HARDSHIP FACED BY ECHS MEMBERS IN COLLECTING 64KB CARDS.

The existing  16/ 32kb cards are renewed  to 64 kb cards. The renewed cards are
received by Station HQs.  Stn. HQs inform the members  through OTP to collect the cards.
There are many members still not knowing what is OTP and  how to read, hence the OTP  is vanished after a laps of time.  The members come to know the arrival of cards through  STATUS report  through  organizations like us , and visit the Stn.HQ/ Poly clinic  for collection.  In the absence of OTP, the cards  are not Handed over to members.
Some members have lost their Mobile,  damaged  SIM, some had given the relatives mobile Number as they are not having mobile . the OTP is sent  to the give number. The member not knowing the OTP in such cases.

One member, aged 80 yrs visited 3 times and denied card due not having OTP .
We feel the purpose of OTP is to indentify the actual member.

 If the primary member presents himself  with the existing  ECHS 16/32kb card and other Documents like, copy of renewal Application/ Temporary slip duly signed by O I/C clinic,  Aadhar card, PAN card, Discharge book, PPO and OPD  report note where his photo is  available,  what is more required to identify.
NOTE: Govt says, person above 65 yrs  are not to go out, but here most of the members are above 60 yrs of age.   They are compelled to  go to  ECHS for collection of  New cards. 

If OTP alone is important and enough,  will they Hand over to anybody who gives the OTP number. Still they need the other documents to confirm the actual member.  When such is the case, why not Hand over the cards  even if the OTP is not available due to various reasons.
Our authorities may please review the issue  so as to avoid the Hardship to members  in getting their renewed Cards and also reducing the piling of undelivered cards at Stn.HQ.

All our ESM  organizations  are requested to project this hardship to authorities where ever possible.
