ONE MORE WIDOW HELPED FOR DRAWING HER FIRST FAMILY PENSION.

ONE MORE WIDOW HELPED FOR DRAWING FIRST FAMILY PENSION.

Our Trust came to know that one veteran died in March 2013 but  family pension is not paid to his wife so far.
Name:  Smt.Lakshimi   W/O Late: Esakki    RanK; Corporal     Group : Y   QS: 15 yrs.
PDA: Canara bank, Tirunelveli-Dist, TN.
PPO.No: AF/ JN/ 3113/2002.
Date of death of Veteran: 29-3-2013.

On going through the available papers, it was noticed that though  the Joint Notification is existing, the widow was not paid family pension.

We contacted the PDA and informed about the non-commencement of family pension .
The Manager was kind enough to accept our submission and required some documents  to be submitted.  We prepared the same and submitted to PDA for early commencement of pension.

The innocent widow was happy of our action and thanked us for such a help.

Our Trust is happy in helping yet another widow in getting her family pension started.

ANOMALY IN FAMILY PENSION OF A WIDOW OF A WAR INJURED SOLDIER.

SGT.S.KANTHIAH  REGARDING  NON REVISON OF HIS  PENSION
 IN JUNE  2010 AT OUR TRUST OFFICE.  ALAS, NOW HE IS NO MORE.




PLIGHT OF A WIDOWS OF WAR WOUNDED SOLDIER.

Here is a pitiable case of a  widow of  a War wounded  soldier.

One Sepoy Vanumamali Kandan( 8002935) from Pioneer Records  was wounded  during Chinese aggression  in the year 1962. He  lost his right Hand.   He was sanctioned with 100% war injury pension with constant Attended Allowance. PPO,Nos; D/1683/1964, D/742/1972,, D/BC/6033/2002 AND
D/ BC/ IP/10723/2007.

His   monthly Eligible pension:.
Service Element …………………………….. 5644.00  w.e.f 24-9-2012
( Taken as full service of 20Yrs)
War injury Element 100%.............               ...  9200.00   as per CDA cir 456.
                                                                     14844.00
   DA at 90%..for 14844……………..         13360.00
Constant Attendance Allowance…                 3000.00
  Total monthly pension …………  ……. 31204.00

Now the  pensioner died on 29-3-2014.

As per Joint notification, D/ JN/ 361/2004,  his wife is sanctioned with the minimum pension of Rs1275/ and applicable DA.   As on date she is eligible for  BP  3500/ -and with DA at 90%  3150  Total of Rs.6650/- per month.

See the difference between 31204  and 6650/-, a difference of  Rs.24554/ - per month.

The poor widow is eligible for this Rs.6650 only from 30-2-2014. A sudden reduction of pension from 31204 to 6650/-.

Is it not a great INJUSTICE ? .  At least , such widows may be sanctioned with Special Family pension  or some other formula by which the widows may be able to adjust  but not this much 400 %  less.
At least the Service element of the veteran at the time of death  may be fixed as basic pension for the widow.

All our Ex-servicemen organizations  are requested to view such cases seriously and project to authorities concerned  to remove this Himalayan difference in pension  and help the pitiable conditions of the innocent widows.   At least the Qualifying Service is to be taken  as full service  for determining the family pension for War injury pensioners.

Where and how these widows, mostly illiterate   will go and submit / express their grievances.

Our Welfare Trust  hope that our sincere appeal all our ESM organizations  may bring some kind of awareness among ourselves to come forward to help such  war widows.

ONE MORE SUBEDAR- POST -2006 HELPED FOR BROAD BANDING OF DISABILITY

On our routine interactions with veterans, we came to know that one Subedar was sanctioned with 30% Disability Element.

PDA:SBI   Tirunelveli-Dist
On going through his PPO and other papers, we noticed  that he is a Post-2006 retiree  was sanctioned with 30% Disability element.
It was also noticed that he was paid less gratuity amount  about 72000/.

We have now written to his Record office for a Corrigendum PPO for the differential amount of DCRG  and  Broad banding of Disability.

The Veteran was very happy  of our findings  and thanked us for this timely help.

We are happy in helping yet another veteran.

LONG WAITED ORDER FOR ENHANCEMENT OF DA RELEASED FOR RAILWAYS AND DEFENCE.

OFFICE MEMORANDUM
Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.1.2014.
The undersigned is directed to refer to this Department’s OM No. 42/13/2012-P&PW(G) dated 3rd Oct, 2013 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 90 % to 100% w.e.f. 1st Jan, 2014.
2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs.3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.
3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 100% w.e.f. 1.1.2014 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the a.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM NoA/29/99-P&PW (D) dated. 12.7.2000 refer.
4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.
5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW(G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension, will remain unchanged.
6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.
7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.
8. The offices of Accountant General and Authorised Public Sector Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.
9. In their application to the pensioners/family pensioners belonging to Indian
Audit and Accounts Department, these orders issue after consultation with the C&AG.
10. This issues with the concurrence of Ministry of Finance, Department of Expenditure conveyed vide their OM No.1( 4)/EV/2004 dated 07th, April, 2014.

YET ANOTHER SEPOY HELPED FOR BROAD BANDING OF DISABILITY ELEMENT.

The below mentioned  Veteran called on our Trust office and reported that he is getting  only 20% of Disability Element.

Record Office: The Brigade of Guards.
Qualifying Service:  5 yrs   9 months.
PDA:  Indian Bank, Tirunelveli-Dist.

On going through the available papers with him , it was noticed that he was Invalided out on medical grounds, hence is eligible for Broad banding of Disability Element as per CDA cir 429.

Immediately  we prepared the applicable Annexure in Triplicate  duly filled and signed and advised him to send it to his Record office through his PDA.

The innocent veteran was happy and thanked us for this valuable help.

Our Trust is happy in helping one more veteran .

The Exwel Trust  OFFERED  “ANNADHANAM “ to one  Orphanage 
named “UDAVUM ULLANGAL“  situated at Palayamkottai.
About 40 children of the Orphanage were given 
delicious breakfast after a special Prayer.
The Trust members  discussed  with the Orphanage regarding 
the improvement of the orphanage.
This is one of our routine activities of the Trust conducted regularly..
