DELAYED PAYMENT OF LUMP SUM PENSION ARREARS
We
have come across cases of lump sum payment of pension arrears to widows who are
aged above eighty years and bedridden. Thanks to IESM PENSION
CELL, and various other organizations for creating awareness in this
regard.
The
Pension guide books published in Tamil by the Exwel Trust, “Therinthu
Kollungal” and “Iranuva Pensanarkalukku oru vazhikatti” in Tamil and another
pension guide released in Hindi “Gyan Leejiye” for free down load through our

awareness among the defence pensioners. The Indian Ex-servicemen
Movement have created a great awareness among the ex-servicemen all over India
for the demand of One Rank One Pension. Therefore all ex-servicemen
should join IESM and strengthen its movement.
With
the help of IESM Pension Cell, the “Exwel Trust” have traced out around fifty
Special family pensioners during the past three years and helped each one of
them to get a lump sum amount of more than five lakhs.
Recently
on 02.03.2013, the “Exwel Trust” have helped a widow aged around 87 years to
get a pension arrears of Rs.6.75 lakhs. This case was referred to us
by another organization, who could not succeed in their attempt with the bank
to get arrears. We verified the documents and confirmed to the Union
Banks Chief Grievances Officer at Mumbai by letter and email. The
Bank insisted for a confirmation from CDA(P) Allahabad, that the holder of PPO
No.F/13055/66 Smt.Chitrai Ammal W/O late Sep.No.6779693 V.Kadarkarai that she
is eligible for a basic pension of Rs.7000/- per month. We
represented that the confirmation will take time and by then the widow will
die. All the relevant circulars of CDA on the subject was sent
immediately to Union Bank Head Office, Mumbai and Regional Office, Madurai.
In
spite of our continued efforts to get the payment at the earliest, the bank
insisted for confirmation from CDA(P). Later, one fine day, the
Exwel Trust member made a direct call to the Chief grievances officer Smt.Asha
Sharma at Mumbai and explained the health condition of the widow, and insisted
for payment before her death. And If the payment is not made before
her death, it will be a great shame to the Bank and the entire banking
community.
Finally
on 26.02.2013 and amount of Rs.6.74 lakhs was credited to her
account. The widow in a semi conscious state, does not understand
what is happening around her. One of her daughter Smt.Muthu Madathi
brought her from the village in a hired Taxi and the Bank Manager was kind
enough to make payment immediately.
Now
the question is why such a situation had arises ? Who is responsible
for this state of affairs ? If the the “Exwel Trust”, had
not taken such an effective step in the matter, for the payment, the widow
would have never received the amount in her life time. Banks should take
note of the situation and avoid recurrence in future.
However,
we are very much thankful for the Union Bank’s Chief Grievances
Officer Smt.Asha Sharma at Mumbai, and Shri Palanikumar
of Union bank of India Regional Office at Madurai and l the Senior
Manager Shri V.Iykodu of Union Bank, Tirunelveli Branch for helping in various
ways to disburse the pension arrears to the widow in time.

Union Bank Manger is preparing the documents for the arrears while our Trust members Sgt.R.Chellappa and Sgt.Muthukrishnan and the daughter of Chitrai ammal are watching the process.
