GRACIOUSNESS OF A VETERAN-CORPORAL

We are happy that by visiting our Blog, one Air Veteran(Corporal) came to our Trust, all the way from Chennai, about 650 Km away..
Name: James Sudar Mohan   Rank:Corporal ( 287803)-

He wanted to clarify whether he  is being paid correct rate of pension from
01-01-2006 till date at various stages.

On going through the  PPOs and pass book entries, we confirmed that his pension Rate was corrected fixed and paid till date.

Only thing ,  his Group- (MTD) was not upgraded to Group- Y
We have already represented his case  to Dte.Of Air Veterans and PCDA.
We have once again reminded them now.

The Air veteran was very much pleased with our services to ESM commuinity in all the areas and Graciously DONATED Rs.2000/ to our Trust today.

Our Trust sincerely appreciated and thanked him for his gesture.

BROAD BANDING OF DISEBILITY ELEMENT





BROAD BANDING OF DISABILITY ELEMENT FOR ALL CATEGORIES OF DISABILITY PENSIONERS.

Previously, the orders were issued for Broad banding of Disability element for Medically boarded out and Invalided cases only.

Now the same benefit is extended to other categories also, that is Retired/ Discharged on completion of Terms of engagement cases.

The affected Disability pensioners  with 20%, 30% 50% can apply to their Record office for Broad banding  by furnishing your full particulars,

DISABILITY PENSION ARREARS AS PER MOD LETTER DT.18/5/2016






ARREARS FOR DISABILITY PENSIONER IN LINE WITH CIR 547.FOR PRE-2006 RETIREES: Auth::MOD-DEPT OF DESW No.161/2014/D(Pen/Pol)dated 18-5-2016

The Rate of Disability element was  fixed Rate in the V th PC  and  at the  beginning of
VIth CPC.
It was  as per CDA circular 410:  Fixed Rates.
For Sepoy   to Havildar………3510   for 100% Disability  from 1-1-2006
For Nb.Sub to Sub.Major……..4300    for 100%
For Commissioned Officers       And Hony.Officers…  5880  for 100%

These Rates were changed  to percentage  wise:  CDA Cir- 456.

That is 30% on Minimum pay band  of Rank and Group as per Cir 456.

For Example:   A Havildar    Group- X 
     Pay band-  5200-20200   Grade pay- 2400   MSP: 2000
     And   X gp- pay=1400

Minimum Pay= 5200+2400+2000 +1400=11000
DE- 100%...  .   at 30%.of  min.pay.........= 11000 X 30%=3300
But,  the  existing  DE  for Hav was   as per Cir 410…3510, hence  the same rate continued.
So,  there is no benefit for the rank of Sepoy to Havildar.

For Nb.Sub and above there is difference. The rates are:
Sepoy to  Havildar……all Groups…………3510  for 100% DE.
                                       GroupX      GP+Y      GP-Z
NB.SUB………………..5070           4650       4650
SUB…………………..   5190           4770       4770
Sub.Major………………5250           4830       4830.
Hony.Lt                            8100
Hony Capt………….       8310.


Then again these rates were changed as 30% of Minimum Fitment Tables,
as Pay in the Pay Band – CDA Cir 542
 taking the Base as per SAI/1/S/2008.RATES FOR 3 services.
For Example:   Hav- Gp-X     Scale: 4150-100-5650
Pay in the pay band_  4150X1.86=7720+2800+200+1400=13920
For 100% DE , it is 30%   of 13920  =    13920X30%=4176
Like wise for all Ranks and group for all 3 services.
Now as per MOD Ltr dated 18-5-2016, the difference between 542 and 456
 may be paid arrears From 1-1-2006 to 24-9-2012

EXPECTED ARREARS FOR SPECIAL FAMILY PENSION-MOD LETTER DT 18-5-2016





BENEFIT OF CDA CIR 547 TO SPECIAL AND LIBERALISED FAMILY PENSIONERS.:
MOD-DESW Letter No: 16(01)/2014/D(Pen/Pol) dated 18-5-2016.
The Rate of Special Family pension was fixed Rate during    Vth CPC.
It was:   Sepoy to Havildar;   2550-  for Group-X
             Nb.Sub…………..    3318
              Sub……………….. 3897
              Su.Maj…………..    4440
For Hony.Lt……………….   6300
       Hony.Capt……………    6510
During VIth CPC,  the same was revised as consolidated method- cir 397, Annexure-I
Example:  Sep:   2550.00
 50   % merger…    1275.00
24% DA……….  918.00
40% fixation…    1020.00
            Total……5763.00……..cir 397-Annex-I
Like wise for all the Ranks.
Then as per CDA cir 410,  it was revised as Rs.7000 minimum-
Then As per CIR 456, it was revised  as 60% of Minimum Pay Band. For the Rank and group.-
No benefit for Sep- Hav.
For Nb.Sub-GP-X- Pay scale:9300-34800
Minimum  scale: 9300+4200+2000+1400=16900
Special Family pension – 60% of 16900= 10140- Ref- Cir 456 Table No-3
Same way for all Ranks and Group of all the 3 Services. 

Then as perCDA cir  542 it was revised as 60% of Pay in the pay Band
On the Basis of SIA-01/S/08  by multiplying by factor 1.86 on minimum.
Eg.for Nb.Sub – Gp-X      Pay scale-5770-140-8290
5770 X1.86=10740 +4200+2000+1400=18340
Special Family pension- 60% of 18340=11004- w.e.f 24-9-2012
Like wise for all the Ranks and groups  and for all the 3 services.
Again As per CDA cir 503, the Rates are arrived according to Rank , group and Length of service , but the minimum rate is maintained. This is with effect from 24-9-2012.

Now, as per the MOD letter, this Benefit, Rate is to be given with effect from 1-1-2006 in stead of 24-9-2012.  like  Cir 547.and arrears to be paid .
Here, the Rate as per CDA cir 503 Minus 456 to be arrived and arrears to be calculated.
Say for example:      Nb.Sub-  Group- X   -  QS-15 yrs
 As per Cir 503-11004
As per cir 456  -10140
     Difference        864.00   this is to be paid from 1-1-2006 to 23-9-2012
Arrears=   864 X 103.65=89554.
In the same method for all the ranks and group, the arrears cir-503-456 to be calculated.

ONE MORE FEATHER ADDED TO OUR CAP





Veteran Krishnasamy Genganna (Right) is expressing his sincere gratitude to our Liaison Officer Sgt.S.Kanthiah, veteran.


The below named veteran came for a help in getting his Group changed from E  to D/Y- a Driver MT by Trade.

PPO.No: S/C/21601/1980.
We prepared the applicable Annexure  as per Cir 478 and guided him to send  the same to his Record Office through his PDA and he did the same
.
Now he has received the revised PPO No: S/CORR/9542/2015 for change of Group E  to Y with effect from 1-1-2009.. and basic pension from 4762 to 4971  and 5115 to 5480.
By this order, his basic pension from 1-7-2014 will be 5480.

The veteran was so happy with this valuable help of our Trust  and expressed his sincere thanks .

Our Trust  is also happy in helping one more veteran in this regard.

The Ministry of Finance released the rules for creation of Senior Citizens Welfare Fund, which will have funds from unclaimed deposits in small savings schemes including Post Office Savings Accounts, Public Provident Fund and Employees’ Provident Fund within one year.

The ministry released the notification dated March 18 about the fund, which will be utilised for schemes for the promotion of the welfare of senior citizens in line with the National Policy on Older Persons and the National Policy on Senior Citizens.

The ministry stated the Fund shall be an interest bearing account, administered by a Committee consisting of nine members. The committee will be headed by secretary in the Ministry of Social Justice and Empowerment who shall be the ex-officio chairperson along with officials from Department of Financial Services, Ministry of Health and Family Welfare, Ministry of Rural Development and Ministry of Labour and Employment among others.

Finance minister Arun Jaitley in his Budget speech last year had proposed the creation of Senior Citizens Welfare Fund saying, “there are unclaimed deposits of about Rs 3,000 crore in the PPF, and approximately Rs 6,000 crore in the EPF corpus. I have proposed the creation of a Senior Citizen Welfare Fund, in the Finance Bill, for appropriation of these amounts to a corpus which will be used to subsidize the premiums of vulnerable groups such as old age pensioners, BPL card-holders, small and marginal farmers and others.”

Every institution which has the unclaimed deposits in their small savings accounts shall prepare list of unclaimed deposits in the accounts and notify to the public. “The Institution shall identify the unclaimed amounts on annual basis and make transfers to the Fund on or before the 1st day of March, each year. The transfers by the Institutions shall be made on a net basis, namely, the unclaimed deposits minus the claims accepted in accordance with the law for the time being in force, of the accounts whose balances have already been transferred to the Fund,” the notification said.

The nodal Ministry for the Fund shall be the Ministry of Social Justice. The rate of interest for the money lying in the Fund shall be determined and notified by the Ministry of Finance on an annual basis, the notification said.

BENEFIT TO SPECIAL AND LIBERALISED FAMILY PENSIONERS





BENEFIT OF CDA CIR 547 TO SPECIAL AND LIBERALISED FAMILY PENSIONERS.


Ordinary Family pensioners were paid arrears as per CDA circular 547 with effect from 1-1-2006 to 24-9-2012..

Now, the Special and Liberalised Family pensioners are also eligible for the same benefit  from 1-1-2006 to 24-9-2012-    On the basis of Minimum fitment Tables.

Reference:  Dept of ESM Welfare-
    GOI-MOD Letter  No: 16(01)/2014/D(Pen/Pol) dated 18-5-2016.

For Example: FOR SPECIAL FAMILY PENSIONERS.

For a Rank of Sepoy-  Group-X
Minimum  Rate of Special Family pension  was- 7000- which was enhanced to 7344 as per CDA cir 503  with effect from 24-9-2012.
Now the same benefit is given from 1-1-2006.
Thus a difference of 7344-7000=344 and an arrears from 1-1-2006 to 23-9-2012.

Arrears works out to be :   344 X 103.65=35656/-

For Sepoy to Havildars  OF Group Y and Z  there  is no benefit  up to  7 yrs of service

FOR LIBERALISED FAMILY PENSIONERS:

Example:   Sepoy-  say-  Group- Y

The Minimum LFP was enhanced from 9200 to 10250 as per CDA cir 503 with effect from 24-9-2012.
Now the same benefit is given from 1-1-2006, thus a difference -10250-9200=1050
This difference per month will be payable from 1-1-2006 to 23-9-2012,
Arrears works out to be:  1050 X 103.65= 108833/.

Like wise, for Navy and Air Force,

The affected Family pensioners may approach their Banks for getting the benefit.

ATTENTION VETERAN BROTHERS- SERIES-14

We all know what is Disability pension  and War injury pension.

But what is Liberalised disability pension.

Disability caused under the Categories  D & E  as per 
GOI.MOD letter NO.1(2)/97/D(Pen-C0 dated 31-1-2001,
Part II, para 4.1. is the Liberalised Disability pension.

The Para says, Disability caused due to acts of violence/ attack by Terrorists, anti Social element etc. whether on duty or not on duty  and   because of Bomb blasts in public places would cover under this clause.
And also, disability caused while engaged in operations dealing with natural calamities will be covered.

Disability caused during War/ War like activities, exercises  also come under these category.
 In this  : 
The service element will be calculated  for full term of engagement  for the Rank and group , as if the soldier served for full term.

The Disability Element will be decided by Medical board.
NOTE  : The aggregate total of Service Element and Disability Element shall not be less than 80% of Reckonable emolument of the person.

The veteran  should be invalided out .

This is called  LIBERALISED DISABILITY PENSION   ( Cir 456 and 542)

If death occurred  due to these reasons, then it will be called Liberalised Family pension
Payable to NOK of the soldier.
  D/ 123/2001......          NORMAL DISABILITY PENSION
  D/BC/ 123/2001.........WAR INJURY PENSION
  F/BC/123/2001...........LIBERALISED FAMILY PENSION.
.
Veteran brothers to note the same  and if any  veterans  with such Disability  in your area may be advised to   write to their  Record Office for clarification. and benefit.

ONE MORE VETERAN HELPED FOR BROAD BANDING OF DISABILITY PENSION





 Veteran L.Subbiah (Right ) is thanking our Liaison Officer Sgt.S.Kanthiah -veteran.

The below mentioned Veteran came to our trust office for verifying the correctness of his OROP arrears.

PPO  D/C/ 475/1990.  

On verifying his documents, we confirmed that he is being paid correct rate of OROP pension and  arrears paid .

But, we also noticed that , he was Medically boarded out, hence eligible for Broad banding  but not done.

Immediately, we prepared the applicable Annexure as per CDA cir 429/529 in triplicate  and asked him to forward to his record office through his PDA.

The veteran was very much happy with our action and thanked us for this timely help.

Our Trust is satisfied in helping one more Veteran in this regard.
