NO UNIFORMITY IN FIXATION OF NOTIONAL PAY / PENSION.





Recently, our veterans have received  e-PPO  with Notional 
fixation  of Pay / Pension from Record Offices/ PCDA.

We have published in our Blog  on 25-12-2019 regarding the  method  of arriving the Notional pay at a Glance.

Now, on going through some of the E-PPOs received,  we noticed that there is no UNIFORMITY  in the method of arriving  the rate.

There is a PCDA circular  608 with  Concordance  Tables for each Rank and Group wise  for all the three Services.

By matching the Last Pay drawn  with the pay Range for particular period, some / very few PPOs  tally with the Tables.
We find that there is no uniformity  in the method of arriving.

e.g: WO  of Air Force, Group-x, QS; 21 yrs
 Date of Discharge: 31-12-1995  Last pay drawn:  2080
-  Concordance  Table no: 23
2080 for the period  1986  to Dec 1995 ----matches  with 44900-
e-PPO issued -  44900 +  MSP 5200 + X Gp Pay 6200—OK
=56300/2= 28150

IN SOME CASES OF  PPOs  this Last Pay drawn  does not match with Concordance  tables. –cir 608.
That is, as per table it differs  from the figure given in the PPO. It is less.
Eg.  Last pay drawn   -1060  Pre- 1996-  Sepoy- Gp- D
Detail as per e-PPO --  21700 + 5200 +100=   27000/2=  13500
But as per  Concordance   table No.160
The corresponding  rate for 1060  is  28400 thus  pension has
 to be  28400 +5200 +100=  33700 /2=  16850  but in the PPO= 13500. -

Most of the fixation amount  is less than the 2.57 method amount..

The increment in the Last Rank held is to be taken for arriving the  Notional pay.   In OROP, this factor is not applied.
The total QS is  taken  for any rank and group. s

We have sought clarification from PCDA  , the method of calculation with one Illustration  for any Rank and group with the help of Concordance Tables
of CDA cir 608.

All our ESM Associations and Orgs  are requested to view this matter and  intimate to PCDA/ RO if there is any variation in fixation.
