GOOD NEWS FOR NAVY SPECIAL PENSIONERS.

 

Recently, our Naval  veterans  who were discharged on completion of  10 yrs of service  are granted with 

 NAVY SPECIAL PENSION 

The rate is Rs.9000 - flat for all the Ranks,  like Reservist pension.

Now, we understand that  the Rate is going to be revised as per Ranks and group.

If that is the case, we can refer the OROP table and arrive the rate .

For example, a Sailor of  Y group with 10 yrs of  service will be eligible

for a monthly pension of  Rs.15904  ( 6188 X 2.57 )  as per table 7 of OROP.

Like wise for all the Ranks,

Revised corr PPO may be issued soon..

Let us hope for the best.

 It is regretted to notice , a lot of discrepancies  in the EPPOs issued by Air Force Authorities    DAV  /  JD CDA (AF)

 

There is  no last pay drawn  -  to verify from cir 608

Notional pay is very high

The MSP is wrongly mentioned as 15500 instead of 5200

There is no mention of X group pay  for X group veteran

No date of birth for wife

There is no Bank particulars.

This many discrepancies in  the recently issued EPPOs 

It is very clear that the  data SHEETS SUBMITTED BY Air veterans are  not taken into account/  not verified

We feel, the persons updating  the EPPO have no knowledge of  the Air force Ranks, Group  and pay scales and other details 

We  as an  ESM Welfare Trust, express our strong protest in this regard. 

All our  Air Force Associations are requested to view the EPPO attached and express your feedback to DAV/  JDCDA(AF)..

YET ANOTHER ACHIEVEMENT FOR OUR TRUST'S EFFORT

 

                        YET ANOTHER ACHIEVEMENT  OF OUR TRUST

 

 One Hony.Nb.Sub  NR.Perumal was drawing pension through Central Bank of India, a branch in Tuticorin Dsit, Tamil Nadu

  During , one Audit inspection,  his pension was reduced to Havildar Rank.

 NR.Perumal  Regt.No; 6292392L Hony.Nb.Sub( HAV)  - Signals Record.s

Due to this happening,  a recovery of 1. 7 lac was  reported and Rs.7400 per month deduction was made.

The veteran visited our Trust and reported this .  We verified  all his documents and noticed that , he was granted with Hony.Nb.Sub Rank and was receiving  pension all along.  This abrupt recovery  made him upset.

Immediately , we reported this incorrect  recovery  to his CPPC, at Maharashtra.

As there was response, we reported to Customer / Grievances cell  and then  to Chairman of Central Bank of India.  No reply from any of them.

Then we wrote to PCDA, Allahabad and  Signals Record Office.  They also confirmed about the Hony.Nb.Sub rank.

With all these  complaints and non receipt of replies, we  Lodged a complaint to Ombudsman, RBI, Chennai.    They also did not response.   Lastly, we made a ONLINE  complain to Chairman , a 2^nd time.   Alas, a reply was received , informing that  his  Revision and arrears payment will be effected  along with November Pension.   After a YEAR correspondence,   the Revision and Payment is effected  along with his November Month pension amounting to: 3 lacs plus..

The aggrieved  veteran called on Trust and expressed his sincere thanks for all the help extended  by our Trust.

Our Trust is very happy in helping the Veteran for getting his DUES.

There may be many such cases  UNNOTICED like  the Widows of Hony.Nb.Sub are being paid family pension for the Rank of Havildar only..  

Our ESM  organizations  are requested to help such veterans/ families .

EXTENTION PERIOD FOR SUBMISSION OF LIFE CERTIFICATE

 

Dear all,  

On the basis of request from various Pensioners associations and Individuals,  the Government 

has  extended the period of submission of LIFE CERTIFICATE   UP TO 28-02-2021.

All pensioners are to note the same  and submit the Life certificate at the earliest.

CHANGE OF NAME AND DATE OF BIRTH OF SPOUSE AND CHILDREN

 

Of late, it has come to notice that  the Name and Date of birth of spouse and children  recorded in our service Record(ppo) does not match  with Official records like Matriculation certificate, Date of Birth certificate, Aadhar , PAN cards, Voters ID  & Pass port  etc..

This happening  has put  a great Hardship to the families  after the demise of veterans.

For Example:   Name in Matriculation certificate  - S.Parvathy   but in our Service record/ PPO , it is  PARVATHI.   See the difference   - Initial and  spelling.

As there is difference, the Banks are not switching over to Family pension.

Bank account is opened on the basis of Aadhar and PAN card etc.

Now, the family has to take steps  for correction of  Name by applying to Record Office  with Affidavit/ declaration  with all the available proofs to get a revised PPO which may take  about 6 months to ONE year . Till such time , the widow  will not get pension and face the financial hardship to run the family.

 

Our veteran brothers are sincerely requested to verify their  PPO immediately and confirm that  the Name and DOB  is same as per SSLC certificate, Aadhar and PAN cards .

If there is any difference, initial/spelling  etc, please take immediate step  for correction/ change  of name/ Date of birth by applying  through ZSB  to your Record Offices for getting a revised PPO .(Cda cir 535)  and as per  procedure of our Three services Advisory Instructions:

Also  confirm that your pension account is converted to JOINT ACCOUNT  with your wife  to avoid delay in switching over to family pension.

Recently, it is understood that a New  2 proposals  for Reform in the Military service is expected to be announced soon. 

One is  extension of Retiring Age----and the Rate of pension

TWO…reduction of pension rate from  50% minimum ( cir 568)   to slap rate.

 

According to this  new proposal,  one has to serve up to the age of 57 yrs.or 35 yrs and more service  to earn full pension

Sepoy to Subedar Major  to earn  full pension.   57 yrs of age  or 35 and above yrs of service  i.e  50% of last drawn basic pay. 

For Officers,  retiring age is according to their Ranks  -  Minimum 57 yrs and maximum  62 yrs.  or 35 yrs and above service  

Anybody retiring/ getting discharged  earlier  than the age of 57 yrs will be treated as PREMATURE  retirement.

The rate of pension  ( percentage ) will be as follows:

Those who  retire between:

20- 25 yrs of service ………50% of the present  rate of pension

26-30 yrs…of service……60% of the present pension

31-35 yrs..of service ...   ..75% of the present pension

36 yrs  and above service   ….Full pension. i.e 50% of last drawn pay.

 

There will be no change for Battle causality pensioners. 

This information  is from DMA  ( Department of Military Affairs ) under  CDS. 

The final  decision is expected  after 10-11-2020. 

Whether this Rule will be applicable to existing pensioners or NOT  is not known.

IMPORTANCE OF HAVING JOINT ACCOUNT WITH SPOUSE FOR PENSION.

 

                                         WORRIED  WIDOW - NO JOINT ACCOUNT

We had, Time and again  advised our veterans  to convert the existing Pension account in to JOINT ACCOUNT  with their spouse .

For  this , JOINT NOTIFICATION  should have been published.

Now, for the last few months , more than 3 veterans have died. All of them  were having  only SINGLE account.

Though the JOINT  NOTIFICATION  was there,  due to this single a/c , their SPOUSE  have to open,   Bank account  for the credit of their pension.  Here, they have to establish the genuineness, that is , wife of so and so.

More over, they have  to submit Documents  like Form 14, Non-Marriage certificate, Widowhood,  Declaration, Descriptive Roll, Aadhar and PAN card  etc.

 

If there had been Joint account, only a written  intimation along with death certificate will be enough to  change over to Family pension.

Now, the poor WIDOW  has to run,  pillar to post  for getting her pension.

 

It may take more than 3 months time to get the pension  and the widow has to face the financial hardship  for running the  family.

 

All our Ex-Servicemen Associations are once requested to  advise  our veterans in their areas  suitably  to have JOINT ACCOUNT  with their spouse.

ALAS !- PCDA HAS TAKEN 11 YEARS TO ISSUE CORR PPO FOR POST 2006 RETIREES--HONY.NB.SUB

         

PCDA cir 415 dated 22-7-2009 says, the Post 2006 retirees –Hony.Nb.Subedar’s  will be paid pension for the Rank of Regular Nb.subedar  w.e.f 1-1-2006.

There are so many such Hony.Nb.Subs whose pension is not revised even after , say 12ys after the issue of circular.

 

We had represented  4 such cases  to Record Offices and PCDA for issuance of  Revised PPO.

The joint venture of Record Office and PCDA has issued one Corr PPO to one of our  4 cases now.

i.e   Name: S.Shanmugam,  Hony.Nb.Sub- (2586474X) Gp-Y  QS: 24 yrs .RO.MRC.

Date of discharge: 30-9-2007-  PPO.No; S/CORR/ 023462/2008.

 

Circular 415 was issued  in 2009 and corr PPO issued in  2020…after 11yrs.

In our opinion, the delay may be due to:

1.     There is no TIME LIMIT   and  no Accountability  fixed  for issuing revised PPO

2.     The affected veterans are not that aware of their benefit  and not approaching the  Authorities i.e Record Offices and PCDA  for timely revision with reference to Ciculars 415, 584 and 634 and  566

3.     As the revision is so delayed, Some of the veterans may DIE  and their widows may not know this benefit and this matter/ issue  also may DIE

4.     This unclaimed amount will be a benefit to the Government.

5.     The benefit of CDA cir 631 is also sailing in the MID sea, . Only the Litigant are being paid pension beyond 30-6-2014.

We hope that the Authorities will consider  our sincere feedback  and ill feelings  and take  speedy /corrective measures in this issue.

 

All our ESM Associations and Organisations are requested to guide and help such affected  Hony.Nb.Subs in their areas to get their pension revised..

There was  Regulation No.64 (b)  in Pension Regulation  for Army,

 Part I (2008),

Under which, a minimum  of 7 yrs of continuous qualifying  service is required for grant of family pension for Armed Forces Personnel.This clause is deleted  from 01-10-2019 vide MOD letter dated 05-10-2020. 

Government Amends  Rule 54 of CCS ( Pension ) Rules, 1972  by which 

“ Government Servants, who died while in service/ invalided out  even with less than 7 years  of  qualifying service , whose families  shall be eligible for Normal Family pension  “ 

 Under the new  order, where an Armed Forces Personnel died while service within 10 yrs of service  before 01-10-2019 without  completing  7 yrs , his family shall also be eligible  for Enhanced  rate of Family pension  with effect from 01-10-2019. 

ENHANCED RATE OF FAMILY PENSION FOR 10 YEARS.

The affected families  may apply for family pension  to their Record Office  for Grant of Family pension under this Rule. 

All our ESM Associations and Organisations are requested to guide and help the affected widows in their areas and this act  will be of a noble service.

MONTH OF LIFE CERTIFICATE- PENSIONERS TO NOTE

                         PENSIONERS  WAITING  FOR SUBMISSION OF LIFE CERTIFICATE

                          IN THE BANK PREMISES.

                            

Every year, pensioners/ Family pensioners and Ex-Gratia pensioners are to submit Life Certificate  to the Pension Paying branch  in the Month of November.

Pensioners, above 80 yrs of age can submit from  01-10-2020 to 31-12-2020 and others  from 01-11-2020 to 31-12-2020..

 

Now, due to present  COVID-19  situation,  to avoid personnel appearance  in public/ Banks,  Our Reserve Bank of India , has issued  an instruction  to submit the LIFE CERTIFICATE   through  email.  

The prescribed Life Certificate Format  , filled and signed  may be scanned and sent through E-MAIL to the respective Bank Branches/ CPPC .

They can also submit  through  JEEVAN PRAMAAN system

This year, the period is extended  up to 31-12-2020.

 

All our ESM associations and Organizations are requested to guide

our pensioners  in their area, suitably  for utilizing this facility.
