USEFUL INFORMATION FOR OUR ECHS MEMBERS

 




NO REFERRAL REQUIRED FOR COVID SUSPECTED/ CONFIRMED  CASES  FOR TREATMENT  IN EMPANELED  HOSPITALS FOR ECHS MEMBERS.

 

Now, our ECHS members  can visit  our Empaneled Hospitals  for CORONA  treatment .  They need not obtain referral from our Poly Clinic IN URGENT  cases. . This will be  considered as Emergency  case and  admitted  for treatment.

However, in normal cases, we can obtain Referral from O I/c Poly clinic .

As usual, we can intimate  to our Poly Clinic  with in 48 hrs.  Hospital also will inform the admission of ECHS member to Poly Clinic.

All our ESM Associations and Organisations are requested to guide our ECHS members in their area,

HERE IS A CASE OF DENIEL OF ADMISSION OF PATIENT IN ECHS EMPANELLED HOSPITAL. -AN EMERGRNCY CASE.





HERE IS A CASE OF NON ADMISSION  OF PATIENT –


 IN  EMPANELED HOSPITAL- EMERGENCY  CASE.

Subject: [BIGGER FAMILY] ECHS LATEST ORDERS ON REFERRALS

Last week one retired Wg Cdr (76 years old ) in Gurugram fell ill. He had the history of cardiac problems.His children took him to RR. After struggling for more than an hour children failed to convince the authorities and The veteran was denied admission. Main argument was that they have orders no to entertain veterans.
Lo and behold they proceeded to BHDC. Same story over there too. Authorities refused to look at the veteran patient.
Finally, they brought him back to Gurugram and managed admission in a small private hospital. (Metro).
After twenty four hours, this hospital advised that he be shifted to a bigger hospital. He was transferred to Park hospital. After four days the officer passed away. Sad indeed.
The question arises why are our service hospital not entertaining veterans?
Have the veterans lost the basic right of getting basic medical support from service hospitals and that too in emergency ?
There would be many more such cases in the coming times. It is time that a clearly spelt out policy in this regard be spelt out by DGAFMS. Also giving alternate sources of medical treatment centers. One can well imagine if a similar treatment is meted out to poor jawans.
Heart breaking. And an avoidable situation. Had the immediate attention been provided at RR on the very first day, probably one life could have been saved.

Yes, CGHS is the elder of the two. However, they are somewhat different in their functioning.
1. CGHS is restricted with only on the Metros and a few more cities. For eg, Coimbatore which has a sizeable Central Govt retirees does not have CGHS. However, there are empaneled hospitals in the CGHS rates. ECHS, which has a Regional Center here along with a PC, is finding it difficult to empanel good hospitals!
2. CGHS is controlled directly by the Min of Health & Fam Wel. ECHS is controlled by the (AG Br) Army. CGHS member has directly access to AIIMS, the flag-ship of the Min of H&FW - ECHS member has no direct access to Service Hospital (unless you are very Senior in rank or a Minister or the President!!).
3. The main difference is that the Bureaucrats running the CGHS  realise that one day they are on the other side of the fence and will need CGHS - the serving officers running ECHS (mostly) think that they are perpetual in Service and will not need ECHS!!
It is sad about Wg Cdr KK Khanna being turned down by AHRR and BHDC for treatment. It is more depressing to know that, when he was in uniform, did countless sorties in marginal weather evacuating Army casualties to the same nearby Army hospitals!! Lord Jesus last words were "Father, forgive them; for they know not what they do!". The same is with any Service Doctor who turned down a Veteran.

ENCOURAGING NEWS -  AFT JUDGMENT  FOR PRE-2006 HONY.NB.SUB

In the recent times, the Pre-2006 retired Hony.Nb.Subs  are being paid  with arrears as per CDA cir 631  for a period  01-01-2006 to 30-06-2014 on the basis of  CDA circular  568.
Here , the Rate of pension  was for the Rank of Regular Nb.Sub – Cir 568 for a period  01-01-2006 to 30-06-2014.
There after, they are paid pension for the Rank of Hony.Nb.Sub only, down ward.
As per  a Judgment of  AFT Chandigarh, OA No.2755 of 2013,  a case of
Hoshiar  Singh  V Union and others,  it was  told that  all Pre-2006 Hony.Nb.Sub  may be paid with the pension of Regular Nb.Sub  as in the case of POST 2006 retirees with effect from 01-07-2009 . But it is not followed.
Now, one Hony.Nb.Sub . Ram Lal Singh  Jat  , Gp- Y , QS-26 yrs,    had approached  AFT, Principal Bench , New Delhi  in this regard.  This Honorable AFT  court , after deliberations, has given Judgment  to revise the Pension of this Pre-2006 retiree , as of Regular Nb.Sub “s pension  w.e.f 1-7-2009 
i.e  Rs.9382  w.e.f  1-7-2009,Rs.9429 w.e.f 01-07-2014  and 24233 w.e.f 01-01-2016.
Judgment No OA  697 of 2020  dated 29-06-2020
.PRINCIPAL BEANCH –NEW DELHI.

All the affected Pre-2006 Hony.Nb.Sub may  note the same and approach  AFT in their jurisdiction, individually or collectively  for getting this benefit .

GOOD NEWS FOR RESERVIST PENSIONERS


                   
 HAPPY NEWS FOR RESERVIST PENSIONERS.


The Rate of  reservist pension was not revised  after 6 th CPC,
 i.e  3500 w.e.f 1-1-2006.   There was no change as per CDA cir 430, 501 and OROP-cir 555-    
  As per  7th CPC,  this is arrived by multiplying  by 2.57, hence it is   3500 X 2.57= 9000-     But , the minimum pension for a Sepoy  as per OROP is 6665-    and as per 7th CPC it is  -  6665X 2.57= 17130 w.e.f  1-1-2016.

 As per  Defence Service Regulation- Rule 155 says that , the Rate of Reservist pension shall not be less than 2/3 of minimum pension of a Regular Sepoy.
By this Rule,  the pension of a Reservist should be -  17130 x 2/3=  11420 .

One of our Reservists, has approached AFT  quoting this  Rule -155 of DSR in2017.
After deliberations, AFT has given judgment  in favour of the Applicant  by which  the Reservist is eligible for monthly Basic pension of Rs.11420 w.e.f 1-1-2016 instead of Rs. 9000 at present.
 It is a very good  Judgment and all Reservist pensioners shall be happy.
 But  this order is applicable  TO THE LITIGANT ONLY.
We feel that this order shall be applicable to all the Reservist  without going to AFT.  We appeal to our MOD and Government  to consider and issue a CDA circular  in this regard.
Our ESM associations/ organizations  are requested to guide  our reservist pensioners  in their area about this  judgment.  OA 156/ 2017- of AFT, Regional Bench-Chennai  at Circuit  Bench Hyderabad..

HOME DELIVERY OF CSD CANTEEN ITEMS






CSD CANTEEN   ITEMS- HOME DELIVEY – ONLINE  METHOD.
It is well known that , all commodities , i.e Groceries, Vegetables, fast food, Electronic items including Cell Phones and TVs  being purchased  online through  agencies like  Amazon, Flip Kart, Swiggy & Tomota ect.
At present ,this system of online purchase has become success and availed by majority of people throughout  the world.
 The same online purchase and Home delivery  of CSD canteen items  may be introduced.
In the present scenario, Covid-19 conditions, our aged veterans above 65 yrs of age visiting  CSD  canteen  for purchase of items  every month, standing in queue  with lot of physical difficulties. Particularly  during first fortnight , lot of crowd
Veteran come from different  places , by Car, Two wheeler, bus and Train by spending Money and Time for this purchase.
This could be avoided  by this Online  / Home delivery  by private agencies. Veterans can get  the items, sitting at home  by ordering online and paying  a meager  delivery charges.
Suggestions are given by Lt.Col.Dhiren Bahi on 3rd May 2020 to  Quarter master General of Canteen services and Dte of Canteen services , Army HQ CSD  to consider  Home delivery.  It seems , the authorities are working on that.

The Advantages in general :
1.can save time  ( one full day)
2.Can save Vehicle  usage and Fuel
3.Avoiding Mental agony for all , especially for senior citizens, Disabled and Widows  etc
4. Physical pain/strain  while standing in queue.
5.Avoiding loss of documents  like canteen Card, Bank card etc while travelling in Buses.
6.Avoiding Auto fare to Bus stand  for those  using Public transport
7.  Items could be ordered  in 24 X 7 , thus anxiously waiting  for the arrival of procurement  Lorry
8.  All members may get their required items evenly
9.Avoiding   public gathering  thereby  the spreading of diseases,
10.  Finally  saving  of Building  Rent and other overhead  expenses.
It can also prevent  some misuse of canteen card by miscreants.

We hope that  the majority of Ex-Servicemen community  will prefer this  ONLINE purchase/ home delivery .
