Veterans are disappointed about the recent announcement of OROP by Govt.

        GREAT INJUSTICE METED OUT TO DEFENCE VETERANS

Time and again a false promises  were  made by the Government and allied groups that ONE RANK ONE PENSION  is being considered  and likely to materializes  in a short span of time. The climax was that a wide TV coverage in all TV network s– that OROP has been approved by the Govt. a few days back.

Every Ex-Serviceman was delighted by the TV coverage . But the Joy was short lived. With great shock and bitter dismay, we understand that a  false phobia was created by the vested interested for the reason best known to them about OROP.

We read and understand from media that a large amount of money running into Crores are  swallowed by means of corruption etc.

But the legitimate and reasonable demand of Ex-Servicemen who keep their life at stake to safe guard the country are not me, thus driving them to a volatile situation.

Once a disgruntlement sets in the minds of a soldier , it is any one’s  guess  to what would happen in future in this country.

 For example -Even the AFT judgments  towards Honorary Officers are not implemented.

We hope that at least a belated sense of wisdom may prevail upon to the authorities concerned  to set right the issues at the earliest.

ONE AGGRIEVED L/NK HELPED




 L/NK K.Thangaraj is expressing his gratitude to our Trust Liaison Officer Sgt.S.Kanthiah.

The below mentioned L/Nk visted our Trust for verifying his Rate of pension.

Disability Element:  60% for life.
PDA: State Bank of India, Palayamkottai, Tirunelveli-Dist, TN.

On scrutinizing his PPOs and the pass book entries, we noticed that he is being paid less pension than his entitlement.

As per CDA cir 456,  for those who are sanctioned with permanent DE not less than 60%, the Service element  +  Disability element should not be less than 7000/- w.e.f 1-7-2009

In this case, he is being paid SE-4321 and DE 1401 ( only 40% wrongly arrived), Total= 4321+ 1401= 5722.
There is a short payment of of Rs.1278 (7000-5722).

Immediately, we brought this discrepancy to his PDA, CPPC and Local HO for correction and payment of arrears.
The aggrieved L/Nk was so happy of our prompt action and thanked us for such a voluntary service to our Exservicemen community.

DA INCREASE APPROVED


Today, the Government  has approved the increase of DA of 7%.

DA rate is enhanced from 65%  to 72% with effect from 01-07-2012

New Delhi: In a major victory for ex-servicemen, the government has set aside Rs. 2,300 crore to implement the one-rank-one-pension (OROP) demand that has been pending for years. This has been a major irritant between the armed forces and the bureaucracy.
In recognition of this demand, the Prime Minister in his Independence Day address this year, had announced OROP, apart from several other measures.
The Union Cabinet secretary Ajit K Seth was put in charge of a committee that has submitted its report, though after more than a month's delay.
OROP implies that servicemen of the same rank and same period of service should get the same pension, irrespective of when they retired. It also means that as and when pension is enhanced, the benefit will also be passed on to those who have retired earlier.

The government is keen to accept at least four of the armed forces’ demands on fixation of their pay and pension. The high-powered committee set up by PM Manmohan Singh has given its ideas wherein it has accepted that some of the demands of the forces need to be met immediately as there are glaring anomalies, sources said.
Sources said the committee has recommended that the armed forces be given non-functional upgradation (NFU) to match their counterparts in the IPS, IAS and paramilitary forces.
The grade pay is another issue, the committee has suggested, can be looked into. Thirdly, it has agreed that a common pays cale be evolved for in-service jawans. Lastly, it has agreed on removal of all anomalies towards one rank one pension (OROP).
Meanwhile, a fresh calculation has been ordered following a Supreme Court judgment relating to a 25-year-old pay-related case filed by Major Dhanapalan. The court ruled in his favour to correct the anomaly and will impact all officers who were serving then and now.
This had to be factored in before a final announcement. The PM can still make changes as Defence Minister AK Antony was very keen on resolving matters at the earliest and in favour of the forces.
The committee headed by Cabinet Secretary Ajit Seth was formed following an intervention from PM Manmohan Singh on July 8 this year.
The forces protested that they had no representative; the committee specially met the three service chiefs. Its mandate was to deal with six issues of serving officers and jawans and another four issues relating to those who retired.
Sources said the committee was unanimous on payscale for jawans, OROP, grade pay and NFU. The most serious was the NFU issue. The Sixth Central Pay Commission (CPC) recommendations were out in October 2008. The IAS in the post of Joint Secretary (JS) to the Government of India was made eligible for a grade pay of Rs 10,000 a month on completing 22 years of service.

The JWO was happy with our activities and thanked us for such a valuable service for Ex-Servicemen community.

YET ANOTHER WIDOW HELPED FOR JOINT NOTIFICATION

Late Sub.KS.Gopalakrishnan expired on 23-7-2012.
His wife Smt.G.Kamala was not being paid family pension  and she called on us for a help in getting her family pension.

Date of discharge: 28-2-1982. Pre- April 1984.
PPO.No: s/ 10494/1981
PDA: Canara Bank, Melapalayam, Tirunelveli-Dist, Tamil Nadu.

On scrutinizing the PPO and other available documents, we noticed that there was no Endorsement of Family pension as it was a Pre-1984 case.
Hence, we prepared all the relevant application for Joint Notification and claim for Family pension and advised the widow to sent it to Record office .

The widow, not aware of this Endorsement of Family pension, sincerely thanked us for all the help extended for getting her family pension.

ONE MORE SPECIAL FAMILY PENSIONER HELPED -46TH CASE.-



ONE MORE SPECIAL FAMILY PENSIONER TRACED AND HELPED.46 th Case.

On our persistent efforts and interactions, we traced out one more widow, a Special Family pensioner was drawing Ordinary family pension.

Name: Smt.Cherimuthu      W/O late Sep. Arumugam    No: 1190100 GNR.
PPO.No: F/ 3869/ 1971 – a Special Family pensioner.
PDA: Canara bank, Melapalayam, Tirunelveli-Dist, Tamil Nadu.
Being paid at the rate of rs.3500/- only.
She is eligible for a basic pension of rs.2550 w.e.f 1-1-1996 and rs.7000/- from 1-1-2006.

Immediately , we reported the discrepancy to the PDA and their CPPC at Bangalore for Revision and payment of arrears amounting to 6 lacs plus.
We have also informed  the Artillery Record office about this discrepancy for taking necessary action from their end.

The innocent widow  along with her son was very happy  of our prompt action  for getting her eligible pension and sincerely thanked our Trust for such a Voluntary help.

Life's Explanation
God created the dog and said:

The dog said: 'That's a long time to be barking. How about only ten
 
years and I'll give you back the other ten?'

So God agreed.

Then God created the monkey and said:

The monkey said: 'Monkey tricks for twenty years? That's a pretty long
 
time to perform. How about I give you back ten like the Dog did?'

And God agreed.

Then God created the cow and said:

'You must go into the field with the farmer all day long and suffer
 
under the sun, have calves and give milk to support the farmer's family.
 
For this, I will give you a life span of sixty years.'

The cow said: 'That's kind of a tough life you want me to live for sixty
 
years.. How about twenty and I'll give back the other forty?'

And God agreed again.

Thereafter God created humans and said:

'Eat, sleep, play, marry and enjoy your life. For this, I'll give you
 
twenty years.'

But the human said: 'Only twenty years? Could you possibly give me my
 
twenty, the forty the cow gave back, the ten the monkey gave back, and
 
the ten the dog gave back; that makes eighty, okay?'

'Okay,' said God, 'You asked for it.'

So that is why for our first twenty years we eat, sleep, play and enjoy
 
ourselves. For the next forty years we slave in the sun to support our
 
family.. For the next ten years we do monkey tricks to entertain the
 
grandchildren.. And for the last ten years we sit on the front porch and
 
bark at everyone.

Immediately  we reported the non revision to the PDA and their CPPC at Chennai and requested them to effect the revision early.

The veteran along with his Handicapped son thanked us for this timely help.
Our Trust satisfied in helping one more veteran, that too a Disability pensioner.

On verifying his PPOs and the Bank pass book entries, it was noticed that as per both the PPOs , his pension was correctly revised. But the differential amount of Gratuity and commutation was not credited.

We have now reported the non payment of Differential amount of Rs.35957/- to his SBI, Local HO, and CPPC at Chennai for immediate disbursal of the said amount under intimation to The Record Office Military Police for information.

The agitated veteran was very happy of our immediate action towards his grievances and thanked us for such a noble service.

 OFFICERS HAVE WON THE RANK PAY CASE IN THE SUPREME COURT


Perhaps historically the most important litigation involving the military has culminated today.

A three judge Bench of the Hon’ble Supreme Court today decided not to interfere with its earlier decision granting the cumulative benefits and arrears of Rank Pay with effect from 01-01-1986 to all affected officers. However, the interest component has been modified and interest @ 6% per annum would now be admissible on the arrears from 01-01-2006 rather than 01-01-1986.

All payments have been directed to be made within a period of 12 weeks from today and the benefits shall be released to all officers irrespective of whether they had approached a judicial forum or not.

IN CORRECT ADOPTION OF BASIC AND DISABILITY PENSION-SBI

On our persistent efforts and interactions  , we came to know that one Gunner, Sepoy was being paid less pension.

Name: S.Ramiah      RanK; Gnr
PPO.No: D/3144/1966   AND D/RA/ 4423/1984
PDA: SBI, Palayamkottai, Tirunelveli-Dist, Tamil Nadu.
Disability sanctioned  40% for life with minimum Service element.

His pension was revised as per VI th PC  CDA cir 397, consolidated.
 He is being paid pension as on date -4284+DA2785= 7069/-
His pension should have been revised as per CDA cir 403, that is Service element  and Disability element separately arrived but not carried out by PDA.  His eligible Service element – 3500/ and Disability 40%=1404/ w.e.f 1-1-2006.
Total pension as on date should be= 3500+1404+DA 3188=8092/- but he is getting only 7069/- thus a difference of Rs..620/ on BP+DE  per month from 1-1-2006 on wards.

We have immediately reported the discrepancy to their CPPC ,SBI Chennai for immediate correction and disbursement of arrears from 1-1-2006.

The veteran S.Ramiah was so much pleased with our action and expressed his gratitude for  the this timely help by our Welfare Trust..
