam was astonished to see how quickly the Trust was
trying to restore the correct pension to an aged and ailing widow. The
Manager was fully convinced over the short payment of her pension for a long
period, at least from 01.01.96 and assured to restore her right pension and
arrears during the life of the widow.
As promised, the Manager arranged for payment
of revised pension and arrears and paid all dues just 3 days before her death
on 06.01.2012. He has done a marvelous job by preparing all documents from the bed side of
the ailing widow and arranged safe deposit of the arrears to the legal heirs.
The most sorrowful part of the story is that
the widow never knew that her monthly pension was Rs.17,444/- at the time of
her death. Had she known, she would have died more happily remembering her
husband’s sacrifice in the 2nd World War. This is the condition of most of our old family pensioners. But for
the immediate action taken by the Exwel Trust and the most sincere Manager
Mr.Papanasam’s help, the widow would not have received the good amount of
arrears to her legal heirs.
Dear Friends and readers of this Blog, please
help aged pensioners by listening their grievances patiently. Verify
the old documents discreetly, enquire the full story of the deceased soldier,
only then you will be able to help them.
You will be surprised to know, that the we
could get this good amount of arrears to the legal heirs only with a Basic
knowledge that all defence family pension PPOs with prefix “F” are
Special Family Pension with a minimum pension of Rs.7000 p.m. and with with
prefix F/W and F/BC are Liberalised family pension with a minimum pension of
Rs.9200/-. With this simple information, we could get arrears to many widows more than
one crore during the past 3 years. Still there are many cases hidden here
and there. We are on constant search out for these poor widows.
Recently on 26.01.2012
we have published a list of 115 widows belonging to Special category defence
family pension getting less pension. We have also estimated a total arrears of
Rs.3.5 crores payable to these widows goes unnoticed by the pensioners and the
bank.
