HARDSHIP FACED BY ECHS MEMBERS IN COLLECTING 64KB CARDS.

The existing  16/ 32kb cards are renewed  to 64 kb cards. The renewed cards are

received by Station HQs.  Stn. HQs inform the members  through OTP to collect the cards.

There are many members still not knowing what is OTP and  how to read, hence the OTP  is vanished after a laps of time.  The members come to know the arrival of cards through  STATUS report  through  organizations like us , and visit the Stn.HQ/ Poly clinic  for collection.  In the absence of OTP, the cards  are not Handed over to members.

Some members have lost their Mobile,  damaged  SIM, some had given the relatives mobile Number as they are not having mobile . the OTP is sent  to the give number. The member not knowing the OTP in such cases.

One member, aged 80 yrs visited 3 times and denied card due not having OTP .

We feel the purpose of OTP is to indentify the actual member.

 If the primary member presents himself  with the existing  ECHS 16/32kb card and other Documents like, copy of renewal Application/ Temporary slip duly signed by O I/C clinic,  Aadhar card, PAN card, Discharge book, PPO and OPD  report note where his photo is  available,  what is more required to identify.

NOTE: Govt says, person above 65 yrs  are not to go out, but here most of the members are above 60 yrs of age.   They are compelled to  go to  ECHS for collection of  New cards. 

If OTP alone is important and enough,  will they Hand over to anybody who gives the OTP number. Still they need the other documents to confirm the actual member.  When such is the case, why not Hand over the cards  even if the OTP is not available due to various reasons.

Our authorities may please review the issue  so as to avoid the Hardship to members  in getting their renewed Cards and also reducing the piling of undelivered cards at Stn.HQ.

All our ESM  organizations  are requested to project this hardship to authorities where ever possible.    

UNFORTUNATE HAPPENINGS IN BANKS - FOR PENSIONERS

UNFORTUNATE HAPPENINGS IN BANK – PENSION MATTERS.

1.     Date of birth wrongly entered in DATA  -   Date of enrollment is punched as Date of Birth, hence Additional pension is delayed.

2.     Enhanced Rate of Family pension  being paid beyond the due date  leading to Recovery  - Hardship to widows.

3.     Fixed medical Allowance being paid  for ECHS members – not stopped even after the member’s request.

4.     Banks demand refund of the FMA drawn  in lump sum. The recovery should be accepted in installment.

5.     The DA rate  is not revised for Ex-Gratia pensioners in time- Most cases.

6.     Additional pension is not effected in time as the DOB is not correctly updated.cir 209

7.     Switching over to Family Pension after the death of pensioner  takes very long time  even though Joint notification/ Joint a/c existing.

8.     Broad banding of Disability Element is delayed  abnormally – e.g  PPO for revision issued in 2018, but bank wants to confirm the non revision from 2002 which is unreasonable.

9.     CDA has sent PPO in 1997 for commencement of Pension, but PPO not received/ lost by Bank, hence pension not commenced. After many complaints, the bank has now applied for DUPLICATE PPO  after 20yrs.

10.                        Liberalised Family Pension  not revised after 24-09-2012.  After repeated  complaints to CPPC, chairman, Pension Adalat and Ombudsman- RBI, the LFP is now revised.

11.                        Pension claim is settled after an abnormal delay. By this time, pensioner died,  the legal heirs  claiming arrears- LTA

12.                        The death claim is not settled by the Bank-Pensioner died in 2015- Pension being credited  for another 2 yrs. His loan is cleared by this wrong credit,

After, noticing the event, the claim is now settled in 2020.

13.                        Pensioner died, Bank is informed, but the pension being credited , leading to recovery  Hardship to family pensioner.

14.                        Hony.Nb.Sub is being paid Havildar pension  even after repeated  representation.  A case of 1986  is still not settled.  PPO available.

15.                         Some  Widow of Hony,Nb.Sub is still being paid pension for the Rank of Havildar. Correspondence going on.

16.                         Types of Family pension not properly classified – Special / Liberalised Family pensioner  being paid Normal family pension.

17.                        Request for Stoppage of Fixed Medical Allowance  is not issued by the Branch.  Pensioner advised to approach their CPPC for the certificate.

Branch can accept and forward it to CPPC.

18.                        Some Bank is insisting to open a fresh SB a/c when there is Joint a/c  which is not required.

19.                         Some Banks  demand  Form 14 for  switching over to Family pension which is not required when Joint Notification and Joint account is available.

20.                        Life certificate submitted in time , misplaced by Bank , and pension is stopped.  Pensioner is put in to mental Agony and hardship..

ONE OCTOGENARIAN HELPED

The below mentioned veteran visited our Trust office for Renewal 

of  his  32 kb card.

Name: N. Govindan  ( 7995437 ) Rank: Hav     QS: 19 yrs.

PPO No: D/ 004906/1979       DOB: 31-03-1940.

PDA: Indian  Bank,   Kadayanallur.

On going through his pass book entries and pension slip, we noticed that  he is not being paid with Addition pension –

Immediately , we reported the  discrepancy to CPPC, Indian Bank, Chennai , enclosing the copies of Aadhar  card, PAN card  and discharge book where it is clearly  mentioned  the DOB as 31-3-1940.

The  veteran was very happy with our action  and thanked us for the timely help.

Our trust  is happy in helping  one Octogenarian..

YET ANOTHER ACHIEVEMENT FOR OUR TRUST- LIBERALISED FAMILY PENSION

Smt, Chandramathi   w/o late Nk. Sangili Chelliah at our trust office.

One Widow was  being paid  incorrect  rate of LIBERALISED FAMILY PENSION.

Smt. Chandramathi   W/O late  Sangili Chelliah(2549519)   Rank: Nk  QS: 11 yrs.

He was killed in war , hence his wife was sanctioned with LFP.

PDA: Central bank Of India,  Tirunelveli dist.

On going through her pass book, when she visited our Trust for renewal of ECHS  card, we noticed that her pension was not revised after  24-9-2012.

We  reported the  non revision  and incorrect Rate of LFP to her CPPC, then to Chairman  and then to Ombudsman RBI   and Pension Adalat , CDA Chennai.

After  having correspondence for about ONE year,  the rate of LIBERALISED FAMILY PENSION in now revised  as 35261/- and

arrears paid  a few lacs on 25-5-2020.

The innocent widow  visited our Trust today ( 04-06-2020 )  and thanked us for all the help  extended by us for getting her pension revised and a few lacs of rupees as arrears,

Our Trust is happy in helping one more widow pensioner- Liberalised Family Pensioner.
