SOME VALUABLE INFORMATIONS TO ESM

 


SOME   USEFUL INFORMATIONS TO OUR DEFENCE PENSIONERS.

 

1.      Fixed Medical Allowance      @ Rs.100 was introduced….01-12-1997

2.     FMA revised  to Rs.300/-  from 01-09-2008

3.     FMA revised  to rs.500/-   from 19-11-2014

4.     FMA  revised  to Rs. 1000/- from  01-07-2017

5.     FMA can not be claimed from back date-  Autho: GOI.MF.Dept.of Expenditure OM.No CPAO/IT % Tech/Revision( 7th CPC/19-Vol-III-2019-20/66 dt.5-8-2019.  They will be paid from the date of application only.

6.     ECHS  was established from 01-04-2003

7.     ECHS members  not eligible for  FMA

8.     6th CPC  effective date  01-01-2006

9.     DUAL  family pension –came into effect from 24-9-2012 ( CDA cir 504)

10.                        O R O P effective from  01-07-2014  ( Cir 555)

11.                    De-Linking of 33 yrs -  CDA Cir 568-  Pension 50% of emolument- 01-01-2006

12.                        Broad Banding of Disability Element –MOD ltr  dt.31-1-2001, Cir 429-1-7-2009 and cir 596-1-1-2016.  Minimum 50%

13.                        ADLR   CAME IN TO EFFECT  31-05-2006.

14.                        Additional pension  payable on both the pension, if drawing 2 pensions

15.                        Additional pension eligible on DE/ War Injury  element also..

16.                        Liberalised Family pension  was permitted from 01-02-1972 onwards.  Denoted by   F/ BC/ 123  /  Year.

17.                        Joint notification  for Family pension was introduced from

  01-03-1985-  For pre 1985, they have  apply for endorsement .

18.                        Pensioners  advised to convert  pension a/c in to JOINT  a/c with their spouse- vide  CPAO/ Tech/Amendments/Sch.Book/ 2005-06/69 dated 09—05-2005.  Name should same as in the PPO  - No deviation.

19.                          7th CPC  implemented from 01-01-2016

20 Pension and all elements  as per 7CPC  is  OROP X 2.57  from 1-1-2016.

21.         Defence Pension Payment Instructions-2013…..CDA cir 183

22.         If any over payment made by the Bank,  and noticed after 12 months, the Bank has to seek permission from CDA for recovery-  DPPI-2013 item no 103.

23.                          Apply for Publication of Part II order for all occurrence in the family  like birth of child, death of spouse, and 2nd Marriage etc. in time to avoid  Affidavit and other  formalities .

 

24.                         Enhanced Rate of Family pension – up to 7 yrs  from the date of death  or till the age of 67 yrs of the pensioner which ever falls early- Previously it was 65 yrs- It is 10 yrs for those who died in service.

25.                          Mismatching of Date of birth with service Records and actual records – Take initiative for correction   to get Additional pension in time-  Cir 209.

26.                          KEEP  COPIES OF ALL YOUR DOCUMENTS  IN ONE FOLDER-  INFORM SPOUSE/ NOK  ABOUT THE SAME AND ACTION  AFTER OUR DEMISE.

27.                         Correction of Name, DOB of self ,spouse  and children  - Take effort  immediately Ref: Dte of Army veterans Ltr,No:A/20105/MP-8( I O R) dt.3-4-2018.   Air force: AIR HQ/99803/30/DAV-III (Amin)  dt.19-6-2019 and 17-8-2021  AND  NAVY: DX/ VSF/ 165/ 15 DT. 18-02-2015..

       

28.  Benefit for Pre- 2006  - Hony.Nb.Subedars-  CDA cir 631.

       Many of such veterans received arrear  from 1-1-2006 to 30-6-2014.

       Some of then approached  AFT and  got  revised  their pension

And getting the pension for the Rank of Regular Nb.Sub.

Interested Hony.Nb.Sub can approach AFT  for this life long benefit.

29. Veterans can now include all  their  eligible dependants like,

 Father, Mother, Widowed/Divorce/ Unmarried daughters, and Handicapped children in their PPO  to avoid hardship  in getting their pension when their TURN comes. Veterans have to apply for fresh Endorsement of Family pension :   PCDA cir 639 &644 

30.   File  IT returns every year  if there is no TAX payable.  Because,

as per Motor Act Rule 166,   

If a pensioner has filed IT returns continuously for the last 3 years, and if he meets with as an ACCIDENT and dies, his family (NOK ) is eligible for a Grand of  I0 times the yearly income of the deceased pensioner.

For example: Yearly income of latest IT return say : 25000 X 12- 300000-

Here the NOK will get  the compensation of 300000 X 10= 30,00000- This will be paid by Government.   .
