The Army’s oldest surviving artillery officer, Major Gurdial Singh Jallanwalia (103), has marched into oblivion. A veteran of the World War II and two wars against Pakistan, he had settled in Ludhiana.

Major Jallanwalia and 13 of his family members served in the defence forces and have the distinction of participating in all wars fought by the Army since the World War I.

Born on August 21, 1917, Maj Jallanwalia passed out from the Royal Indian Military School, Jalandhar, and joined the Mountain Artillery Training Center in June 1935.

He hung up his boots in 1967. — TNS

here is a point to note that,  ENT  means, Ear, Nose and Throat.
All the three are inter connected. .

Hence, by covering  only Nose and Mouth is not enough.
The corona can enter through our open EAR and  reach our Lung through  Nose and  throat .

           CONSOLIDATED INSTRUCTIONS FOR PDA/ BANKS

Pension & Pensioners Welfare Department has given  instructions to Pension disbursing  Agencies  to follow some guidelines .

REF:  GOI  Min. of Pen, Public Grievance & Pension No:12/4/2020P7P& PW ( C) dated 15-05-2020.

1.        REQUIREMENT OF PENSIONERS TO BE PRESENT IN PERSON  IN THE BANK  FOR CREDITING  OF FIRST PENSION:

Now it is not required.  PDA can credit  without the presence of pensioner

2.     REQUIREMENT OT FAMILY PENSIONER  TO SUBMIT  Form 14.

Spouse need not submit Form 14 on death of pensioner , when there is  Joint Account  and Joint Notification

3.     INSISTING  SPOUSE TO OPEN A SEPARATE  A/C   FOR  FAMILY PENSION.

Bank shall not insist to open  separate A/c  when there is  a Joint A/C with the pensioner existing.

4.      DECLARATION  FOR TAKING COMMERCIAL EMPLOYMENT AFTER       RETIREMENT.

When a Class –A  officer is re-employed after retirement

He has to give a declaration for accepting the employment..      

Now,  the declaration is not required if Re-employed after ONE year of retirement.

5.     SUBMISSION OF RE-EMPLOYMENT CERTIFICATE

This is required for drawing  TWO DA from both the department.

Now it is not  required if fulfills certain condition

6.     DECLARATION OF MARRIAGE.

Other than spouse, , the pensioners to declare  that they are not married  after very 6 months.

7.     NON EARNING CERTIFICATE:
Other than spouse, all other family pensioners  to produce non earning certificate-   Not more than minimum  of 9000 +DA

8.      SUBMISSION OF LIFE CERTIFICATE

80 yrs and above pensioners can submit Life certificate from October month every year.  Bank can obtain  Life certificate for them by visiting their residence – Door step service.

9.     SUBMISSION OF DISABILITY CERTIFICATE  BY WARDS

Children of  Ex-Servicemen  drawing pension, have to submit Disability certificate  every 5 years .

Those  who are of permanent Disabled, have to submit Self declaration.

10.                         RESTORATION OF COMMUTED PORTION OF PENSION

Commuted portion of pension to be restored after 15 years  from the date of credit to the account.

If the  actual date is not known,  the PDA can seek information from  PSA

11.                        ADDITIONAL PENSION  -  80 YRS AND ABOVE

Date of commencement of additional  pension is s from  1^st day of the month  when the pensioner has completed 80 yrs of age.

No need of application from pensioner – PDA itself will start paying.

12.                        OBTAINING LIFE CERTIFICATE  FROM DOOR STEP.

The Bank has to send SMS/ email to pensioners  to submit Life certificate  on 24^th Oct,  1^st Nov,  15^th Nov, 25^th Nov, and on 1^st December.

The Bank can visit the pensioner at Door step  and obtain Life certificate by charging a nominal rate of Rs.60-

Any veteran can obtain his correct pension information and  any  pension  related issues  at any time between  6 AM to 9 PM on working days  from the below  mentioned mobile numbers.

Every pensioner is allotted with e-digital PPO number  and you can  contact these mobile numbers  and get the e-PPO or the status.

GRIEVANCES CELL-  ALSO  FORMED.

 Free call center  IS CREATED  FOR PENSIONERS  For redressal of grievances.

This section is managed by Pension& Pensioners welfare  department

called as CPENGRAMS.

Pensioners can report their grievances by way of letters/ e-mail . this grievances will be  forwarded  to CPENGRAMS.  In turn , these complaints will be transmitted to the concerned  sections  like disability/ family or revision of pension etc.

For the convenience of those who  are not aware of ONLINE  usage,  a Toll Free  Telephone number is  allotted :  1800 11 1960..

They can  report  their grievances  through this number  during  office hours.

ATTENTION VETERAN BROTHERS SERIES- 33

Dear veteran brothers, 

please read this article and apply for  revised PPO  immediately.

GOOD NEWS FOR VETERANS-INCLUSION OF DEPENDENTS  IN PPO.

We all know the difficulties/ hardships  in switching over  to eligible dependents/family pension after the demise of pensioners.

On understanding this hardships/ problems, our MOD has come out with a good suggestion  to include all the eligible dependents in the PPO itself.

Dependents  are, Spouse,  father, Mother,  children, widowed / divorced/ unmarried  daughters, Handicapped / mentally retarded children .

For this action, the part II order should have been published.

In view of this valuable  facility, all our veterans are requested to confirm that Part II order  is published for all our eligible dependents .

Then apply for Revised   PPO for inclusion of our dependents in the PPO itself through your  Record offices.

But there is an abnormal delay in getting the revised PPO – No idea  when the revised PPO will be issued. Nobody  can give the expected period- 6 months /one year  /some time after the demise of the pensioner.

Issuing the  MOD letter or circular alone is not the solution.   Early action Required.

There is a column in the e-PPO  for dependents-

On the basis of PPO, the banks can easily switch over to the eligible Dependent without much problem.

The eligible dependent  will face no problem in claiming the family pension after the demise of pensioner from the Bank.

All our veteran are  advised to confirm that Part II order is published  for all  their eligible dependent members.  If not, please take immediate efforts .

What is ACP and how it is arrived for our service personnel.

What is the Qualification service is required to get ACP.

If some one is not getting promotion  after  certain length of service, he may be given  the benefit of ACP with certain conditions..

The period may be  8yrs  / 12 yrs / 16/24 yrs.etc

.

ACP means, he may be fixed with next higher Rank’s Grade  pay/ pension.

In practical cases,  we know that  Havildars  with QS of 22 or 24 and above are  given ACP-1.  During the tenure , then Hony.Nb.Sub after discharge,

 Is the same benefit is given to other  two services , i.e Air force and navy.

Earlier, the Havildars  were granted with Hony.Nb. sub after discharge from service say 22 , 24 & 26 yrs..

In the  starting , they were given  an amount of Rs.45,  then from 1-1-1991  revised as 100- and from  V th CPC it was 226 a fixed rate for all Groups and irrespective of length of service.

 Then  as per CDA cirs 430 and 501 ,555,  it is according to the Group  and  length of service  with Hony.nb sub Rank..

.

Then,  as per CDA cir 415, the post -2006  Hony.Nb.Sub may  be fixed with the pension of Regular  Nb.Sub. Though the rank will remain as Hony.Nb.sub.

Due to this act,  some of the  Pre-2006 Hony.Subs went to Court for the same benefit and got favourable verdict.

Here, we  want to say that  HONORARY  Rank is given for Honouring  for the good work done .
  It is only Honour  and not for paying  the higher Rank’s pension.

Also this Rank is given after Discharge/ retirement.

This benefit is not extended to Air Force- Sergeant  and Navy  Petty Officers..

  WE FEEL, IT IS  A  DISCRIMINATION:

Here, for example,   Take a case of a Pre- 2006  Junior Warrant Officer  of Air force, who was promoted  to this Rank  after going through  the promotional procedures.

He held the Rank for say 6 months  and was discharged on completion of Term of engagement. He was sanctioned  with a pension for the Rank of SGT only, the Lower Rank. Because he was not holding the Rank for 10/7 months . He was holding  the Substantive Rank, received Pay and allowances for the Rank.

On discharge, he was not paid with JWO pension.

He should have been granted  with  Hony. Rank of JWO after discharge like  Havildars  or pensioned for the JWO Rank.

WHAT IS THE JUSTICE  IN THIS  MATTER.

After 6^th CPC,  all ranks,  if held even less than 10 months are being paid for the last Rank held.

NOTE:

In the same way,  JCOs are granted with Hony. Officers Rank , like Hony. Lt and Hony Flying Officer and Hony. Sub Lt. while in service ,, being paid with Pay & allowance , and sanctioned pension on retirement for same Rank..

Some of them are again  granted with Hony .Captain after  retirement but no pension for that Rank.

Some Subedars/ Sub.Majors are also granted with  Hony.Capt after retirement  but  no pension for Hony.Rank, being paid for JCO rank only..

WHY such discrimination.

Havildars , after discharge, granted with Hony.nb.sub  , sanctioned with pension for the Hony rank.   Why not the  Hony officer  granted Hony ranks after retirement be sanctioned with pension..

 We are not against the benefit of Havildars,  but we need  equal benefits to all Hony Ranks after retirement. Rule should be same  for all.

We request  all our ESM organizations to  view this DISCRIMINATION   and take up the issue with the appropriate authorities  for removing this ANOMALY.

Affected  Hony. Officers are also requested  to move the issue for getting the benefit..
