ATTENTION VETERAN BROTHERS SERIES- 35





Dear veteran brothers,

We understand from many of our veterans , that they are not aware of
 the PAY SCALE as per 7th CPC.
Due to this  they are not able to verify the correctness of their e-ppo.

Of late, we found in some  e-PPO ,
 the Notional Pay is fixed at less than the minimum rate of Rs.21700

For example-   One  Air force Sgt , Group X, 20 yrs of service  is fixed with Notional Pay of  Rs.20500- which is very much not acceptable.
  In some cases,  Sepoy of 16 yrs service , is fixed with  21700 , ignoring the increments. 
Hence, the necessity of this posting

For the benefit  of our veterans, we are Posting the Scale of Pay for all the  three forces-   JCOs and  Other Ranks.

ONE MORE WIDOW GUIDED FOR FAMILY PENSION

On hearing the services of our Trust,  one widow visited our Trust for a help.
Smt.K.Vijaya  w/o Late v.Kanagaraj,  Rank: GNR  - 14483655  Arty Records.

We understand from the widow,  that they were married on 01-04-1988 and living  in Service quarters  at SAGAR.   It seems that  Smt.Vijaya  came back to her parents for delivery.
The soldier who came on Annual leave  to his village, died on 22-01-1989.
The widow and her family members are not aware of the procedure  after death of the soldier.  The widow does not know, what action was taken by the Record office.  It seems, there was no reply from Record office for her representation.

She has approached us for a help in this regard.
There is no document available with her except  Regt.No and Rank and name.

Though it is very much abnormal delay  of  about 30 yrs, We have now written to Arty Record office in this regard with the copies of Death certificate, marriage Cert, Aadhar card of the Widow  to  guide and consider the  case sympathetically for family pension .

The widow was happy with our action and thanked us for this help.
Our Trust is also happy in helping one more widow .

PENSION FOR NANA CASE DE LESS THAN 10 YRS SERVICE

The Central Government has decided to allow Invalid Pension to Armed Forces Personnel with less than 10 years of qualifying service, Ministry of Defence said in a statement today. The proposal to allow the invalid pension to invalidated armed forces personnel with less than 10 years of service was approved by Raksha Mantri Rajnath Singh today.
What is an invalid pension?
The government provides invalid pension to armed forces personnel who are invalidated out of services because of disability that can neither be attributed to nor is aggravated by the military service. “Invalid pension is granted to the Armed Forces Personnel who is invalided out of service on account of a disability which is accepted as Neither Attributable to Nor Aggravated (NANA) by Military Service,” Defence Ministry said.
Who will benefit?The benefit of the new decision of the government will be available to those Armed Forces Personnel who were in service on or after 04.01.2019.

The benefit of this decision will be available to those Armed Forces Personnel who were in service on or after 04.01.2019.
with the latest decision, the ministry’s statement said that Armed Forces Personnel whose service is less than 10 years because of becoming invalidated for specific reasons will benefit. The ministry said, “By this decision, Armed Forces Personnel whose service is less than ten years and became/become invalided out of service on account of any bodily or mental infirmity which is Neither Attributable to Nor Aggravated (NANA) by Military service and which permanently incapacitated/incapacitates them from military service as well as civil re-employment, will be benefited and it will make them economically sound.”
In another development, the Defence Acquisition Council today delegated the powers for progressing urgent Capital Acquisition Cases upto Rs 300 crores to the Armed Forces to meet their emergent operational requirements.

WAR INJURED SOLDIERS- DISAPPOINTED





INJUSTICE TO PRE-2006    WAR INJURED VETERANS.

PCDA has issued a cir No.604, which is very much disadvantage to our
Invalided war injured veterans.

As per CDA cir 456 and 560,  the service Element for invalided  wi  veterans,  was taken as if the   veteran had served for full length of service for the Rank and Group.  And War Injury Element as per the percentage  granted.

Now, as per Cir 604, it says, that as per 6thCPC  and Cir 568,  the service pension is calculated at 50% of Emolument drawn at the time of discharge irrespective of length of service.  This is applicable for War injured  invalided persons also.

Please refer:  Rule  No.100  of Defence Service Regulation  Part-I  

Now we  look for an Illustration    and difference  on these  TWO  circulars:

Let us take  a Rank of Sepoy-    Group-  Y      QS=  6 yrs -  WIE- 100%  Invalided .

 As per Cir 456  & 560
Service Element…..Full term ( 28 yrs)..  7070.00   OROP  Table No.7
War Injury Element …..100%             11735.00    OROP Table No.94
Total…………………………….       .   18805.00  + DA…………….
As per   7th CPC…………………      18805 X 2.57= 48329.00 +DA ( 1 )

As per latest Cir 604…..
Service Element  for 6 yrs………..     5868.00   …OROP….Table No: 7
War injury element  100%.........        11735.00   .. OROP….Table No:94
                                    Total………   17603.00   + DA
As per 7th CPC  ……………………..17603 X 2.57=45240 +DA……( 2)

Now let us see the difference in Basic  = 48320-45240=3080   + DA

The veteran will be looser by this amount per month due to this
new circular No. 604.
At least, this circular may be applicable  only for post 2006 veterans.

All our ESM Associations and Organisations  are requested to bring this
Anomaly to our Defence Minister, MOD ,DESW and PCDA.

INJUSTICE TO RESERVIST/ EX-GRATIA PENSIONERS

Reservist pensioners, on completion of 15 yrs ( colour and reserve) period  are sanctioned with Reservist pension and not service pension.

As per PENSION REGULATION FOR ARMY- 1961 ,  rule 155,  the Reservist  pensioners are eligible for pension  equal to  2/3 of the lowest pension admissible to a Sepoy but  in no case , less than Rs.375 per month on completion of his term of engagement  or prematurely, irrespective of period of colour service..
As per this Rule, the Minimum pension of a Sepoy  as per
 OROP is 6665 per month.
2/3 of this is   6665 =  4444
As per 7th CPC………= 4444 X 2.57= 11422
But they are paid with  9000 only., thus a short payment of more than 2000 p.m
This is a great INJUSTICE  to Reservist.
We had represented many a time,  including to the anomaly committee.
In the same way, the Ex-Gratia pensioners also completed 15 yrs ( colour and reserve ) period.  Due to opted for Lump sum  amount  and later on refunded,  they are being paid with only 750+375= 1125 as basic  + DA.
They are not eligible for Fixed medical Allowance, and Additional pension after  80yrs of age.  No ECHS facility also.
This is also a great INJUSTICE.
All our ESM  organizations are requested to view  this injustice and anomaly to Authorities  where ever possible.

FATE OF POST-2006 RETIRED HAVILDARS GRANTED WITH THE RANK OF HONY.NB.SUB




FATE OF POST-2006 HAVILDARS GRANTED WITH  ACP-1/ HONY.NB.SUB.

 We all know that , post-2006 retirees  Hav.granted with Hony.Nb.subs  are eligible for pension of Regular Nb.Subs  as per CDA cir 415, 584 and 604.
But, what is happening- still many such Hony.Nb.Subs are getting the pension of Hony.Nb.Sub only.

For example:
Hony.Nb.Sub- Group . Y  Qs; 24 yrs discharged in  say 31-7-2007.

Receiving   Basic pension –as per OROP  rate :
 Table no 7 of cir 555-   8425 X 2.57= 21653  only    -
 But as per circular -ELIGIBLE rate  : 9429 X 2.57=24233

iT IS ABOUT 13 YRS PASSED - STILL NOT REVISED.

Our Trust has represented few cases to their Record Offices and PCDA(P) for issuance of Revised PPO , but no response or progress.

The affected veterans may continue  writing to their Record offices.

All our ESM organizations are requested to help  such affected Hony.Nb.Sub.

HARDSHIP FACED BY ECHS MEMBERS IN COLLECTING 64KB CARDS.

The existing  16/ 32kb cards are renewed  to 64 kb cards. The renewed cards are
received by Station HQs.  Stn. HQs inform the members  through OTP to collect the cards.
There are many members still not knowing what is OTP and  how to read, hence the OTP  is vanished after a laps of time.  The members come to know the arrival of cards through  STATUS report  through  organizations like us , and visit the Stn.HQ/ Poly clinic  for collection.  In the absence of OTP, the cards  are not Handed over to members.
Some members have lost their Mobile,  damaged  SIM, some had given the relatives mobile Number as they are not having mobile . the OTP is sent  to the give number. The member not knowing the OTP in such cases.

One member, aged 80 yrs visited 3 times and denied card due not having OTP .
We feel the purpose of OTP is to indentify the actual member.

 If the primary member presents himself  with the existing  ECHS 16/32kb card and other Documents like, copy of renewal Application/ Temporary slip duly signed by O I/C clinic,  Aadhar card, PAN card, Discharge book, PPO and OPD  report note where his photo is  available,  what is more required to identify.
NOTE: Govt says, person above 65 yrs  are not to go out, but here most of the members are above 60 yrs of age.   They are compelled to  go to  ECHS for collection of  New cards. 

If OTP alone is important and enough,  will they Hand over to anybody who gives the OTP number. Still they need the other documents to confirm the actual member.  When such is the case, why not Hand over the cards  even if the OTP is not available due to various reasons.
Our authorities may please review the issue  so as to avoid the Hardship to members  in getting their renewed Cards and also reducing the piling of undelivered cards at Stn.HQ.

All our ESM  organizations  are requested to project this hardship to authorities where ever possible.
