INDIFFERENT ATTITUDE OF BANK OFFICIALS TOWARDS DEFENCE PENSIONERS





Ex.Corporal SP.Lazarus , sitting in the centre while he visited our Trust some years back regarding his pension.

INDIFFERENT BEHAVIOUR OF INDIAN BANK OFFICIALS  WHILE OBTAINING LIFE CERTIFICATE.

One Ex.Air Force , War wounded Pensioner , immobile  went to the Emperror Street, Turicorin  branch of Indian bank , Tuticorin  by Auto Riksha for personnel appearance.( Life Certificate) on 27-11-2012 Accompanied by his wife.

Name : A.Lazarus      Ex.Air Force Corporal, Defence pensioner. Ser.No: 228169
PPO.No:    D/BC/CORR/0482/2012          
SB A/c No: 409372884

As he is sick, not able to walk, sign, requested the Bank officials to make the Life certificate for this year Nov.2012.
The bank officials not heeding to the request of the pensioner , told him to obtain a Doctors certificate for not able to sign.

The Life certificate is a PERSONNEL APPEARANCE, THE BANK OFFICIALS  SHOULD CONFIRM THAT THE PENSIONER IS ALIVE ON THAT DAY.”

The war wounded soldier went back in search of a Doctor, obtained a certificate  and submitted to the bank. Thus making the pensioner to incur unnecessary expenses towards Auto charge and doctors fees.

The bank officials should have avoided by taking a Thumb Impression from the pensioner  with humanitarian ground.
Instead., the war wounded soldier was made to suffer with mental agony for submission of Life Certificate  / Personnel appearance.

This is a very bad show/ indifferent attitude towards an aged/ wounded / invalided  soldier
The particular official  should be instructed to treat the pensioners with human touch to keep up the reputation of a large Nationalised Bank.

We, as an Ex-Servicemen  Welfare Trust  was constrained to bring this happening to Public to avoid such occurrence in future.

GREAT INJUSTICE METED OUT TO A TS.NK.

GREAT INJUSTICE TO ONE MORE WAR INJURED PENSIONER.

One Ex.Ts.Nk came to our Trust office and complained that he was not being paid the correct Rate of disability pension.

Name:Tirupathy Rajaram  Rank: Ts.Nk  No: 6462218    Qly.Ser.:15 yrs.
PPO.Nos: S/ 102256/1987 AND S/CORR/4263/2002.
PDA: Central Bank of india, Kovilpatti, Tuticorin –Dist, TN.

On going through the available papers, we noticed that he was wounded while on duty in Proximity to the enemy due to mine blast on 1-3-1980 and it was classified as Battle causality vide part II order  No.73/15/1982

We also came to know that his Right foot Below ankle was amputated and was using artificial limb.

In spite of all the above, he was sanctioned with normal Disability element of 50% as attributable to military service.

He is falling under Category  E of para 4.1 of GOI, MOD letter No. 1 (2)/97/ D (Pen-C) dated 31-1-2001. Hence eligible for a WAR injury pension but being sanctioned with normal disability pension.
 It is a great injustice meted out to a veteran.
The innocent veteran was not aware of his eligibility and drawing his normal disability that  too not properly being paid. Instead of 1755 , he was being paid 1404/-

We have now  taken up the matter with MRC Record office and PCDA for consideration.

The poor veteran  was very much pleased with our findings and action and expressed his sincere gratitude to our Welfare Trust for this timely help.

NON RECEIPT OF TRANSFERRED AMOUNT.

We reported the discrepancy to his PDA  Palavoor, Srivilliputur and CPPC at Chennai for tracing out the transferred amount..

We also came to know that he got married after discharge from service and  Part II order  was not taken.

We advised him  and prepared  all the required Documents for Publication of Part II order  for Marriage as well as Birth of Children.

The veteran was taken aback for these deficiency of knowledge and thanked us for such a valuable service by this Welfare Trust.

On going through his Discharge Certificate and PPO and his Bank pass book entries, we confirmed that he is being paid correct Rate of pension.

He was satisfied with our action and thanked us for clarifying his doubts.

PARTICIPATION OF OUR TRUST IN THE CUSTOMER S MEET OF INDIAN OVERSEAS BANK

On a special invitation from the Regional Manager, IOB, Tirunelveli Region,  our Managing Trustee Sgt.R.Chellappa accompanied by other trust members  attended the meet on 16-11-2012 .

Our Financial Trustee Sgt.C.Muthukrishnan  in his speech  narrated  the difficulties faced by the defence pensioners in drawing their  pension and the facilities of Reverse Mort gauge of housing  loan  not popularized among pensioner. He also suggested to hold a separate  meeting for Pensioners to redress the grievances .

The Regional Manger was very happy of our participation and appreciated the valuable points given by our Trustee  on behalf of pensioners and promised to set right the problems of the pensioners then and there  if reported.

EXWEL TRUST JOINS THE INAUGURAL CEREMONY OF AIR FORCE ASSOCIATION-KANYAKUMARI CHAPTER.




Air force Association Kanyakumari Chapter was inaugurated on 17-11-2012 at Nagercoil.
Our Trust members joined the function and felicitated and wished the AFA to function successfully in the days to come.

AFA, Tamil Nadu branch President AVM.Swaminathan , Gp.Capt.Palnisamy, Gp.Capt.Sambasiva Rao , Wg.Cdr.Balkrishnan  , Wg.Cdr.Padmanabhan and  Educationist Dr.S.A.Raja  were the dignitaries.

Avm.Swaminathan and Gp.Capt.Palnisamy  in their felicitation speech explained in detail about the purpose of opening of AFA in each district  to serve for the AirForce veterans and their families.
Dr.S.A.Raja in his speech hinted to provide the AFA with a Permanent accommodation.

The Subedar was very happy of our action and thanked us for the timely help.

As per the recent MOD letter No: 17(40)/2008/D (Pen/Pol) Vol-VII dt.4-10-2010,  a weight age  of 5 yrs is added to all the post 2006 retirees for calculation of DCRG, hence this HAVILDAR is also eligible for revised DCRG for 22+5yrs

We have now taken up the issue with  his Record office, MEG Bangalore for doing the needful to effect the new instructions.

The Veteran was immensely happy of our efforts in solving the problems of veterans and expressed his sincere thanks to our Trust..

SUBMISSION OF LIFE CERTIFICATE-2012

This is the month- NOVEMBER-, all are to submit/ appear before the bank officials  -for Life Certificate during this month with out fail. Otherwise , the Pension for the month of December-2012 will not be credited.

INJUSTICE METED OUT TO AIR FORCE SERGEANTS.

During VIth Pay Commission, they have made 2 Tables , 111 and 112 of CDA cir 430  for Sergeants Group I and X,  Diploma holders and Non diploma holders, Pre 10-10-1997 and Post 10-10-1997.

As per Table 134/ 133 of Cir 430, the Rate of pension for Sergeant of
Pre-1953 is Rs.5810 with effect from 1-7-2009.
We feel that  there may  be very few  such Sergeants alive now, whereas the living large numbers of  post 1953 Sergeant are neglected..

The CDA cir 478 says  that all Pre-10-10-1997 pensioners are to be brought at par with Post 10-10-1997 PBOR. In such is the case , why there should be two Tables 111 and 112 .
All the Sergeants discharged after 10-10-1997  are fitted in Table no 112 even though they are not Diploma holders.

Group I / X Sgts  of 15 yrs of service are getting Rs.5519 as per Table No.111 and  5820 as per Table no.112.
CDA cir 471  tables give one  rate of  Pension only for the Rank of Sgt.X group.

This is a great in justice meted out to Sergeants of Pre=10-10-1997. This anomaly to be removed by fitting all the Sergeants in Table no.112.

Will the MOD , DESM Welfare look in to the grievances  and take action to redress  this anomaly.

On interaction with the pensioner, we understand that there was no adverse report or AWL, hence  he is eligible for pension for 20yrs.of Qly.service.
We guided  him to represent the discrepancy to the newly formed – Directorate of Air Veterans, New Delhi .
The aggrieved Sergeant was very much satisfied with our advise and thanked us for the timely guidance.
